2 NATIONAL CANCER CONTROL STRATEGIES IN NIGERIA Goal 1: Increase awareness of cancer among the population through cancer information dissemination, education and cancer outreach services nationwide. Increase cancer prevention initiatives. Priority Areas: Breast; Cervix; Liver; Prostate; Colorectal; Leukaemia; Retinoblastoma; Skin (albinos)

3 STRATEGIES FOR GOAL 1 Create awareness on the various forms of cancer in the community through the following activities: Commemorate National Cancer awareness month in October each year. Commemorate World Cancer Day on 4 th March each year including National TV/Radio Broadcast by the Minister of Health on behalf of Mr. President.

4 Activities for Goal 1 Develop school based activities targeting children, adolescents and youths on cancer prevention e.g. Tobacco control. Involvement of the First Lady and wives of State Governors. Employ existing community resources such as Health Departments, Clinics and Pharmacies to disseminate published guidelines for cancer prevention and early detection. Develop and disseminate appropriate cancer education materials for the public.

5 Activities for Goal 1. Employ media and internet services to promote cancer awareness month/world Cancer day activities. Establish a National Cancer Consultative Committee website. Develop and publicize existing free cancer screening services in the country. Develop effective strategies for Tobacco control as a means to prevent imminent epidemic of tobacco related cancers in Nigeria. Encourage adoption of healthy life styles to enhance cancer prevention and early detection.

6 Strategies/Activities for Goal 1. Integrate primary prevention of cancer into Primary Health Care delivery services through the following activities: Develop a robust vaccination program against infectious agents. Focus on expanded immunization against Hepatitis B, HPV. Nigeria should participate in the on-going global activity on HPV vaccines. Training of health workers at the primary health care level on screening for cancers, e.g. breast, cervix and prevention of skin cancers in the albinos.

7 Strategies/Activities for Goal 1. Encourage collaborations among NGOs on cancer education and outreach services by organizing regular stakeholders meetings and workshops on recent development on cancer and its management to be funded by the FMOH and other private enterprise in Nigeria. 9 Strategies/Activities for Goal 2. Develop training curriculum for Primary Health Care workers on cancer prevention, early detection, treatment, palliative care and pain control. Teach cancer subjects with practical work in the curriculum for students in health training institutions. Initiate and facilitate local and International training for candidates interested in the various fields of oncology especially those currently with few specialists. Develop and publicize a national and international directory of academic institutions offering cancer training and continuing education services.

11 STRATEGIES FOR GOAL 3 Increase cancer control activities through the creation of a systematic framework for the dissemination of national and international cancer control efforts. Develop and publicize a national directory of institutions and organisations specializing in cancer prevention, early detection, diagnosis and treatment. Improve access to quality clinical services for cancer screening, diagnosis and treatment through standardization and development of management guidelines.

12 Strategies for Goal 3 Early Diagnosis The early detection of cancer is one of the key elements to improve the outcome for cancer treatment. Therefore, the Government shall take appropriate steps towards establishing necessary cancer screening programmes in the identified cancer institutions. Coordination with WHO needs to be further strengthened in this regard and in this connection, necessary contacts shall be established with the national and regional WHO offices.

13 Strategies for Goal 3. Develop and publicize a national directory of referral sources in Nigeria. Develop and publicize a uniform cancer screening guidelines for the nation. Identify appropriate mechanism to ensure healthcare providers compliance with the uniform cancer screening guidelines. Develop standard treatment guidelines for the common cancers in the country

14 Strategies for Goal 3. Develop quality assurance mechanisms to oversee proper management of cancer patients and adherence to ethics. Ensure quality of laboratory and treatment equipment, infrastructure and materials, including drugs for cancer treatment are of high standard. Identify appropriate referral criteria for different cancer patients Train health care professionals to recognize signs and symptoms so as to ensure early diagnosis.

15 Strategies for Goal 3. Establish and equip specialized cancer centres in all the geopolitical zones where newly diagnosed patients can be referred for expert management. Ongoing Government Efforts at Rehabilitation of Existing Radiotherapy Centres (2008- date) not SUCCESSFUL.

19 STRATEGY FOR GOAL 5 Develop policy and regulation priorities for cancer care and services within the context of noncommunicable diseases (NCD) Institute clinical practice guidelines for cancer diagnosis and treatment. Conduct an environmental scan on existing policies and regulations. Develop guidelines for best practices in cancer care and services.

21 STRATEGY FOR GOAL 6 Develop a comprehensive database of private and public funding agencies for cancer scientists in Nigeria. Create collaboration between various stakeholders in conducting researches in cancer

22 STRATEGY FOR GOAL 6 Raise cancer research capacity in the country Establish Centres of Excellence for Cancer Research and treatment. Mobilise and allocate resources in support of Cancer Research. Publicize funding opportunities nationally. Provide grant-writing training opportunities for junior cancer investigators. Promote collaborative grant-writing activities among cancer scientists.

24 STRATEGIES FOR GOAL 7 Develop opportunities for the dissemination of cancer research findings in Nigeria. Create opportunities for national and international cancer research collaborations among institutions and scientists. Develop a peer-reviewed National Cancer Research journal. Publicize free online journals and other research publications. Facilitate for institutional, regional and national cancer research conferences

25 NATIONAL CANCER CONTROL STRATEGIES IN NIGERIA (GOAL 8) Improve the cancer surveillance system to identify public health priorities as well as plan and monitor comprehensive strategies for cancer control. Priority Areas: All Cancers

26 STRATEGY FOR GOAL 8 Establish a Population based National Cancer Registry in Nigeria Support for current cancer registries to significantly improve facilities and provide much needed resources. Development of national guidelines including legislation to guide and enforce the operations of cancer registration system in Nigeria. Registration of death certificates. Collect and Collate population data on risk factors for Cancer. Establish adequate and functional histopathology service nationwide.

27 Activities for Goal 8. Conduct a comprehensive survey of all the cancer data sources in the country Training of Secondary and Tertiary healthcare institutions on the process of collecting, coding and presenting of cancer data. Conduct a needs assessment for cancer data in the country.

28 Strategies/Activities for Goal 8. Develop a data sharing and coordination system for all cancer registries. Collaboration with international organizations such as IARC, to train the staff of existing cancer registries. nationwide. Beginning October 2008, develop and appropriately disseminate Cancer Annual Report for the nation

29 Activities for Goal 8. Survey of Federal Tertiary healthcare institutions on the process of collecting, coding and presenting cancer data. A SWOT analysis to guide the establishment of a National Cancer Registry in Nigeria. Formation of a Cancer Registry sub-committee made up of one representative from each of the active cancer registries to assist with the establishment of a National Cancer Registry.

31 STRATEGY FOR GOAL 9 Stimulate collective responsibility and action among all cancer stakeholders Develop a Cancer National Resource Directory (CNRD) of all public and private cancer stakeholders to be updated annually. Develop and implement an Annual conference of Cancer stakeholders

Increase communications through the use of technology Encourage all public and private cancer stakeholders to establish websites for their organisations Establish National and International Cancer Control Collaboration The Ministry of Health s website provides links to the websites of all cancer stakeholders listed in the Cancer National Research Directory

34 STRATEGY FOR GOAL 10 Establish facilities for quality and continued care of Patients living with cancer Establish hospital and Community based palliative care and Hospices in all the geopolitical zones of the country. Increase the number of professionally trained healthcare professionals who specialize in palliative care and pain control. Provide continuing education training on appropriate pain management and control services.

35 Strategies/Activities for Goal 10 Sustain advocacy to lift ban on importation of narcotic analgesics. Provide resources to reduce pain and suffering of cancer patients by ensuring that every cancer patient is cared for by health care professionals who are adequately trained to care for the terminally ill.
