1 January 21, 2015 ADDENDUM 2 TO: FROM: Vendors Vianka Apellaniz, Purchasing Director RE: INVITATION TO BID NUMBER ITB/FFS-14/15-36 ABANDONED GROVE REMOVAL PROJECT This addendum is to provide all potential bidders with answers to questions received in reference to Invitation to Bid Number ITB/FFS-14/ Deletions are struck through, and additions are highlighted. BID OPENING The bid opening will be at 2:00 p.m. on January 27, 2015 February 3, The location of the bid opening is the Florida Department of Agriculture and Consumer Services, Bureau of General Services, 407 S. Calhoun Street, Mayo Building, Room SB-8, Tallahassee, Florida SITE CLEAN UP The contractor shall remove all trash from the site daily. The Department's trash facilities shall not be used for the disposal of any products used in the completion of these services. All debris created by the contractor in conjunction with these services shall be hauled away and disposed of appropriately. The Department will not pay for hauling, dumping, tipping, trash, hazardous waste fees or other related waste fees. TECHNICAL SPECIFICATIONS Contract for each region shall be completed within ninety (90) calendar days of notice to start work. Contract for each region shall be completed by June 30, Contractor is responsible for payment for their travel expenses or any other costs not included in the bid price. Questions/Answers 1. Will you consider burning the removed citrus trees on site, or are they being mulched? On-site burning will not be possible as part of the bid contract. The trees must be chipped or mulched, and all citrus debris must be removed from site to an FDACS approved facility or biomass facility that is licensed as such by the state or local government.
2 ADDENDUM 2 January 21, 2015 Page 2 2. Specify the stump removal. Stumps must be cut or ground to the soil line. 3. Is there a minimum guaranteed net tree acres per region? No. There will be a minimum of approximately 1,000 net tree acres per region, but it is not guaranteed. 4. Define net citrus tree acre. Net citrus tree acre is defined as the actual area where citrus trees are planted. It does not include areas of the property where structures, staging or natural areas occur. 5. What is the order in which the abandoned grove parcels will be set up for removal? The order in which the abandoned grove parcels will be set up for citrus tree removal shall be jointly determined by the contractor and the Department and shall be based on logistical efficiency. 6. Are there any maps of the individual parcels available? Maps of individual parcels can be reviewed at the Division of Plant Industry office located at 3027 Lake Alfred Road, Winter Haven, Florida between the hours of 8:30 a.m. to 4:30 p.m., Monday through Friday. A list of abandoned groves individual parcel sites is attached (APPENDIX I). 7. Can you provide a list of the disposal facilities? See link below. asp NOTE: It is the contractor s responsibility to locate a licensed disposal facility that will accept the citrus tree debris removed. 8. Will you allow for partial payment or monthly payment? Page 14, INVOICING AND PAYMENT paragraph, has been amended to read as follows: Invoices will include the vendor name, address and F.E.I.D. number. No other charges or fees will be assessed nor shown on the invoice. Invoices must be submitted in triplicate, and in sufficient detail, to allow for a proper pre-audit and post-audit thereof, to the Department's project manager. Payment will be made based on the bid price and successfully delivered items. Invoices may be submitted monthly upon the completion of net tree acres removed. A receipt for disposal from a licensed state or local government disposal facility shall be included with each invoice submitted. Payment shall be made in accordance with Section , Florida Statutes, which states the contractor's rights and the state agency's responsibility concerning interest penalties and time limits for payment of invoices (ATTACHMENT B, NOTIFICATION OF VENDOR OMBUDSMAN'S NAME AND TELEPHONE NUMBER). 9. Is a certified cashier s check acceptable in lieu of a bid bond? Yes.

Would it be acceptable to use co-generation power facilities? Yes. 12. It is my understanding that additional maps will not be available prior to the bid opening. Could you provide each parcel s size and location in each region? If that is not possible, can you provide the typical or average size (acre) of each grove? Refer to question number 6 above. 13. Where should bids be submitted? Is the Department FDACS or Department of Plant Industry?
