1 Role of AHS in Agency EOC / ECC AEMA Regional Workshops 2017
2 Objective Utilize this networking opportunity to begin a dialogue on the role of AHS in an Agency EOC / ECC through: Review / validation of AHS assumptions relative to their potential role in an Agency EOC / ECC Provision of context re AHS response / impact Review AHS command and control interoperability Linkage of AHS to Agency ICS - perspectives gained from a sample of partners Consideration of AHS role in an Agency EOC / ECC 2

5 AHS Assumptions AHS representation in an Agency EOC would be at the request of the Agency Agency EOC / ECCs in Alberta utilize ICS Agency EOC / ECCs expect AHS representatives to be trained in ICS or at a minimum familiar with ICS The size and complexity of AHS combined with the nature and scope of an incident may require health representation in an Agency EOC / ECC - as a responding Agency - as an impacted Agency - as both a responding and impacted Agency 5
6 AHS Assumptions (cont.) Appropriate AHS representation will be contingent on: - The nature and impact of the incident - The type of expertise required - The level of authority required - The availability of resources - Need for interoperability with AHS Command Centers Incidents occur at the local level and are managed at the local level 6
7 AHS Involvement in Events There are three potential ways that AHS may be involved directly or indirectly in a major event: As a responding Agency As an impacted Agency As both a responding and impacted Agency 7
8 AHS as a Responding Agency First Responders (EMS) Care of casualties (including primary and secondary decontamination) Technical / Clinical Specialists (Public Health regarding air quality, water and food safety, etc.) Health Link (811) 8
9 AHS as a Responding Agency (cont.) Indigenous community support Public Health Surveillance (relative to communicable disease outbreaks) Reception Center Support (Psychological Support, Medical / Nursing, medical supplies, Public Health, etc.) Activation of AHS IMS (Inter-operability) 9

11 AHS as an Impacted Agency Facility evacuation Shelter in place Facility damage Facility lockdown / restricted access Loss / disruption of critical infrastructure within facilities (phone, power, water) 11
12 AHS as an Impacted Agency (cont.) Community evacuation / isolation (impact on Home Care clients and AHS sites/services) Recovery (facility recommissioning, records retrieval, monitoring health trends, etc.) 12
13 Combined: Response and Impact In naturally occurring events, AHS is frequently in this position Incidents such as the SA floods, wildfires, H1N1 have all seen this to be true In any of the above noted situations, AHS has created an IMS that is flexible and scalable enough to address events at the local, Zone and provincial level Interoperability is crucial to the success of AHS in responding and managing the impact of events 13

15 AHS Linkages with Agency EOC / ECCs In an attempt to ensure AHS is well positioned to meet both their internal needs and support their communities during a major incident, it is our desire to: Understand how we may best work within your ICS structures within your EOC/ECC Ensure AHS staff who are responding to the EOC are trained and aware of their role within your structure Develop an AHS Agency EOC Guide to capture this information for training purposes 15
