3 NATIONAL LEGISLATION Procedure on the control or safety and quality of non-animal foodstuffs imported in to the Republic of Lithuania from third countries The list of sensitive foodstuffs approved by the Minister of Health Sampling of foodstuffs and delivery of the samples to the laboratory

4 LIST OF SENSITIVE FOOD PRODUCTS nuts (pistachios, hazelnuts, walnuts, brazilnuts, keshew and products of these nuts); figs; citrus fruits; paprika; grapes, rasins; red bilberries; cranberries; soy and maise; soya sauces; iodine salt; food additives and etc.

7 Preliminary information Border inspection post Regional SFVS CONTROL OF FOOD PRODUCTS IMPORTED FROM THIRD COUNTRIES Documentary, identity check and stamping the documents indicating that The sale is prohibited without the authorization of the food control authority Control of food product identity and quality, sampling Stamp of Compulsory further control Samples are taken in accordance with Quality programme KT 3 1 Stamp of Permission of free circulation Regional SFVS makes decision of prohibition to place consignment on the market Analysis of the samples performed at the accredited National Veterinary Laboratory of SFVS RASFF In line with EU requirements Permission to release the consignment and placing it on the market Not in line with EU requirements Food department of SFVS Risk and Quality Management Department of SFVS NVL informs Regional SFVS and importer about the result

8 CONTROL OF FOOD PRODUCTS IMPORTED FROM THIRD COUNTRIES Identity check: Labeling of consignment in Lithuanian language, total content of product, best before, producer, distribute; food additives and it s marking Physical check in certain cases

9 DECISION If results from laboratory is satisfactory, then inspector puts stamp on documents For free circulation and issues the special form for free circulation. If results from laboratory are unsatisfactory, then inspector puts stamp Forbidden to realize and issues special form

10 IF NEGATIVE RESULTS RECEIVED Consignment within 60 days has to be: Destroyed Special treatment made Dispatched to third country

11 LABORATORY CHECKS The certificate for laboratory checks has to be issued by inspector Laboratory sends the answer to the territorial veterinary service, which has taken the sample and sent to laboratory, and to importer

12 THESE RULES ARE NOT APPLIED When product is imported for diplomatic purposes; When product is a personal luggage of passenger and used for personal consumption; For samples for market research or exhibitions (with the permission of central veterinary authority)

13 CO-OPERATION WITH CUSTOMS Customs and Veterinary Service has signed agreement on co-operation All new documents are agreed with customs Customs do not allow to import products until consignment is not checked by territorial veterinary service

14 ORGANISATION OF OFFICIAL CONTROLS Food Department in SFVS prepares an annual official control programme. This programme establishes the objectives, official staff tasks, control methods and techniques, frequencies, submission of control data, training and etc. Types of control: - Planned (inspections are on basis of risk analysis, sampling plan, monitoring) - Unplanned (based on complaints of consumers, RASFF, other information) Frequency for the inspections is based on a classification of the establishments in three categories of risk: - High (2/1 4604) - Medium (1/ ) - Low (1/ ) Official controls are carried out by inspectors working in the local offices of the SFVS.

28 CONCLUSIONS EACH ALCOHOL BATCH SHOULD HAVE CERTIFICATE OF ALCOHOL PRODUCTS QUALITY. STATE FOOD AND VETERINARY SERVICES CAN ASK FOR THE CERTIFICATE OF THE ALCOHOL PRODUCTS QUALITY. IF CERTIFICATE IS NOT PROVIDED IN TIME, REALIZATION OF ALCOHOL PRODUCTS IS SUSPENDED.
