Call to order by Averil Strand at 11:35 AM II. Welcome and Introductions Introductions were made around the table. Welcome to Sue Statz, new Deputy Division Manager of Children, Youth and Family Services at Larimer County Department of Human Services. She will be joining our LCIOG group as a new non-voting member and will be the County Liaison for LCIOG. III. Review and approval of minutes from October 12, 2017 Minutes not completed. Will be approved at December 14, 2017 meeting. IV. Medicaid Options Meeting with Commissioner Johnson & Local Legislators Larimer County Department of Human Services (DHS) will coordinate, facilitate and host a meeting between Commissioner Johnson and our local legislators on November 30, 2017 from 9:30 11:00 AM at the Court House, 200 West Oak Street, Boyd Lake Room, 1 st floor, Fort Collins to discuss Medicaid Options. Larimer County DHS dug deep into the Alleghany County, Pennsylvania model of legislation that offers them first right of refusal with Medicaid option. Our hope is that Larimer County DHS can become a pilot with some legislation passed that would allow that and other creative services for Medicaid options. The savings and reinvestment would be a huge benefit for us is we can get them. Larimer County DHS is preparing an options document for the legislators to review and will share it once it I completed. The State is moving from a Behavioral Health Organization (BHO) system to Regional Accountable Entity (RAE) system for Medicaid services so there are a lot of unknowns how it will operate. Effective July 1, 2018 behavioral health services and physical health care will be managed by RAEs. Once documents are available on how this will work it will be shared. V. SAMHSA Grant Update Judy Rodriguez and Stephanie Seng of CSU s Child and Resilience Assessment Center gave an update on the SAMHSA Grant since the LCIOG Board is the oversight committee for this project through Larimer County DHS.

Stephanie reported that the CSU clinicians are working very hard and traveling every other week to the other 6 counties in our 7-county project to do trauma assessments for children and help train the other providers. Attached is a handout with the accomplishments for Year 1 and the plan for Year 2 of the project. Opioid Education for Providers Averil Strand shared a document for trainings offered by a group of northern Colorado community professionals to build a strategy to reverse the opioid crisis in our community. The trainings will be available to Larimer and Weld providers interested in helping overcome the epidemic. (attached) Budget Review Thad Paul shared the most recent budget sheet. (attached) Amounts have not been updated since September by the fiscal department. The budget committee of LCIOG (Thad Paul, Chris Gastelle and Jenny Ellison) will meet on December 6 from 9:30 10:30 AM at the Justice Center, 201 LaPorte Ave, the Walden Room District Attorney s area, Fort Collins to discuss the next 3-year budget. Any board members interested in joining the budget committee are invited to attend. Our LCIOG Board met all the outcomes for FY and we should receive about $235,000 in incentives for next year. We believe the Collaborative Management Program (CMP) Boards in the State should be incentivized by the number of children served in the allocation of funds awarded. Our LCIOG Board serves more children than any other county in the State. We hope to know by next month whether this will be in the allocation method for next fiscal year. 4 Accomplishments in Year 1: LCIOG PRESENTATION SAMHSA CROP GRANT UPDATE 11/9/2017 Trainings completed include Think Trauma, Road to Recovery, Resource Parent Curriculum, TOP and Trauma, and TOP and Partnering for Safety 2 master s level clinical professional staff hired as grant coordinators. In addition to grant coordination, the coordinators are responsible for completing trauma assessments, data collection, trainings for trauma assessment providers and Trauma 101 trainings for staff and community members Beginning work in integrating Partnering for Safety Practices and Trauma Informed Care Target population defined for children/youth and parents of children/youth: o Open Child Welfare case with an Active Participating as a Child, the Trauma Screen in Score is 6 or above and a TOP/CANS has been completed as a baseline for well-being o Child/Youth must meet one of the following: In Congregate Care (currently or in the last 6 months) In Hospital Juvenile Justice involved Charged (Truancy, Municipal, County or District Court) Pre-Adjudicated Adjudicated Diversion Probation Engaged in Competency Restoration Ages 7 17 Beyond Control of Parent Adult Trauma Workgroup developed the adult trauma screening tool, planned the process to pilot the tool, developed the caseworker training materials for caseworkers, and determined the pilot site CTRAC streamlined the Trauma Assessment Provider Certification and Training Process Plan for Year 2: Finalize and implement Adult Trauma Screening Tool Finalize and implement Adult Trauma Assessment Process Continue trauma related training for caseworkers, community members and providers Continue work on integrating Partnering for Safety and Trauma Informed Care practices
