1 victoria.ca/vfdrecruitment Victoria Fire Department Competition The Victoria Fire Department is looking for men and women who are community-minded, skilled professionals, trained to use the latest fire suppression technologies and rescue techniques. All basic qualifications must be met to be considered for this competition. Please see the enclosed Basic Qualifications Checklist for details. 4 7. Qualifications Checklist To be considered for this competition, ALL of the basic qualifications must be met and included in your submission. Photocopies of documentation, or scanned files if ing your application, are accepted. Successful completion of a physical fitness test conducted within the last seven months by the University of Victoria. Learn more at: If you are unable to complete the physical fitness test by the submission deadline of January 5, please note the date of your scheduled appointment on your application form. The results of your physical fitness test must be submitted by January 15, Completion of the Victoria Fire Department Application Form, including: An eye examination, conducted by a Doctor of Optometry and signed verification on the Victoria Fire Department Application Form demonstrating: Far visual acuity better than or equal to 20/40 binocular, unaided or corrected. Far visual acuity better than or equal to 20/100 binocular for wearers of hard contacts or spectacles, uncorrected. Colour perception which enables a candidate to use imaging devices. No eye conditions which would preclude a candidate from being able to safely perform essential job tasks. A hearing assessment, conducted by a Registered Audiologist and signed verification on the Victoria Fire Department Application Form demonstrating: Unaided hearing in minimum one ear with average hearing loss equal to or less than 40 decibels at 500 Hz, 1000 Hz and 2000 Hz when the audiometric device is calibrated to ANSI Z24.5. No chronic vertigo or impaired balance. No ear condition (or hearing impairment) that would preclude a candidate from being able to safely perform essential job tasks. A complete criminal record check (including a vulnerable sector check) dated within the last three months with no indication of a criminal record that would adversely affect public trust. NFPA 1001 Firefighter 1 and 2 Certification WorkSafeBC Occupational First Aid Level II, or BC First Responder Level III, or equivalent. All equivalencies (e.g., out-of-province certification) must be accompanied with supporting documentation by the issuing agency. Proof of Canadian Citizenship or Landed Immigrant Status Proof of education BC Secondary School, Grade 12 or equivalent A valid British Columbia Class 3 licence with an Air Brake endorsement A driving record indicative of responsible operation. A driver s abstract must be submitted and dated within three months of the competition. (Note: Applicants cannot have earned more than six points on their driving record within the last three years.) A Restricted Radio Operator s licence (Maritime), available through the Canadian Power and Sail Squadron, Vancouver Island South District, A Canadian Coast Guard Pleasure Craft Operator Card, also available through the Canadian Power and Sail Squadron, Vancouver Island South District, City of Victoria 4
5 EYE ASSESSMENT FORM To be submitted by the applicant to the City of Victoria accompanying the 2014 Firefighter Application. The individual bearing this form has been asked to take this form to a Doctor of Optometry to verify the following information, to accompany their application for the position of Firefighter with the City of Victoria. Please verify the following for this individual: This applicant has far visual acuity better than or equal to 20/40 binocular, unaided or corrected. This applicant has far visual acuity better than or equal to 20/100 binocular for wearers of hard contacts or spectacles, uncorrected. This applicant has colour perception which enables them to use imaging devices. This applicant has no eye conditions which would preclude them from being able to safely perform essential job tasks. 6 Essential Job Tasks List Page 2 of Eye Assessment Form (Note Please bring this list to your Doctor of Optometry appointment. He/she will need to review the list in order to sign the enclosed Eye Assessment Form.) Candidates must be able to fulfill the following duties: Respond to fire and rescue incidents, dangerous goods incidents, and life hazard emergencies, which may require the removal of people from danger. Familiarize and safely operate all firefighting equipment and related rescue tools, including fire streams and other practices as directed through the Standing Orders and Operational Guidelines of the Victoria Fire Department. Achieve and hold a First Responder Level III licence and administer first aid to injured people. Perform in-station duties as assigned. Perform routine and unscheduled maintenance of apparatus, portable and fixed tools and equipment. Perform routine maintenance at fire stations, including cleaning and housekeeping. Compose and write comprehensive reports. Attend training sessions as directed and maintain a thorough knowledge of all equipment and apparatus, firefighting techniques, Standard Operating Guidelines and Standing Orders of the Victoria Fire Department. Maintain a thorough knowledge of the topography of the City of Victoria including streets, block numbers, water distribution systems, and location of target hazard occupancies, such as but not limited to high-rise apartment buildings, seniors facilities and hospitals. Candidates may be required to: Conduct fire inspections. Work dispatch and communications, where you will: Receive and record fire alarms and other emergency calls. Dispatch the appropriate apparatus and equipment in accordance with Department policy, Operational Guidelines and Standing Orders. Enter information into the computer system and track the movement of apparatus and resources. Monitor all radio transmissions and act as an intermediary to determine that all transmissions are received, and maintain communications between incident command and personnel. Receive routine telephone calls and route these calls to the appropriate personnel. Notify support/assisting agencies (e.g., hydro, gas, police, Canadian Coast Guard, etc.) as needed. Maintain maps as to the current operational status of streets and hydrants. Process after hour s emergency calls for other City of Victoria departments. Assist in maintaining and entering operational statistics in the computer system. Operate motor driven apparatus, fireboats, and specialized vehicles. Perform related fire protection and public relations activities. Temporarily transfer to the Fire Prevention Division (maximum three years). City of Victoria 6
