RCAF action required: The group is asked to approve these minutes Matters Arising for July 2014 Item 6-13f Telephone Triage Pilot Project The national Cancer Treatment Helpline went live in Grampian at start of April 2014 and continues being embedded across the service area as part of a national programme. A stock-take meeting has been held with NHS Grampian, the national steering group and other stakeholders. Following this meeting, a number of areas have been highlighted that require further action and work to support this new service. These actions are with individual boards to address and a follow up meeting is planned in early July. RCAF action required: The group is asked to note the action points identified. Item 7-13a Neuro-oncology Service + other Aberdeen services being referred to Edinburgh + Glasgow A small number of Neuro-oncology patients still need to be transferred out of NHS Highland to receive radical Radiotherapy only, with all other oncology patients presently being managed locally within the network. There will be increased pressures for all three sites over the summer period due to Annual Leave of the substantive Clinical Oncologists. UOMs were working with Regional Programme Managers to ensure patients continue to be timely managed in accordance with their clinical requirements. Further verbal update will be provided at the meeting. Page 2 of 6

3 20-14 Standing Items Item 20-14a NOSCAN Workplan Progress against the established workplan has not been possible due to the NOSCAN team being substantially depleted. A verbal update of current status will be provided to the meeting. Item 20-14ai Radical Prostatectomies At the request of the National Planning Forum, a review of radical prostatectomy surgical practices has been undertaken by Derick McRae the NOSCAN Urology MCN Manager, and has been fed back directly via NoSPG. A copy of this paper is provided for information. NHS Tayside and NHS Grampian were currently meeting national targets for laparoscopic prostatectomy surgery. Activity levels in NHS Highland still show a greater number of patients receiving open prostatectomy than laparoscopic prostatectomy but patient choice has been identified as the underlying causative factor. A surgical training plan is however being introduced within NHS Highland to provide patients with greater choice. Item 20-14b Quality Performance Indicators (QPIs) The development of small sets of tumour/cancer specific surrogate indicators of cancer quality performance is the first phase of a flagship national programme to drive up the quality of cancer services which is shortly nearing completion. Boards commenced on a scheduled programme of mandatory annual performance reporting against these QPIs (with Breast cancer) in December 2013, and this will be expanded over the next few years until all sets of QPIs are being routinely reported. Concern had been expressed at the recent National Cancer Quality Overview Group (NCQOG) that the NoS was not sufficiently prepared to progress the programme within the timescales required. The attached papers summarise the current understanding of Board and network readiness. and make recommendations Item 20-14c Upper GI & HPB Short Life Working Group The inaugural meeting of the NoS Regional OG Cancer MDT/Clinical Review took place on Wednesday 18 th June at which proof of concept was established. Lesley Forsyth and Grace Ball (NoSPG Programme Managers) subsequently met with Mr Sami Shimi (NOSCAN OG MCN Lead) to agree and plan the actions necessary to take forward the remaining recommendations of the HPB/OG SLWG review within the future work of SOSNoS. Item 20-14d NOSCAN Chemotherapy Advisory Group (NCAG) and Safe Administration of Cytotoxic Chemotherapy (SACT) The NCAG has not met since the last RCAF and is next scheduled to meet on 30 th June when the results of the SACT Audit recently undertaken in NHSG earlier this month will be shared, and a formal update being brought to the September RCAF. There is a planned rolling programme of Board Audit, with visits to both NHS Tayside and NHS Highland in the autumn and the Island Boards thereafter. Item 20-14e Clinical Management Guidelines progress CEL 30 requires that there are regionally agreed Clinical Management Guidelines (CMGs) for each tumour group/cancer type in place across each of the 3 Scottish Cancer Networks. This programme of work was being taken forward in the NoS by each of the applicable tumour/cancer specific MCNs but was progressing at different rates. We are hopeful that by calendar year end, this programme of work which has taken longer than anticipated will be fully signed off. The Melanoma CMGs (2 papers) are attached as a recently completed element of this programme Page 3 of 6

4 Item 20-14f Transforming Care after Treatment (TCAT) The Transforming Care After Treatment (TCAT) programme is a partnership between the Scottish Government, Macmillan Cancer Support, NHS Scotland and local authorities to support a redesign of care following active treatment of cancer. The NHS Tayside project which was successful in being awarded first round funding support, had now identified Project Management resource and hoped to begin soon. The second round of project bidding commences shortly and there was still some work to be done in the north around network project co-ordination and programme leadership. Item 20-14g Sustaining Oncology Services in the North of Scotland Lesley Forsyth and Grace Ball (NoSPG Programme Managers) have been in post now for nearly 2 months and are working to a defined Project Implementation Document and Activity Work Plan. The work plan is structured across work streams which relate to the overarching Programme objectives. Lesley and Grace have had meetings with Dr Jane Barrett and are currently formulating a contract to enable the best use of Dr Barrett s time in support of the Programme. Lesley and Grace report to both a SOSNoS Core Group and SOSNoS Oversight Group to ensure progress is met across the work streams and enable strong communication links. Weekly update meetings were underway with Regional Unit Operational Managers to discuss operational issues and ensure open dialogue regarding the Oncology services in North of Scotland. Lesley and Grace would be able to provide further update to the meeting and acknowledge the good progress being made to date For discussion and decision Item 21-14a ECASE Cancer Audit Service level Agreement For a number of years NOSCAN has made a financial contribution to work around the national development of a cancer audit collection and reporting platform which allows Boards to report their performance against QPIs. The previous SLA agreement has now expired and a decision has to be made regarding the future NOSCAN share of ongoing service costs, estimated to be approximately 17.5k pa. RCAF action required: The group is asked to discuss the attached papers before making a recommendation Item 21-13b NOSCAN Team staffing Over recent years the NOSCAN team has been depleted whilst at the same time its requirement to regionally support additional programmes of work has become more demanding. The position of NOSCAN Network Manager fell vacant in April 2014 and remains unfilled pending the completion of an ongoing organisational change process. Whilst some role workload has been picked up in the interim by the NoSPG Programme Managers, there is a risk that this is unable to fully compensate for some of the momentum that is being lost around higher level Board and national engagement. The paper requested at the April RCAF is attached and comparatively sets out the current NOSCAN substantive resource in comparison to that of SCAN and WoSCAN which have to deliver against similar work plans, before setting out a revised staffing proposal. RCAF action required: The group is asked to discuss the attached paper before making a recommendation Item 21-14c Cancer Modernisation Monies Work was currently being led by Jim Cannon Director Regional Planning NoSPG, to clarify use of this funding and propose allocation to meet Board and Regional needs. An update on the disbursement of these Cancer Modernisation monies will be reported at the September RCAF. Action: Jim Cannon to update the group at the September meeting Page 4 of 6

5 Item 21-13d Regional Pharmacy Position The position of NOSCAN Lead Pharmacist was originally supported with funding from Macmillan Cancer Support. This has now ended and a funding bridge has been put in place until December 2014 with contributions being received from each of the 6 network Boards. A decision is required regarding the future regional requirements for this role and identifying a funding source. RCAF action required: The group is asked to discuss before making a recommendation Item 21-14e Recruitment of Clinical Oncologist in NHS Highland Dr David Whillis Consultant Clinical Oncologist, retired from NHS Highland earlier this year and despite several attempts to recruit a replacement clinician, these have not yet been successful. Interim arrangements involve Consultant cover being provided by NHS Grampian and some patient travel to Aberdeen whilst a more substantive arrangement is able to be put in place. A small group has been formed working with HR looking at innovative ways to promote recruitment into the NoS. The group will be updated on progress by Derick MacRae For Information Item 22-14a SCOT-PAIS study University of Aberdeen Sarah Murdoch, Project Manager at the University of Aberdeen, will give a short presentation about a novel research study at the University which aims to design a new work-related information and advice system for urological cancer patients in the North of Scotland. The new system will also aim to support healthcare providers and employers to assist and advise cancer patients in their work and working lives, and will intend to facilitate communication between all stakeholders. This study is funded by Macmillan Cancer Support Scotland and UCAN for 18 months, and is largely qualitative in nature. Sarah is seeking assistance from NOSCAN with regards to the recruitment of healthcare providers and urological cancer patients. RCAF action required: To note this presentation and comment Item 22-14b Cancer Centre Clinical Leads in NHS Highland and Tayside A recent request for information from The Scottish Government identified that there continues to be some lack of clarity around these Board roles. RCAF action required: NHS Highland and NHS Tayside to confirm who are their Cancer Centre Leads Item 22-14c NOSCAN Regional Cancer Audit Manager An appointment has been made following a successful interview. The recruitment process was now with the appointing Board, NHS Tayside. A start date was still to be confirmed but we hope the person would be in post by August. A final programme of work would be agreed once the postholder is in place. RCAF action required: To note this update Item 22-14d NOSCAN Breast MCN Miss Elizabeth Smyth had recently stood down as NOSCAN Breast Cancer Clinical Lead and the first call for a succeeding Lead closed on 13 th June without any applications being received. A second call for applications has now been shared and closing 1 st August RCAF action required: To note this update and discuss Page 5 of 6

Item 22-14g DCE Visual signs campaign The Scottish Government have altered the timings of the DCE campaigns and it has been agreed to delay a repeat of the visual signs campaign until early The SG would also want to provide assurances to the service that the campaign will be designed to be sufficiently flexible to respond very quickly to any signs of overwhelming demand and would be discontinued at short notice if required.
