2 Emergency Exercise (APPRE) Unified Emergency Exercise The Chairman NSSC conducts a radiological emergency exercise involving the central administrative agencies concerned every 5 years Integrated Emergency Exercise (Except SSNL) The metropolitan city mayor/provincial governor and city mayor/county chief/district chief conduct a radiological emergency exercise every 4 years. On-site Emergency Exercise Participation of all on-site emergency organizations Two units perform once every year (SSNL: once every two year) Drill Participation of each on-site emergency organization One unit or Two units perform once every quarter (SSNL: once every 6 months)
3 Emergency Management Training & Exercises Typical Items of Training Task and responsibilities of all persons involved in EPR; Planning basis; Assessment of plant conditions; Alarm criteria; On-site and off-site accident management; Equipment and provisions of the authorities; Importance of radionuclides and pathways of exposure; Kind and features of countermeasures; Criteria for intervention; Use of decision support systems, pc-programs and other supporting materials and Information of the media and the public etc.
4 Emergency Management Training & Exercises Tasks of Emergency Management Requiring Periodical Exercising On-site emergency management; Warning of emergency management authorities; Co-operation of authorities (ops in different areas, depts or on different levels); Advice to authorities given by experts; Communication; Transboundary communication and co-operation; Early notification of boarding States IAEA and Ad-hoc development of a basis for decisions on countermeasures (Develop guidance for above. The NPP are obliged to contribute to all types of exercises). TRAINING AND EXERCISES
5 Pre-Exercise Chronology Task 1: Establish Exercise Date - The date(s) when the exercise will be conducted is established through a consultation process involving central and local governments, other organizations that will participate in the exercise, involved NSSC and KINS, and the licensee. - When the exercise is scheduled. The date(s) is established to meet specific regulatory requirements. Task 2: Establish Exercise Objectives and Extent of Play - The related organization and licensee submit objectives 120 days prior to the exercise. - NSSC and KINS should complete their review of exercise objectives and extent-of-play agreements.
6 Pre-Exercise Chronology Task 3: Development and Review Exercise Scenario - Local governments and licensee scenario developers jointly submit the scenario to NSSC at least 60 days prior to the exercise. - The NSSC and KINS completes review of the scenario at least 45 days before the exercise. - Final scenario adjustments to ensure adequate demonstration of objectives are made by the Local governments and licensee at least 15 days prior to the exercise. Task 4: Establish Exercise Objectives and Extent of Play - A set of basic ground rules for the conduct of the exercise is established. These rules pertain to the operation and control of the exercise, safety of all exercise participants, roles (player, controller, evaluator, etc.), actual emergencies, compliance with legal requirements, exercise close-out procedures, and meeting schedules.
7 Pre-Exercise Chronology Task 5: Assign and Confirm Evaluators - Determines the number of evaluators, evaluation team leader and expertise needed and makes assignments of evaluators to response organizations and exercise objectives. Task 6: Field Radiological Monitoring - Demonstrate the appropriate use of equipment and procedures for determining field radiation measurements..
8 Pre-Exercise Chronology Task 7: Prepare and Distribute evaluator Assignment Packets - Provides a packet to each evaluator with information on his or her assignment, the exercise, schedule, and logistics. Task 8: Provide Site-Specific Training to Evaluators - Training of evaluators should be completed before the exercise as part of the pre-exercise briefing or in a separate session. Task 9: Conduct Pre-Exercise Briefing - Conducts pre-exercise briefing for exercise evaluators, control staff and licensee representatives to discuss the scenario and specific exercise activities
9 Pre-Exercise Chronology Task 10: Document organizational Exercise Performance - A joint exercise is conducted by participants and the licensee. Under direction of the designated team leaders, evaluators collect data on the demonstration of exercise objectives. This is the first step in the evaluation of exercise performance. Task 11: Conduct Post-Exercise Evaluator/Participant Interview - Evaluators interview participants, as necessary, in order to complete the Evaluation Forms. Evaluators may also solicit participant comments, questions, and suggestions. The evaluators may then summarize their observations of exercise play for the participants.
10 Pre-Exercise Chronology Task 12: Debrief Exercise Evaluators and Initiate Consultation Process - Following the exercise, the evaluation team leader conducts a post-exercise evaluator debriefing. Evaluators meet with team members and KINS staff to summarize exercise observations and documentation and to identify exercise issues. The post-exercise evaluator debriefing should take place as soon after the conclusion of the exercise as possible (i.e., within one (1) day of the exercise) Task 13: Prepare Written Evaluation - Following the exercise, evaluators prepare written evaluations of organizational performance and narratives of their observations for each demonstrated exercise objective. These materials are submitted to the evaluation team leader.
11 Pre-Exercise Chronology Task 14: Conduct Post-Exercise Participants Briefing - The evaluation team leader meets with participants to present a preliminary assessment of the exercise. The participants usually present a critique of their own performance as well. This meeting provides a means of summarizing and clarifying the results of the exercise. Task 15: Conducting Public Meeting - Following the exercise, the evaluation team leader conducts a public meeting attended by representatives of KINS, NSSC, local governments, agencies, exercise participants, and interested members of the public and media..
12 Pre-Exercise Chronology Task 16: Notify State of Deficiencies - Following the consultation process, and within 10 days of the exercise, the evaluation leader notifies any problems in organizational performance that have been classified as Deficiencies. If no Deficiencies in organizational performance were identified, then this task does not apply. Task 17: Prepare Summary Exercise Report - Following the exercise, the evaluation leader prepares a summary exercise report that includes background information on the exercise and a listing and brief description of exercise inadequacies and required corrective actions.
13 Pre-Exercise Chronology Task 18: Prepare Exercise Report - Following the exercise, the evaluation leader prepares a draft exercise report, based on materials developed and collected by the evaluators during the exercise and input from the post-exercise participants' and public meetings. The draft exercise report is submitted to KINS and NSSC for review and comment. A final exercise report addressing these comments is prepared and provided to the local governments, KINS, NSSC, and licensee. Task 19: Evaluate and Report on Remedial Exercise or Drill - Correction of Deficiencies identified in an exercise is demonstrated in a remedial exercise/drill or by other remedial actions, within 90 days of the exercise date. the evaluation leader prepares a separate evaluation report of the remedial exercise, drill, or other remedial actions within 30 days of the remedial action.
