4 U of O Policy Development Resulted from 10 years of tobacco control work that started with eliminating sales on campus Differed from the process that most campuses are currently embracing Followed President s announcement that UO will be tobacco free Was assigned to Implementation Team Had to be adopted into Oregon Revised Statutes President Lariviere s Announcement Great American Smokeout 2010 It s a great time to be a Duck and it s even better to be a tobacco free Duck. I m proud that we re the first in the PAC 10 to do this. I applaud Amelie and our students for their leadership, and I want to thank everyone who helped make this a reality. We re sending a powerful message today that when you come on this campus, you join a community committed to mind and body. You have now heard it from me: the University of Oregon will be tobacco free. 4

Ensure position of authority serves as chair and/or member of implementation committee Speak language of audience in marketing materials Inadequate signage = lower compliance Plan ahead for adequate enforcement Plan ahead for litter and hot spot problems (consider rolling this into educational campaign after policy takes effect) Pay attention to what other campuses already know (e.g. ashtrays on perimeter do not reduce litter issues) 13

14 Clark College Tobacco Policy Smoking or other tobacco usage is not permitted within the perimeter of Clark College property. This includes all College sidewalks, parking lots, landscaped areas, recreational areas, and buildings on Clark College property or exiting your vehicle. Improper disposal includes but is not limited to: Spitting smokeless tobacco product. Littering (i.e. discarded cigarette butts, throwing cigarette butts out of windows, leaving spit container). Anything that creates fire hazards. The following activities are also prohibited on college property and vehicles owned or operated by the College: The inhaling, exhaling, burning, or carrying of any lighted smoking material, including cigarettes, cigars, or pipes. The use of other tobacco products, such as smokeless or chewing tobacco. The use of e-cigarettes and any non-fda approved nicotine delivery devices. The sale of tobacco products or tobacco-related merchandise is prohibited on College property. The free distribution (sampling) of tobacco products and associated products is prohibited on College property. Sponsorship of campus events by tobacco-promoting organizations is prohibited. Advertisement of tobacco products at College events is prohibited regardless of sponsorship. Tobacco use on College property or improper disposal of smoking materials may result in disciplinary action or a $20.00 fine. 14

15 How We Got There : EHS Committee hears increasingly more complaints about tobacco smoke on campus. Attempts to remedy the issue unsuccessfully. May 2004: Campus survey conducted 68% of respondent non-smokers were concerned about secondhand smoke 35% of respondents wanted designated smoking areas 33% of respondents wanted a smoke-free campus Fall 2004: Subcommittee formed and drafted two policies (tobaccofree campus and designated smoking areas) Winter 2004: held campus forums to discuss proposed policies. 65% of attendees supported tobacco-free campus option. Subcommittee asks College Council to make policy recommendations, but council needs more data from students How We Got There Cont. April 2005: survey sent out to students Nearly 65% of students supported tobacco-free campus policy Spring 2005: College Council reviews survey findings and votes unanimously for a tobacco-free campus policy Summer 2005: Executive Cabinet reviews recommendations; votes unanimously for tobacco-free campus policy Fall 2006: Unions formally notified and asked for input Oct. Nov. 2006: Put before Board of Trustees; unanimously voted for tobacco-free campus policy April 2006: Campus is officially Tobacco-free. 15

18 An Ideal Smoking Cessation Program: Plans ahead: setting a quit date allows you to selfreflect and feel confident in a strategy, get a Rx Focuses on social support: encourages you to tell others Combines multiple elements: in-person support, NRT, Rx medications, buddy system, etc. Is proactive about the bad: losing some friends, potential weight gain, falling back into habits Is never too far away: reinforcement is in your pocket Freedom from Smoking Program Why it works: In-person, phone or online, so it fits your schedule and preferred learning method Touches on biological, psychological and social elements of addiction Proactively prepares you for bumps in the road Learn more at 18

19 Off-Campus Programs and Online Support Off-Campus Programs State Quitline: QUIT-NOW Check with your state s Tobacco Prevention & Control Program to learn about benefits Local Quit Support Programs Check with your state and/or local Tobacco Prevention & Control Program to learn if there are any local programs in operation. Online Support Free information on quitting, along with free support via chat room or phone! Free web-based cessation program where registered users can learn about the quit process, create a quit plan, track their progress, and interact with other registered users in their community forum Free self-help program designed specifically to help chewing and smokeless tobacco users quit for good. A Word on E-Cigarettes At ALA we do not support them as a proven quit method Still keeps you addicted to nicotine and reinforces the oral habit of smoking Need more research on what is in the vapor, more regulation and consistency among brands 19
