3 INTRODUCTION Originally launched in 2003, Vaccination Week in the Americas (VWA) is an annual hemispheric event, endorsed by the Directing Council of the Pan American Health Organization. VWA was initially proposed in 2002 by the Ministers of Health in the Andean Region following a measles outbreak in Venezuela and Colombia. From 2003 to 2012, as a result of activities conducted under the framework of VWA, more than 411 million people of a variety of ages have been vaccinated against a wide variety of diseases. VWA s celebrations and communication campaigns have also helped to highlight the essential work of national immunization programs and the importance of vaccination for the general public. This year marks the 11 th anniversary of the initiative. Country and territory participation in VWA is flexible and goals and activities for the initiative are chosen in accordance with national health objectives; however, the overarching objectives of the initiative are: To promote equity and access to immunization To promote the transition from child to family immunization To promote communication and cooperation between countries To maintain immunization on the political agenda The success of VWA has come to serve as an example for other regions of the World Health Organization (WHO) in the implementation of their own similar Vaccination/Immunization Week initiatives. Due to this expansion, last year marked another milestone: the first celebration of World Immunization Week (WIW), which was later endorsed by a resolution of the World Health Assembly. WIW does not replace VWA, but serves as an overarching framework to unite all worldwide efforts. **** The main purpose of this workbook is to assist national health professionals in the planning for VWA It is a tool that includes information and guidelines to organize the preparation, development, and evaluation of VWA 2013 activities in a methodical and efficient manner. The workbook is organized in two parts. Part One contains a table for countries to delineate the strategies, goals, and priority populations for their VWA 1

4 campaigns. Information is also requested regarding the integration of other preventative interventions, planned launching events, communication and social mobilization efforts, border activities and budgeting. The second part of the workbook relates to the evaluation of VWA activities and the contents of the final report. While there is great diversity of VWA activities across the Region, the collection of some standardized information is critical for PAHO to be able to respond to donor request and to promote VWA results in public forums on behalf its Member States. 2

9 Integrated Interventions When applicable, countries and territories are encouraged to consider integrating other preventative health interventions such as the provision of Vitamin A, deworming treatments, health screening, and health education, among others, together with their vaccination activities as part of VWA. 10 Guide for Communication and Social Mobilization Campaigns VWA 2013 As in all previous years, regional VWA communications materials (posters, stickers, videos, etc) will be distributed to PAHO country offices for national distribution. Materials will also be available online for downloading at The regional slogan for VWA 2013 will be Vaccination: a shared responsibility 1. What media will be used (TV, radio)? Will different languages or dialects be used to target specific populations (migrant workers, ethnic minorities, etc.)? Radio, television, and news paper 2. What products or materials will be used before and during VWA to promote the campaign (posters, pins, magazines, brochures, educational materials, contests, etc)? How many will be printed/take place? Where will materials be posted/ distributed? Banners, Posters, brochures, a jingle competition 3. What are the key messages/slogans that will be used? 16 VWA 2013 Indicators Number and percentage of children 1-4 years of age with first, second, and third doses of DTP/ Pentavalent (to measure 0-dose, incomplete and complete schedules) 3 ; Number and percentage of WCBA vaccinated with first dose of Td in at-risk municipalities during VWA; Percentage of Rapid Coverage Monitoring (RCM) in which vaccination coverage for MR is less than 95%; Percentage of people interviewed in previously selected areas 4 who are aware of VWA; Percentage of municipalities with plans for a second and third round of vaccination to complete schedules after VWA; Number of suspected cases of measles/rubella and acute flaccid paralysis (AFP) that were identified by active community search and that were already known by the system. 3 One-year old children will be used as denominator since not all countries have disaggregated information for children < 1 year to evaluate incomplete schedules. 4 Selected areas must include high-risk zones and those with isolated populations. 14

17 Requested Contents in VWA 2013 Final Report Deadline for reporting to PAHO is 14 June Achievement of vaccination goals in specific groups: children 0-12 months, children 1-4 years, children < 5 (if no disaggregated data), adults, WCBA, older adults, and/or other populations that were vaccinated during the campaign. Please provide numeric results (number of individuals vaccinated and/or number of doses administered, when possible) 2. Analysis of defined indicators, when applicable (see previous page). 3. Report on resource mobilization. 4. Qualitative description of vaccination activities and other integrated public health activities, trainings, etc. 5. Report on border, national, and local launching events. 6. Evaluation of communication campaign. 7. Achievements and Lessons learned. 8. 18 EVALUATION OF COMMUNICATION AND SOCIAL MOBILIZATION EFFORTS 1. Who/How many leaders attended VWA events? 19 SURVEY TO EVALUATE A VWA SOCIAL COMMUNICATION CAMPAIGN: A MODEL Instructions for Interviewer: Interview at least 10 people outside the health sector (in a market, main square, bus stop, street, etc.), avoiding to choose groups of people. It is recommended to interview one out of 3 or 5 people found in each place. Ask the following questions and mark the answers in the space provided: 1. In what category do you belong? This will help to assure accurate representation of activities in the VWA final report. More detailed final reports are welcome and encouraged.
