Action 2013 WNV Action Plan Primary Focus Proactive Prevention 2012 and Earlier Years (table continued from previous page) 2013 Plan Timeframe/Cost Additional Preparedness Measures Action Thresholds plan City plan updated 2005 Joint plan updated 2012 in coordination with Dallas County Aerial spraying plan Develop WNV Hazard Specific Annex City plan updated 2005 No WNV-specific plan Working with County as the City s public health authority with advice and guidance from CDC and State on establishing guidelines. Developing guide for conducting emergency operations in response to WNV outbreak. Completed Dec and attached in appendix (p. 24) As deemed necessary Note: 2012 Cost to spray Dallas County was approx. $3 million funded by State. Due March To be implemented if deemed necessary. 13
Public Education The goal of public education and outreach on WNV is to foster awareness of the risks and ways to prevent infections, as well as give notice when spraying is necessary and what to expect It doesn t take much exposure to risk infection Between June and October 2012, half of persons infected with WNV in Dallas County reported spending 2 hours or less daily outdoors 59% of persons infected with WNV in Dallas County in August 2012 reported never applying insect repellent when outdoors 14
Public Education WNV public education efforts for 2013 will begin earlier (April 1) and include enhanced measures used during the 2012 outbreak Billboards, radio spots and kiosks Social media, Internet and blasts Press announcements and public service announcements sent to local stations Street median signs and outreach at community meetings and events Emphasize the 4-Ds of prevention Drain or treat standing water Avoid outdoor activity at Dawn/Dusk Use mosquito repellent (DEET) Dress with long sleeves, pants 15
Mosquito Surveillance Mosquito trapping and testing for 2013 includes Off-season (Winter Early Spring) mosquito trapping and testing 90 traps on a weekly basis for the start of the 2013 WNV season in May 2013 Use additional lab services to supplement the State and County testing abilities 16
Environmental Mitigation Mitigation efforts are to interrupt the transmission cycle Most important cycle is from mosquito to bird to mosquito Incidental infections: unlikely amplifying hosts Birds are Amplifying hosts Enzootic Cycle 17
Environmental Mitigation Source reduction and larvicide Remove water sources that support mosquito breeding habitats Increased and expedited enforcement of water conservation and standing water violations Enlisting public support to drain/treat standing water in Spring 2013 through public education can have a beneficial impact Service Request YTY Increase Mosquitos/Standing Water 355 2, % Water Conservation 1,623 2,237 38% 18
Environmental Mitigation Source reduction and larvicide (continued): Utilize Neighborhood Code Representatives to provide education to Neighborhood Associations Equip code inspectors with dunks to apply to standing water that cannot be drained Provide a limited amount of dunks to citizens during WNV season 19
Environmental Mitigation Use of EPA-approved products to reduce mosquito populations (adulticide) Spray in areas where the virus is detected in mosquito samples Monitor surveillance data to assess need for increased treatments and apply consecutive applications in positive trap areas Environmental conditions Total mosquito counts from traps Infection rate from mosquito traps Human WNV cases 20
Additional Preparedness Efforts Updated WNV Action Thresholds Plan Phased response plan for public education, mitigation and surveillance efforts based on increasing risk of infections Updated joint plan (attached) with Dallas County that allows for uniform response for public information, education, testing, and spraying efforts Emergency Management plan Developing a guide for conducting operations in response to a declared WNV outbreak, due March 2013 Utilizes Incident Command System (ICS) to integrate and coordinate response among city departments 21
Next Steps Continue off-season mosquito trapping and testing Implement enhanced public education and source reduction (larvicide) efforts beginning April 1, 2013 Brief updated on WNV activities to Transportation & Environment Committee in May
