JFC Brunssum has historically been provided with dental care by a DPHC(D) Dental Centre staffed with an RAF dental team. The total population is relatively small and enabled the RAF dental team to provide a bespoke service. PAR 2. The current PAR based on DMICP records of patients registered at the Medical Centre is as follows: Registered Patients Military 122 Civilian 143 TOTAL HQ JFCBS data shows a PAR of 296 which includes JFCBS and NATO Communications and Information Agency (NCIA) at 100% manning. 4. Using HQ JFCBS current estimate of 296 PAR as a base line, a working assumption for a PAR of in JFC Brunssum requiring primary dental care is considered to be realistic. Current Situation 5. It was agreed that the future dental delivery for JFC Brunssum would be Host Nation (HN) delivered utilising a small number of Dutch civilian dental practices. 6. JFC Brunssum will continue to be visited by a dental team from dental centre Elmpt until 31 Jul 15. The timeline will be as follows: a. Routine care to be delivered until 30 Jun PAR 296 +/- 10%. 1
2 b. Limited routine care to be delivered until 31 Jul 15. No new treatment plans or laboratory work to be commenced during Jul 15, unless the course of treatment can be completed prior to transfer to HN providers. c. Patients requiring orthodontic referral will be sent to Host Nation provider with effect from 1 Jul 15. Host Nation Provision 7. Full details of the Provision of Dental Treatment to Personnel and Entitled Dependants in ISODETS can be found on the BFGNet website HQ JFCBS requested that local HN practices should be located with convenient access for the JFC Brunssum PAR. The main locations in close proximity to the PAR are Brunssum, and Maastricht. 9. Due to the size of the PAR it has been agreed that there would be advantages for patient care and management to recommend a small number of practices for the British military community rather than allowing the patients to attend any dental practice. This will facilitate good working relationships with the practices and familiarity with the level of care that should be delivered to the entitled population. Encouraging the PAR to use specific practices would also minimise administrative errors with processing and payment of dental bills. 10. The practices detailed below have been visited by DPHC(D) for a health intelligence visit and are deemed to be potentially suitable practices to be utilised by the military community in Brunssum. Brunssum 11. The following practice is located in Brunssum town centre and is a short drive from JFC Brunssum. Mr Schoffelen Senior Dentist 12. The practice has extended hours so there is good access for patients with problems within the advertised practice opening hours. 2
3 13. Mr Schoffelen has recorded 2 messages on the practice answer phone; one in Dutch and the other in English to ensure patients are able to access English speaking staff. 14. If the practice is closed, the patient can still telephone the practice. The practice participates in a Regional Roster of circa 30 General Dental Practitioners. An answer phone message (in English) will provide full details of the local practice that is providing the out of hours cover. 15. The patient will then be expected to contact the local Out of Hours (OOH) practice to make arrangements for emergency treatment. 16. In the practice detailed below has agreed to treat the service community. It is 15 minutes drive from JFC Brunssum, but in close proximity to the married quarters. This practice also provide OOH cover and have an answer phone message in English providing details of a local practice that is providing the OOH cover if they are closed. There is no requirement to formally register with the chosen practice prior to booking an appointment for treatment (check-up or emergency treatment). Patients are able to pop in and have a look at the practices and acquaint themselves with the facilities prior to deciding which practice to utilise for dental care. 19. Unlike doctor s records, your dental record legally belongs to the dentist who provided the treatment or who owns the practice. This equally applies to the MOD who owns all dental records. You can obtain copies of dental records for DPHC(Dent) delivered dental care; a request should be made via Dental Centre Brunssum. On closure of DC Brunssum all dental records will be managed iaw Defence Medical Services Medical Policy. 20. Your new dentist will make a new record for you relevant to his or her diagnosis and treatment undertaken and therefore there is no requirement to take copies of previous records to the host nation dentist. Payment 21. Patients will not be required to pay for their treatment at the dental practices personally and will be issued with a bill. All bills for dental treatment (emergency treatment, routine treatment and non-routine treatment) provided to personnel in Brunssum must be sent to PDO(O) at the address detailed below, without exception and together with a completed form Annex C to SIBF(G) 3303 for financial authorisation. The bill will be reviewed, the patient contribution calculated and the invoice forwarded to Accounts Office, EJSU, SHAPE for payment. All three practices have English-speaking staff and it is not anticipated that there will be any language difficulties encountered by the British patients. Equipment 23. All three practices are well-appointed and fitted with a high standard of modern equipment and comply with current regulations regarding infection control. Laboratory Support 24. All three practices utilise local dental laboratories. This is likely to reduce the time taken for the completion and fitting of laboratory constructed items such as dentures, crowns and bridges compared to DPHC(D) dental centre timelines which are circa 4 weeks. Orthodontics 25. The practices detailed above have preferred orthodontists that they utilise for referrals. It is highly like that the practice that provides routine dental treatment will refer child patients to the orthodontist they utilise routinely for orthodontic assessment and an approved course of treatment if appropriate. 26. All orthodontic referrals are classed as non-routine treatment and must be assessed in accordance with extant policy. Orthodontic treatment is not to be commenced without authority from PDO(O). 27. 6 29. Dr Beer s practice has a visiting orthodontist; Dr Dick Robbe. 30. During the scoping visits in 2014 RSDO(BFG) identified an orthodontist in Maastricht that could provide orthodontic care. Dr Van Leere Initial already treats some US military personnel from Geilenkirchen Air Base, but it is Dr D Van Leere Specialist Orthodontist Koningsplein EE Maastricht Tel: It remains likely that the orthodontists detailed in Paras will be where children are referred for orthodontic assessment and an approved course of treatment, if appropriate. Pharmacy Arrangements 32. There is no direct billing system established between DPHC (Dental) and individual Host Nation pharmacies (Apotheek). 33. Any patient issued with a prescription from a HN dental provider is able to have this prescription dispensed at any Dutch pharmacy (Apotheek). Please be aware that there is no direct billing system in place for dental prescriptions; patients will be required to pay the HN pharmacy directly for any medication dispensed. Patients are able to submit the receipt to HQ DPHC (Dental) Germany to claim appropriate reimbursement of the associated costs. Emergency/Out of Hours Dental Provision 34. Full details are at Annex A. Monitoring of Dental Fitness of Brunssum Military Personnel 35. There will be a requirement for military personnel to provide an annual certificate of dental fitness. Following completion of a course of treatment, the SP will request the HN dentist to sign a Dental Fitness Certificate. A copy of the Dental Fitness Certificate will need to be sent to HQ DDS(G) in Bielefeld by all SP when the HN dentist s bill is submitted for payment at the end of a course of treatment. 36. The details from the Dental Fitness Certificate will be entered on the SP s electronic clinical dental health record (DMICP). The SP will be regarded as dentally fit for 12 month s from the date of completion of treatment and the signature of the HN dentist on the Dental Fitness Certificate. Full details are at Annex B. 37. A date at an interval of 12 months from the signed Dental Fitness Certificate will be entered on DMICP as the next date that the SP needs to attend for a dental inspection. 6
7 38. DMICP electronic health records can be interrogated by JPA. This Next Dental Recall Date can be checked personally be individual SPs as follows: Log on to JPA >>JPA Self Service,-Employee, Armed Forces >> Extra Information Types >> Dental Details. 39. This Dental Fitness Certificate is being trialled by PDO(O) at Brunssum, Goch and Wesel. Following future consultation with EJSU and the CoC, it will be reviewed by PDO(O) to establish if it is providing greater capability to more effectively monitor the dental fitness of military personnel receiving dental care via HN support.
