1 Cannabis Survey Results August 29, 2017 General Information Survey Start Date July 17 th, 2017 Survey End Date July 31 st, 2017 Total Visitors to Benicia Town Hall 2100 Total Responses 1410 Registered Users with Responses 466 Unregistered Users with Responses 944 Participation Level Satisfaction Survey for Benicia Town Hall Software 70.5 hours of public comment at 3 minutes/speaker 251 out 466 Registered responded 238 LIKED using it. 13 DISLIKED using it. User Location The software is unable to report the location of 944 unregistered users. In the future, as more detailed map of Benicia is loaded, we will be able to track various neighborhoods. Disclaimer Benicia Town Hall is meant to be used as a tool to help measure communities thoughts and opinions on subjects such as cannabis and other topics concerning community members. It is not considered an accurate statistical tool. This feedback will help aide in the City Council and staff s decision-making process as they continue to move forward in reviewing options and planning ahead.

5 4. State law requires dispensaries to be located at least 600 ft. from schools. Should the City make this law stricter (e.g., 1000 ft. from schools and licensed day care centers)? (As a comparison, a standard football field is 300 feet long.) 5. State law has no restrictions on dispensaries near parks. Should cannabis dispensaries be restricted to 500 ft. away from parks? (As a comparison, a standard football field is 300 feet long.)
6 6. What other location factors should the City consider if cannabis dispensaries are allowed to operate in Benicia? 589 responded and 821 skipped the question. Here are some responses: o The other cities are gaining the benefit of taxes, so should Benicia o People are going to go there anyway. Might as well keep the revenues in town o I have more confidence in the City of Benicia than in surrounding communities o going to bring down the value of our properties o Too many dispensaries in nearby communities already

A tax measure requires voter approval which could be sought in As of today, would you be in favor of a tax on the sale of cannabis? 17. Is there anything else you want the City to know or consider when discussing cannabis? 539 Responded while 871 skipped this question. Here are some of the responses: o I would recommend screening and getting the top two business - don't just let anyone open a shop. Also make sure it looks more like a doctor office than a liquor store. o Only cannabis business that directly a result in tax benefit should be allowed o how will selling cannabis effect the image of our City o whether you like it or not, people here grow it or buy it.tax o I am strongly opposed to selling Cannabis in Benicia. There are many negative factors involved with this decision but most importantly is safety and keeping our small town as idealistic as possible in today's world. This is a family oriented community and fairly safe. Let's please keep it that way. There has to be other ways, less detrimental to our community, to raise revenue. Safety should not be compromised for revenue...ever!
