5 Counseling and Preference Form filling Procedure INFORMATION AND INSTRUCTIONS FOR CANDIDATES 1. Admissions to Postgraduate Courses in Physiotherapy / Occupational therapy / Audio & Speech Language Pathology and Prosthetics & Orthotics Postgraduate [M.P.Th./ M.O.Th./ M.A.S.L.P / MSc.(P&O)] for the academic year will be done by counseling & Preference form filling system. This admission process is for Private unaided, Minority, Government and Corporation Physiotherapy / Occupational therapy / Audio & Speech Language Pathology and Prosthetics & Orthotics college in State of Maharashtra. 2. Candidates from PGP-CET-2017/ PGO-CET-2017/ PGASLP-CET-2017/ MSc (P&O) CET-2017 State Merit List are called according to their State Merit List (SML) numbers for counseling and Preference form filling at Auditorium Hall, Govt. Station Mumbai Thursday 07/09/ PM SML No. to 301 to all PM Candidates Instructions to Physically Disabled Candidates : All Qualified Persons with Disability PWD (PH) Category Candidates of PGP-CET-2017 are advised to get themselves examined before preference Form Filling process at Medical Board constituted by District Civil Surgeon in the State of Maharashtra to obtain disability PWD (PH) certificate in advance. Candidates who have attended this Medical Board, should remain present along with the disability certificate issued by aforesaid Medical Board on respective days of counseling, at Counseling Centre, for Preference Form filling process. Those who have recently obtained disability certificate from either : i) All India Institute of Physical Medicine and Rehabilitation, Mumbai OR ii) Vardhaman Mahavir Medical College & Safadarjang Hospital, Ansari Nagar, New Delhi OR iii) Institute of Post Graduate Medical & Research, Kolkata OR iv) Madras Medical College, Chennai, institution, can produce the same disability certificate at the time of Preference Form filling process. It is mandatory to bring disability certificate issued by anyone institution. Candidate without disability certificate will be considered as Non PWD candidate. Selection Process, Document Verification and Preference form System:- 3.1 The candidates will give their preferences through a process "Preference form filling process" which has been notified by the competent authority on dmer website and The procedure regarding preference form filling process and details of further admission process are made available to the eligible candidates in the preference form brochure which is available on the website. A candidate should be present personally for filling preference form (Proxy will not be permitted). The selection to a course/college will be made considering his/her Final State Merit List Number and preferences given by the candidate. Candidates as per State Merit List (SML) Number will be called for counselling and asked to fill the preference form at Mumbai on 06/09/2017 & 07/09/2017. Couselling sessions are not meant for instant seats allocation. During these sessions, candidates are assisted in exercising their preferences for various courses and the institutions. Seat allocation shall be made centrally at a later date on the basis of Final State Merit List (SML) and preferences exercised by the candidate. 3.2 SELECTION PROCESS SHALL BE AS FOLLOWS:- PREFERENCE FORM SYSTEM The candidate should present personally to fill the preference form (Proxy will not be permitted). The candidate should submit only one preference form. Submission of more than one preference form shall lead to disqualification. Candidates should download copy of preference form brochure and read the same carefully At the time of filling the Preference form the candidate should bring all original documents and a set of attested copies of the same in support of claim made in application form i.e. Caste Certificate, Caste Validity Certificate, and non-creamy layer certificate. If the matter is still pending with Hon'ble Court, candidate should submit a fresh Court order for PGP-PGO- PGASLP_MSc (P&O)-CET 2017, failing which claim will not be granted and the candidate will be considered as General Category candidate. Non Creamy layer Certificate (VJ, NT1, NT2, NT3, OBC & SBC) valid upto 31st March Person with Disability Certificate.(For PWD Claim) (Annexure E) Note : 1) Category candidates who do not have Caste Validity Certificate/fresh court order for PG admission regarding Caste Validity, at the time of preference form filling, will be considered as Open merit candidates subject to fulfilling eligibility. 2) DT (VJ), NT-1, NT-2, NT-3, OBC category candidates who do not have Non Creamy Layer (valid up to 31/03/2018) at the time of preference form filling will be considered as Open Merit candidates subject to fulfilling eligibility. 3) Such category candidates without validity and / or NCL, who are considered as Open Merit candidate will be issued preference form, if his/her SML Number is within the SML Numbers of Open candidates called for Preference Form Filling. In case his/her SML number is below the number of Open candidates called for counseling, then he / she will not be eligible for issue of preference form. 4) Applicants belonging to SBC : The person belonging to Special Backward Class (SBC) are to be considered as OBC candidates and such candidates will be required to produce Non- Creamy Layer Certificate. For Constitutional reservation category candidates: Ear-Marking - Reserved category candidate entitled to admission on the basis of merit in an open category seat will have the option of taking admission either against his/her respective category seat or on an open category seat. If he/she opts for the reserved category he/she will be deemed to have been admitted as an open category candidate and not as reserved category candidate. One seat in the college where he/she was eligible for admission against open seat shall be earmarked for a candidate belonging to the respective reserved category. Such earmarked seat will be made available immediately to the successive reserved category candidate from the same category merit. 6. Cut-off date for the eligibility: The eligibility of the candidate shall be determined and/or decided for all purposes including for applicability of all these Rules and Regulations by considering the last date of document verification as the cut off date. It is made abundantly clear that if a candidate is found ineligible as on the last date of document verification process, in terms of these Rules and Regulation, and if such an ineligible candidate acquires the requisite eligibility after the aforesaid cut off date (i.e. the last date of document verification), such subsequent acquisition of eligibility will not make an ineligible candidate eligible for any purpose whatsoever, much less for the purpose of admission. 7. PROCEDURE FOLLOWED AT COUNSELING CENTER 7.1 Orientation: Candidates will assemble in respective medical colleges as per the programme. They will be given orientation about the process. Counseling for Preference form filling will be done. The candidate must be present in person. Proxy will not be allowed. Candidates reporting to wrong centre will not be issued preference form. 7.2 Preference Form information brochure: This Preference form information brochure is made available to candidates on DMER web site i.e & It contains relevant information about the process, State Merit List No. of last admitted candidate for MPTh/MOTh/MASLP/MSc (P&O) courses for the academic year , subject & college codes, and specimen copy of Preference form for practice. Candidates should read the information brochure of Preference system carefully and should bring the downloaded copy of the same for counseling. 7.3 Scrutiny Form: Scrutiny form will be issued to the candidates. Candidates should fill in required information. They should arrange documents in order Preference Brochure Page 4 PGP/PGO/PGASLP/MSc (P&O) CET 2017
9 as per list given on scrutiny form i.e. one set of originals and another set of attested photocopies. 7.4 Verification of Documents: Candidates will be called by State Merit List number. They should submit scrutiny form with a set of attested photocopies and show the originals. The documents will be verified by scrutiny officer & eligibility will be endorsed on the scrutiny form. Candidates should not submit original documents. 7.5 The Subject & College combination code is a four digit number specific for each college & Subject combination. Candidate can fill minimum one preference and maximum available preferences for available subjects. It is not compulsory to fill all Preferences. The first two digit of the code indicates specific college/institution and last two digit indicates particular subject. eg. Khadye Marg, Mahalaxmi, Mumbai Candidate should read all instructions before he / she starts filling the preference form. Candidate should note carefully the subject & college combination codes. Candidate must first fill the specimen copy of Preference form given in the brochure with pencil for practice. Once the candidate is satisfied with his choices filled on specimen copy of Preference form, then he should start filling the actual Preference form using black ball point pen Preference form: Preprinted Preference form will be issued to eligible candidates after document verification. The candidate should verify the relevant information of his Roll Number, State Merit List Number, Category Merit Number, PGP/PGO/PGASLP/M.Sc (P&O)-CET-2017 Marks etc. Preference form should be handled carefully and should not be folded, stapled or spoilt in any way Candidate will be issued only ONE Preference Form. 10 7.5.4 In case the candidate is not eligible for admission according to rules, the Preference form will not be issued or cancelled if already issued Candidates remaining absent for the process of preference from filling will not be issued preference form after the programme is over Candidate should read all instructions before filling the preference form. Candidate should note carefully the subject & college codes. Candidate must first fill the specimen copy of preference form given in the brochure with pencil for practice. Once the candidate is satisfied with his / her choices filled on specimen copy of preference form, then he should start filling the actual preference form using black ball point pen Candidate should write his most preferred subject and college code as preference no. 1 followed by his next choice as preference no. 2 and so on. While filling the subject and college codes, number should be written in boxes, one digit in each box (4 digit number - 4 boxes) for PGP/PGO/PGASLP/MSc (P&O)-CET candidates. As the form will be scanned by Computer, candidate should write the codes with black ball point pen and with neat, legible, clear handwriting Candidate must be very careful while filling the preference form. Candidate can fill minimum one preference or any desired number of preferences or maximum available preferences for PGP/PGO/PGASLP/MSc (P&O)-CET The same code should not be filled more than once. In case the candidate fills the same code more than once, higher preference will be considered and subsequent repeated preference(s) will be ignored. If the candidate fills wrong code number that preference will not be considered If a candidate does not give preference for a particular code (Government / Corporation / Private); then it means that he / she is not interested / desiring to take that PG seat. Candidate should note that there will be no change / addition / deletion in his / her list of preferences at later date / stage (not applicable for final round by personal appearance) After the first Preference Form round, Competent Authority may conduct subsequent preference round(s), based on the same preference form. For aforesaid round those candidates who have not joined / resigned after allotment of seat(s) will not be considered eligible. Preference Brochure Page 6 PGP/PGO/PGASLP/MSc (P&O) CET 2017
11 The candidate should submit his duly filled Preference form at the specified counter. Candidate shall inform regarding any correction in the name if required at the counter Data Response Sheet & Verification:- Data response sheet of Preference Form in duplicate will be generated and will be given to the candidate for verification. Candidate should check that the data i.e. SML No. Name, Category etc. and his Preferences and subject college combination codes have been correctly printed. After verification the candidate will report any discrepancy in the data and it will be duly corrected according to his/her preference form. If the candidate does not report any discrepancy, it will be presumed that the data entered against his/her name is correct and subsequently corrections/ alterations will not be made at later date. The candidate should sign the data response sheet copies. Candidate will be given a copy of data response sheet Candidate should note that the Preferences of subject and college combination codes, once entered in the record/data, after verification by the candidate, shall be final and irrevocable. Thereafter there can not be any change, addition or deletion of Preferences entered by the candidate. This final data shall be used in entire selection process for the admission to MPTh/MOTh/MASLP/MSc (P&O) Postgraduate courses Based on preferences given, the seats will be allotted on merit and the allotment will be displayed on website of DMER i.e. & ' All the candidates to whom a seat has been allotted in the 1 st round on the basis of Merit-cum-Preference will have to compulsorily join the college and course so allotted, with in prescribed period by completing the requisite formalities. i.e submission of original documents as per the list given in Clause No.4 of this brochure and payment of requisite fees If a candidate gets selected for a particular MPTh/MOTh/MASLP/MSc (P&O) postgraduate course, then the candidate is required to join that course as per the procedure. In case he / she does not join the course, he / she will not be eligible for subsequent admission process of PGP/PGO/PGASLP/MSc (P&O)-CET It is made clear that even if a candidate to whom a seat has been allotted in the 1 st round wants a betterment of his/her choice, such a candidate must initially accept the allotment and join the college Preference Brochure Page 7 PGP/PGO/PGASLP/MSc (P&O) CET 2017
12 by completing the necessary formalities as set out by these Rules, failing which such a candidate will be thrown out of the entire admission process of the current academic year If any candidate to whom a seat has been allotted in the 1st round does not join the college and course seat so allotted, it will be presumed that such a candidate is not interested in the admission process and for all further round(s) of admission, such candidate shall not be considered for allotment of any seat whatsoever. The seat so allotted to such a candidate who does not join, will be presumed to be a vacant seat as on and from the next date after the date set out as the last date for joining the college in terms of such allotment. Such a vacant seat will be allotted in the next round of admission process within prescribed period All the candidates who have filled the preference form and to whom a seat could not be allotted in the round will be held eligible for allotment of a seat in the subsequent Round(s) For filling of vacant seats after first round, same preferences will be considered for subsequent computerized rounds and no separate preference form will be required to be filled by the candidate (except for final round by personal appearance). For aforesaid computerized round those candidates who have not joined / Resigned after allotment of seat(s) will not be considered eligible. 8. SEAT DISTRIBUTION CHART: 8.1 The seat distribution of available state quota seats in Government, Corporation colleges, Private unaided and Private Minority Colleges for PGP/PGO/PGASLP/MSc (P&O)-CET 2017 is shown in this preference from brochure which is already made available on DMER website i.e and This seats distribution chart contains the college-wise, subject-wise and category-wise distribution of available seats. The seats reserved for person with disability (PWD) candidates have been also shown in the chart. The candidates should bring downloaded printout of the same for counseling. It should be noted that category candidates are eligible and can avail open merit seats by virtue of merit. Category seats, if at all remain unclaimed by a particular category candidate are made available to other categories & to open category candidates as per inter-se category round procedure. 13 distribution chart is subject to change as per instructions of MUSH, Nashik/ Institute / Transfer of PG Teacher / Hon'ble Courts Order etc. All the Courses are affiliated to The Maharashtra University Health Sciences, Nashik. 8.2 A candidate belonging to backward class from Maharashtra State only is eligible for claiming seat under reserve category. 8.3 There will be no regional reservation. There will be reservation as per Government orders issued from time to time. 8.4 Seats left unfilled in an academic year, shall not be carried forward to the next or subsequent academic year. The cut-off date of admission to all Post Graduate Courses is 31 st October, PERSON WITH DISABILITY (PWD): As per Govt. letter No.MED-1006/CR- 72/06/Edu-2, dated 07/3/2006, three (3%) percent of the total available Post-graduate seats at Government / Corporation Medical Colleges are reserved for the Physically Handicapped candidates. 1) As per Postgraduate Medical Education Regulation 2000 and Amendment Notification No. MCI.18(1)/2008-Med./54470 Dated 25th March 2009 following is the criteria for reservation under Physically Handicapped Category 3% seats of the annual sanctioned intake capacity shall be filled up by candidates with locomotory disability of lower limbs between 50% to 70%. Provided that in case any seat in this 3% quota remains unfilled on account of unavailability of candidates with locomotory disability of lower limbs between 50% to 70% then any such unfilled seat in this 3% quota shall be filled up by persons with locomotory disability of lower limbs between 40% to 50% - before they are included in the annual sanctioned seats of State Quota. Provided further that this entire exercise shall be completed by each Medical/ institution as per the statutory time schedule for admissions and in no case any admission will be made in the Postgraduate course after 31st of October 2) The Candidate with a disability more than 70% will not be eligible for admission to Health Sciences (Post Graduate) Courses. No other disability shall be allowed as per the MCI regulations. However, such a candidate will be required to undergo medical examination by Medical Board constituted for this purpose by the district Civil Surgeon from the State of Maharashtra. The Medical Board after ascertaining his/her disability must be satisfied that the candidate is physically fit to undergo the course despite his/her disability. 3) Candidate is required to submit the proof of his/her disability by way of a certificate (issued in year 2017) in prescribed proforma from the authorities stated in rule no 2 of this brochure; at the time of verification of documents during Preference form filling process. Those who have obtained disability certificate for All India Quota PG admission 2017 from either: i) All India Institute of Physical Medicine and Rehabilitation, Mumbai OR ii) Preference Brochure Page 9 PGP/PGO/PGASLP/MSc (P&O) CET 2017
14 Vardhaman Mahavir Medical College & Safadarjang Hospital, Ansari Nagar, New Delhi OR iii) Institute of Post Graduate Medical & Research, Kolkata OR iv) Madras Medical College, Chennai institution, can produce the same disability certificate at the time of Preference Form Filling Process. 10. CONSTITUTION RESERVATION 10.1 Constitutional reservation in all the Government, Municipal Corporation and Government aided medical Institutions will be as per PGP/PGO/PGASLP/MSc (P&O)-CET 2017 Information Brochure - Annexure - B 10.2 Constitutional reservation in private professional educational institutions will be as per the Maharashtra Government Notification No. MED 2006/1196/CR-204/06/Edu-1 Dated the 24 th June, It directs that the seats to be reserved for the candidates belonging to the reserved category to the said courses shall be twenty five percent (25%) of the sanctioned intake as per PGP/PGO/PGASLP/MSc (P&O)-CET 2017 Information Brochure Annexure - B 10.3 Distribution seats in minority colleges will be as per guidelines of prescribed by Government from time to time. 11. FEES:- 1) The fees for Government and Municipal Corporation Medical Colleges, Mumbai is as below as per GR. No. AMC-1007/628/CR.148/07/Edu- 02 Mantralaya Dated 1st March, 2011 (subject to revision by the Govt. / appropriate authorities): Tuition fees Rs.26,700/- per year + (Development Fee 3,000) Admission fees Rs.1,500/- Gymkhana fees Rs. 500/- Hostel fees Rs. 4,000/- per year Library fees Rs. 2,000/- 2) The private institutions have communicated to the Competent Authority to make admissions at their institution as permitted by Pravesh Niyantran Samiti. The tuition fees and development fees of these private institutions are decided by Shikshan Shulka Samiti. (subject to revision by the Shikshan Shulka Samiti). For the tuition & development fee of private Medical Colleges refer to STATUS RETENTION: 12.1 In case if a candidate to whom a seat has been allotted in the preference form round(s) and who has joined the college accordingly, is satisfied with the allotment, such a candidate must submit a Status-Retention Form (Annexure-B) in the given format on or before prescribed date with the Dean of the College where such a seat has been allotted to such a Preference Brochure Page 10 PGP/PGO/PGASLP/MSc (P&O) CET 2017
15 candidate. The Dean of every Medical College to which admissions are so made in terms of these rules, may appoint an appropriate Officer to receive such Status Retention Forms. Upon receipt of such Status Retention Forms, an acknowledgement in writing shall be issued immediately to the concerned candidates to acknowledge the receipt of such a Status Retention Form within the prescribed time. It is mandatory for every such candidate submitting a Status Retention Form to insist for issuance of acknowledgement thereof and to preserve such acknowledgement till the present admission process is finally concluded. In absence of such an acknowledgement, the claim of submission of Status Retention Form within the prescribed time shall not be entertained. Candidate who has submitted status retention forms will not be eligible for personnel counseling round. It is hereby made clear that the period provided for submission of Status Retention Form is crucial and vital. This period shall not be extended for any reason whatsoever. Submission of the Status Retention Form is an irrevocable and irreversible act for the candidate submitting such Status Retention Form. It is made clear that under no circumstances whatsoever, a candidate will be allowed to submit a Status Retention Form after the aforesaid last date. Under any circumstances whatsoever, a candidate who has submitted a Status Retention Form shall not be allowed to withdraw the same either before or any time after the aforesaid last date. All the candidates therefore, are hereby called upon to carefully consider their case before submission of such a Status Retention Form. All such candidates to whom seat has been allotted in the earlier round and who have accordingly joined the college if do not submit the status retention form as set out herein will loose the seat so allotted and joined by them. All such candidates will have to compulsorily appear at the final personal counseling round and get an allotment made in their favour in accordance with their relative merit, choice and availability, failing which such candidates will not get any seat whatsoever Names of all the candidates who have submitted the Status Retention Form as above within the prescribed time and the seats occupied by them will be removed out of consideration for the remaining admission process. 16 12.3 If necessary, after completion of earlier round(s) of allotment of seats by way of Preference form, the Competent Authority may conduct personal Counseling round to fill vacant seats as deemed fit till 31st October FINAL ROUND BY PERSONAL COUNSELING: 13.1 The Competent Authority will issue notice of final round by Personal Counselling on DMER website indicating the schedule of selection process. There shall be a final round for allotment of seats remaining vacant after completion of the earlier rounds of allotment of seats by way of preference forms. This final round of allotment of seats shall be conducted by way of personal counseling instead of allotment on the basis of preference forms and there will be instant seat allocation. On account of allotment of seats in this final round of admission, no fresh vacancies consequent upon allotments made in this round will be created. This is principally because this final round of allotment is meant to fill up (as far as possible all) available vacant seats without creating a new or fresh vacant seat on account of such allotment. At this round, eligible candidates will appear personally (Proxy will not be permitted), seeking allotment of seats of their choice. The personal counseling for such allotment will be held strictly in the order of State Merit List (SML) number. Each candidate will be offered all seats that have remain vacant and are available for allotment as per merit and category, only at the time of his/her turn of counseling i.e. State Merit Position Before personal counseling round all available vacant seats (due to non-allotment/non-joining/resigning etc.) will be notified on the website. All the Candidates should carefully go through the vacant seats as notified on website and decide as to whether retain the allotted seat to him/her or to go for Final Personal Counseling round. (a) All PGP/PGO/PGASLP/MSc (P&O)-CET-2017 candidates who have not filled the online Preference Form. (b) All PGP/PGO/PGASLP/MSc (P&O)-CET-2017 candidates to whom a seat has been allotted in previous round(s) but have not joined. (c) Names of all the candidates to whom a seat has been allotted in the previous round(s) and who have joined the college accordingly and have further submitted Status Retention Forms by the aforesaid prescribed date will be removed out of consideration for the remaining admission process The aforesaid final rounds of admission shall be conducted by personal counseling. For the purpose of this round, following seats shall be considered as available for admission which will be displayed on the web site before the commencement of Personal Counseling round :- (a) All the seats that have remained vacant, if any, at the end of previous admission round(s) on account of non-allotment (b) All the seats that were allotted in the previous round(s) but were rendered vacant on account of the candidate to whom such seats were allotted either did not join or resigned or joined but did not fill in Status Retention Forms. (c) All such seats that may become additionally available on any account whatsoever, including but not limited to seats if any additionally recognized by MUHS, Nashik or made additionally available on account of any Order that may be passed by the Courts etc. 14. In the aforesaid final round of admission by personal counseling, preference forms submitted by all the eligible candidates will not be considered and the same shall be treated to have been cancelled. 18 words, this final personal counseling round shall not be conducted on the basis of choices given in preference forms submit ted by the candidates. 15. On account of allotment of seats in this final round of admission, no fresh vacancies consequent upon allotments made in this round will be created. This is principally because this final round of allotment is meant to fill in (as far as possible all) available vacant seats without creating a new or fresh vacant seat on account of such allotment. At this round, eligible candidates will appear personally, seeking allotment of seats of their choice. The personal counseling for such allotment will be held strictly in the order of State Merit List. Each candidate will be offered all seats that have remain vacant and are available for allotment only at the time of his/her turn of counseling i.e. State Merit List position. In this round, allotment shall be made on the basis of choice made on the spot by the candidate at the time of personal appearance counseling. All the candidates to whom the seats will be allotted in accordance with the choice and available seats at his/her merit position at the time of personal counseling, he/she will be required to join the concerned college and complete all necessary formalities (by submitting all original documents and paying prescribe fees) for taking admission accordingly within the prescribed time. Allotment of seat once made in this personal counseling round, shall not be changed and/or cancelled at any count whatsoever. Therefore, while giving the choice on the spot at the time of this personal counseling round, the candidates must consider the available seats thoroughly and opt for a seat which they must join once allotted. It is made hereby clear that in case such a candidate does not join the concerned College and/or fails to comply with the necessary formalities of the admission within the prescribed time, such a candidate shall not be eligible for appearing at next one succeeding PGM -CET conducted for grant of admissions to post-graduate courses in the State of Maharashtra i.e. PGM- CET 2017 and will have to pay Rs 1,00,000/- as penalty for lapse of post graduation medical seat. 16. He/she should deposit all relevant original certificates / documents in the concerned institution All selected candidates will have to submit DD/Pay order of 650/- drawn on any Nationalized/Scheduled Commercial Bank in favour of "NATIONAL INSURANCE COMPANY LIMITED, KOLHAPUR" Payable at Kolhapur for Amartya Shikshan Yojana as per GR.MED/100/880/CR-129/Edu-1, dated 13/10/2003 submitted to the concerned Institution. 17. CANCELLATION AND REFUND: 17.1 Candidate who has confirmed his/her admission may cancel it by submitting an application to the concerned Dean Candidate cancelling his/her admission on or before 12/10/2017 will be held eligible for subsequent PG entrance examination in Candidate canceling his/her admission after 12/10/2017 will not be eligible for subsequent PGP-CET / PGO-CET / PGASLP-CET/ M.Sc. (P&O)- CET 2018 Examination Refund of fees by the college after change of college / course or cancellation of admission. On or before 12/10/2017: Rs.1500/- to be deducted as administration charges and remaining tuition fee and deposit(s) to be refunded. After 12/10/2017:No refund of fees & deposit(s) If a candidate expires or becomes invalid within 3 months from the date of admission, full refund shall be made by the Dean after deducting Rupees One Thousand as administrative charges. The refund will only be made by the Dean after 3 months from the date of application for refund. No correspondence shall be entertained by Competent Authority/Dean in this matter during this period. 18. DISCIPLINE: 18.1 If any candidate / authorized representative or person accompanying is found obstructing the counseling and / or admission process, or trying to influence in unlawful manner/ creating nuisance, the candidate shall be liable for disqualification from the process of selection. The decision taken by the Competent Authority in this respect shall be final and binding The registration once granted is valid only if the teacher and the Dean are satisfied about regularity, good conduct as well as diligent pursuance of studies by the student. 20 18.3 Candidate selected and admitted is bound by disciplinary rules of University / Institution / State Government and local authority A candidate selected for M.P.Th./ M.O.Th./ M.A.S.L.P. / M Sc. (P & O) course will not be allowed to change subject / college / institute / place on mutual basis In case of dispute in the matter of allotment of seat / course / institution or any other matter pertaining to the provisional selection or cancellation of admission, the decision of the Competent Authority shall be final and binding. 19. UNDERTAKING AND PENALTY: Candidate selected for postgraduate course will be required to submit an undertaking for completion of course failing which he/she will be required to pay Rs.1,00,000/- for the default (i.e. non completion of course). However, this is not applicable to the candidates of PGP-CET-2017 / PGO-CET-2017 / PGASLP-CET / M Sc. (P&O)-CET 2017 resigning the course before prescribed date. 20. 21 SELECTION PROCESS 1. The collected data will be centrally processed for the selection of candidates for M.P.Th/M.O.Th/M.A.S.L.P/MSc (P&O) courses. 2. The selection will be done as per merit (SML No.), category and on the basis of Preferences (choices/options) given by candidates in Preference form. 3. The list of candidates selected for M.P.Th/ M.O.Th/ M.A.S.L.P/MSc (P&O) courses shall be displayed at the website of DMER i.e. and The selection list will be declared by 08 th September, As per the selection list the candidate should report to respective course and college on or before 15 th September, 2017 along with original documents and prescribed fees. Candidate will not be given separate selection letter. 5. If the candidate does not report by 15 th September, 2017 upto 5.30 p.m., then his / her selection automatically stands cancelled and he / she will not be considered for the subsequent selection process. 6. 42 ANNEXURE- "E" PERSON WITH DISABILITY (PWD) 1) As per Graduate Medical Education Regulation 1997 and Amendment Notification No. MCI-34(41)/2008-Med./ Dated 25 th March 2009, and MCI guidelines letter No.MCI-34(1)/2003-Med/11773, dated 14/7/2003 following is the criteria for reservation under Person with Disability Category. 3% seats of the annual sanctioned intake capacity shall be filled up by candidates with locomotory disability of lower limbs between 50% to 70%. Provided that in case any seat in this 3% quota remains unfilled on account of unavailability of candidates with locomotory disability of lower limbs between 50% to 70% then any such unfilled seat in this 3% quota shall be filled up by persons with locomotory disability of lower limbs between 40% to 50% - before they are included in the annual sanctioned seats for state quota candidates. Provided further that this entire exercise shall be completed by each medical college/institution as per the statutory time schedule for admissions and in no case any admission will be made in the Post graduate course after Cut off date 2) The Candidate with a disability more than 70% will not be eligible for admission to Health Sciences Courses. No other disability shall be allowed as per the MCI regulations. However, such a candidate will be required to undergo medical examination by a Special Medical Board constituted for this purpose by the Competent Authority. The Medical Board after ascertaining his/her disability must be satisfied that the candidate is physically fit to undergo the course despite his/her disability. 3) Candidate is required to submit the proof of his/her disability by way of a certificate (issued in the year 2013) in prescribed proforma from Civil Surgeon of a District Hospital/Medical Board/Medical Superintendent of a Government Medical College/Hospital in Maharashtra; or from the Director of All India Institute of Physical Medicine and Rehabilitation, Haji Ali, Mumbai; (as per Prescribed Proforma) at the time of verification of disability. Verification of the disability will be carried out by Special Medical Board constituted for this purpose by Competent Authority.
