2 Coordination of emergency training and exercises All STUK staff (> 300 persons) have an obligation to act as a member of STUK s emergency organisation STUK s departments and units are responsible for their emergency arrangements and organising emergency training for their staff. Emergency Preparedness Unit organizes and coordinates these activities at STUK level. 2

3 Emergency organisation There are about 100 different positions in STUK s emergency organization Procedures exist for each position Specific procedures for initial actions in expert groups Assignment of 1-2 key persons and up to 4 substitutes for each position (design for 24/7 staffing) One person can be assigned up to three positions 3

5 Exercises One annual NPP exercise at each domestic site: NPP: emergency organisation STUK: Finnish Meteorological Institute Rescue Services: off-site emergency manager and management group Full scale national NPP exercise every two-out-of-three years: all relevant counterparts on national, provincial and local level representatives of media and private sector are invited, too Other exercises: international exercises as well as bilateral / multilateral exercises with neighbouring countries domestic exercises (early phase and intermediate phase scenarios; both security and safety related and combined scenarios) simulated / table-top exercises; drills internal exercises within STUK

6 Annual resources for STUK s emergency preparedness Annually about 12 personyears (effective) Funding 1.9. M ; 4% of STUK s whole budget

7 Example of exercise scenarios NPP s Simulator based exercise with real time / real weather. Severe accident and failure of containment. Radiological dispersion calculated and simulated in monitoring network Other NPP exercises, melt of radiation sources, malicious act (dirty bomb, contamination of food products) Different phase of accident (early, intermediate, recovery) Exercises with announced / unannounced date On average 4 exercises per year 7

8 Year 2016 Loviisa NPP Full Scale Exercise For a NPP site there is every three years a national scale exercise TOTAL 50+ national organisations involved Ministries (6), national authorities (8), regional gov. authorities (3), rescue services (9), police (6), defence/border guard (6), city/municipality administration (6), health care (4), Media (1) + simulated media coverage, other public/private organisations. A bilateral exercise with the IEC Scenario (PRISE, core damage) was very fast and rapidly changing, with direct release to atmosphere Objective was to test e.g. how to assess situation and to make prognosis on rapidly changing scenario how to give correct and up-to-date assessments and recommendations to other organisations, media & the public

10 STUK is active in international communication also during exercises STUK is the National Competent Authority (NCA) responsible for dissemination of information to neighbouring countries, the IAEA, and EC Other organizations are invited to take part in exercises: neighbouring countries & IAEA (USIE is used) If no foreign counterparts are involved, reports in English language are still produced for training purposes

13 Training to main counterparts In principle STUK s training is focused to trainers Examples of training to main counterparts: Experts in Finnish Meteorological Institute Physicians and other health care staff (e.g. Examination and treatment of persons exposed to radiation) Personnel in regional laboratories Personnel in rescue departments (e.g. radiation sources in fire or other accidents) Main organisations in emergency planning zones (Rescue Departments, Loviisa and Olkiluoto NPPs, Police, STUK) A lot of other target groups

14 Feedback from training and exercises Evaluation STUK uses evaluators from other organisations in addition to its own Evaluation of all expert groups Feedback from all players Debriefing meetings after exercise Improvements Report of the feedback and evaluation Improvement of procedures, equipment, arrangements Once again training and exercise 14
