2 1. Overview of Import and Export Alcoholic Products According to Chinese Customs Authority, in 2011, China imported 512,000 tons of alcoholic products with total value of billion US dollars. Imports from the EU were 352,000 tons, with total value of billion US dollars. The EU is the biggest supplier of imported alcoholic beverages. The main product categories include wine, brandy, whisky and beer. 3 In 2011, about 34,2300 tons of alcoholic products were exported to Chinese Hong Kong, ASEAN countries, Japan, the EU, Chinese Taiwan, Chinese Macao, the U.S.A, South Korea. etc. The total value was 573 million US dollars. The products include beer, edible alcohol, Chinese rice wine, Chinese spirits and others. The exports to the EU were 25,500 tons, total value was 39 million US dollars 4 2

3 2. Inspection and Regulation System is responsible for regulating domestic production, import and export of alcoholic product. MOFCOM is responsible for supervision and management of domestic circulation of alcoholic product. 8 (1)Registration and record filing before import According to Food Safety Law, overseas producers of imported foods must be registered with, and recordfiling must be carried out for the overseas exporters or agents of imported foods. According to Special Regulation on Strengthening Supervision and Regulation of Food and Relevant Product of the State Council, record-filing must be carried out for importers. 15 (2)Inspection at the port of entry Local CIQ to whom the import declaration is filed will inspect products, including on-site hygienic inspection, labeling inspection, organoleptic inspection and laboratory tests. Product passes all the inspections and tests will be released. A health certificated will be issued for the product. Importer /distributor will be allowed to use, distribute the products only after they acquired the health certificate. Requirement for certificate of origin 16 8

9 (3)Risk Alert System The nationwide food safety risk alert information network will promptly respond to the food safety incident, and take the risk control measures such as product tracing back and recall. Traceability: registration of producers, recording filing of exporters, agents and importers, establishment of import and distribution record are components of traceability system. Lot code is not compulsory according to labeling standard. 17 (4)Risk Monitoring System In addition to the routine import inspection of alcoholic products, sets up and implements monitoring program each year to monitor relevant items. 18 9

10 Inspection Procedures for Imported Alcoholic Product Organoleptic Inspection No prior approval needed Declaration without labeling approval certificate No separate charge Inspection & Quarantine on Site Labeling Inspection Hygienic Inspection Consignment Declaration at Port Inspection at Port Compliance Microorganism Issuing Sanitary Certificate Sample Testing in Laboratory Physical & Chemical Labeling Conformity Inspection 19 Export Enterprise bears primary responsibility for food safety. The producers of exported alcoholic products must be registered in accordance with the Sanitary Registration Requirements for Exported Food Producers. As required by the Food Safety Law, sampling and testing of exported alcoholic products is carried out randomly. Producers will be classified based on results of risk analysis and enterprise inspection
