1 STAD STockholm prevents Alcohol and Drug problems (STockholm förebygger Alkohol- och Drogproblem) STAD- started in 1995, since 2005 (after a 10 year project period) a section within Centre for Dependency Disorder in Stockholm, Stockholm County Council (Beroendecentrum Stockholm, SLL) Background of STAD: weakening of the Swedish national alcohol policy: necessary to strengthen preventive measures on local level Activities within the alcohol and drug prevention field identifying, testing and evaluating promising alcohol and drug prevention methods. 2 Barriers to implementation Still, to much resources spent on prevention with small effects perhaps also easily implemented. Sustainability of programs also its organisation The results of prevention takes time difficult to raise resources: the benefits come gradually over time but the costs are immediate
3 STAD s RBS programme A systematic preventive work in order to reduce problems (violence) related to licensed premises by reducing alcohol service to intoxicated patrons and to under-aged: RBS training Efficient monitoring, enforcement, sanctions by licensing board and the police Co-operations with all the important actors municipality, the police, County Council, County Administrative Board, National Institute of Public Health, organisation for restaurant owners, the union for restaurant employees and specially selected owners of popular nightclubs Evaluated in Stockholm city with good results intervention area compared with control area.

5 Development of police reported violent crimes (related to restaurants) in intervention and control During the study period July 1998 July 2000 number of reported violent crimes (committed between PM AM) decreased by 29% in the intervention area, compared to the trends in the control area (Wallin, et al, 2003). Cost-benefit study: for each SEK invested almost 40 SEK have been saved (in terms of nonoccurring costs)

9 Gym against steroid use a new started community intervention project A community action project, based on the experiences from STADs work with licensed premises in Stockholm. Goals: to reduce the use of doping (steroids and growth hormone) among visitors to gym/fitness centres in Stockholm, to reduce availability of this drugs and that that people who are misusing this substances are detected and offered treatment. 10 Some of our experiences from more than 10 years of local work - barriers or opportunities Demand and supply: a combination of soft and tough measures Engage all important actors in community: work together Documentation, evaluations are necessary It takes time to develop local prevention Possible to limit availability on local level, e.g. on restaurants Support from local decision makers Necessary with a good structure of the work
11 Community intervention prevention interventions account for future planned actions Effective prevention requires action within several areas in the local community: multi-component approaches are needed In order to know if actions are effective we need: action research or prevention research difficult but possible: prevention workers and researchers work together, share the same point of view testing if it works, research initiated. Wants to bring together the best of two worlds: development work and research the one foot i practical work, the other in research - a delicate task. Community level system model
