4 Why did we form CPSC in 2007? DISPOSAL BANS WITHOUT MANAGEMENT PLANS! DTSC banned batteries, Hg lamps, sharps without any plan or funding to manage them Local governments were fed up they reached the first 50% but need producers and retailers to help reach zero waste

6 The News Is What It Is California s diversion rate dropped to 44% in calendar 2016 down from 50% in 2014 NOW WHAT DO WE DO? WE DOUBLE DOWN OF COURSE!

Supreme Court found local governments can implement EPR State Law to achieve 75% by 2020 Public surveys show support polluter pays
9 No Time for Despair, Perfect Storm for Producer Responsibility & Bold Policy! We cannot continue to push recycling rates past 50% without much more producer responsibility Organics, packaging, textiles, bulky items and green design of all products is the key to getting the second 50% Producers MUST PAY to care and drive greener design

12 We have to get to the source of product waste the producers! Product Stewardship: Voluntary and producers of products redesign for durability, reparability, reuse or recycling Extended Producer Responsibility (EPR): Mandatory

No other state has the capacity to drive change in product design to achieve source reduction than California 12% of US population! We are crazy like a fox, and we will and have created green jobs in recycling! A circular economy is possible and CA must lead!

17 According to the OECD EPR aims at reaching two goals: 1) Shifting the responsibility away from the municipality and general taxpayer towards the producer; 2) Provide incentives to producers to incorporate environmental considerations in the design of their products. The responsibility of the producer can be physical, financial and/ or informational. According to the OECD, internalization of external environmental costs is considered a fundamental aspect of environmental policy design
