1 ALCOHOL TAX FUND 2004 GRANT REVIEW RECOMMENDATION REPORT DRUG AND ALCOHOLISM COUNCIL OF JOHNSON COUNTY Participating Jurisdictions Include: Johnson County, Gardner, Leawood, Lenexa, Olathe, Overland Park and Shawnee The purpose of the grant review process conducted by the Drug and Alcoholism Council (DAC) is to direct local Alcohol Tax Funds (ATF) to priority alcohol and drug service programs that assist Johnson County residents. This report recommends allocations in the amount of $865,048, which does not include the city of Mission (long standing participant) contribution. As of the date of this publication, the city of Mission has yet to finalize its contribution amount. The city of Mission s contribution will be allocated separately and will not alter the recommendations or distribution chart as presented to each jurisdiction. The grant review process provides a structured and accountable system that allows organizations, through one annual application, access to funds from multiple jurisdictions. The Board of County Commissioners and city councils have ultimate authority and responsibility for determining which recommended organizations receive funds from their respective jurisdictions based on the recommendations in this report. Alcohol Tax Funds are received from a state tax on liquor sold by the drink. Part of the revenue generated by the tax is returned to the jurisdiction (city or county) in which it was collected, with the stipulation that a specified portion will be used for programs whose principal purpose is alcoholism and drug abuse prevention or treatment of persons who are alcoholics or drug abusers, or are in danger of becoming alcoholics or drug abusers (KSA 79-41a ). The Johnson County community as a whole benefits when substance abuse is prevented and/or effectively treated. It has been demonstrated through research that these activities significantly lower drug and alcohol use which in turn lowers healthcare costs, reduces crime, increases productivity in employment settings, and reduces child abuse and neglect, in addition to lowering the public costs associated with these activities. For this grant review process, twenty-five applicants requested a total of $1,140,227. After reviewing written applications and conducting agency meetings, the Grant Review Committee developed funding recommendations that were approved by the DAC on October 23, 2003 (for a complete list of Grant Review Committee members see Appendix A). The following recommendation report is organized in three sections: Treatment, School Prevention, and Community Intervention and Prevention. 3 ALCOHOL TAX FUNDS 2004 FUNDING RECOMMENDATIONS Treatment Applicants ASSOCIATED YOUTH SERVICES (AYS) Request: $64,718 Recommendation: No Funding AYS was not recommended to provide Level I and Level II outpatient substance abuse treatment services for adolescents. The committee believed the program was not fully developed (plan for referral from Johnson County court system, working collaborations, and ADSAP certified provider). Additionally, the need for additional Level I and Level II services for adolescents in this community was not sufficiently demonstrated. CYPRESS RECOVERY 2004 Request: $110,000 Recommendation: $95,000 Funding is recommended to support outpatient substance abuse treatment and relapse prevention services for men, women, and adolescents. The following services are offered on a sliding fee scale during the day, evening and weekends: Assessment, individual, family and group counseling, relapse prevention, and continuing care services. THE FARM, INC. Request: $50,000 Recommendation: No Funding The Farm was not recommended to provide in-home substance abuse services to families whose children are returning home from foster care placement or juvenile detention. The Farm currently has the contract with the Department of Social and Rehabilitative Services (SRS) to provide foster care in this region. This contract does not cover the costs of providing services to the biological family. The committee recognized this gap is service, however, the Farm could not clearly identify the number of families that had substance abuse issues and did not have a fully developed method for identifying them. Further, the program could not identify how many families may have been eligible for a subsidy for these services through either state (AAPS) or Medicaid funding sources. FRIENDS OF RECOVERY ASSOCIATION Request: $30,000 Recommendation: $15,000 Friends of Recovery (FORA) is recommended for $15,000 to provide case management, crisis intervention, mediation, and mentoring services to residents of Oxford Houses. Oxford Houses are autonomous, democratically run homes for men and women who are maintaining their sobriety. The reduction in funds is due to the organization s restructuring and decision not to fill a position locally, but rather fill it in another location in the state. Previous ATF funding was provided to support both the executive director and a social work position to provide support to local Oxford Houses ATF Recommendations Report 3

4 HEAD START OF SHAWNEE MISSION Request: $9,500 Recommendation: No Funding Head Start of Shawnee Mission is not recommended for funding for Project WOW, which was previously funded to support group therapy services for individuals who have a drug or alcohol problem, or who live with someone that has a drug or alcohol problem. Funding is not recommended because the population that is served by Head Start would have access to services through other funding sources, which had not been explored to support this program. Head Start would be eligible for reimbursement through these sources with the appropriate licensing and certification. JOHNSON COUNTY MENTAL HEALTH: ADOLESCENT CENTER FOR TREATMENT (ACT) Requested: $135,000 Recommendation: $135,000 Funding is recommended for Johnson County Mental Health s ACT program, the only residential youth substance abuse treatment program (intermediate) in the community (one of three in the state). Funding is also recommended to support the outpatient substance abuse treatment program (level one). The in-patient co-ed facility provides up to twenty youth with over 60 hours of scheduled therapeutic activities per week. Adolescents receive psychiatric and physical examinations, and participate in academic programming and recreational activities. The outpatient program provides assessment, weekly group counseling, and individual and family counseling as needed. Continuing care services are offered to youth completing either program. JOHNSON COUNTY MENTAL HEALTH: ADULT DETOX UNIT (ADU) Request: $244,000 Recommendation: $244,000 Funding is recommended to support the only adult social detoxification program in Johnson County. The 10-bed facility serves Johnson County residents and the surrounding area. Clients are assessed a daily fee based on ability to pay. The program is staffed 24 hours a day, seven days a week, with a minimum of two staff on duty at all times to admit, monitor, counsel, and facilitate referrals to treatment and support groups. This high level funding supports the unique public safety function this agency provides. SALVATION ARMY: SHIELD OF SERVICE (SOS) Request: $38,000 Recommendation: $38,000 Level funding is recommended to support a range of intermediate and reintegration treatment services for men. SOS s programs include a relapse prevention program developed specifically for chronic substance abusers who have participated in primary treatment two or more times, and need continuing care to help maintain sobriety. SUBSTANCE ABUSE CENTER OF EASTERN KANSAS (SACEK) Request: $30,000 Recommendation: $22,000 Funding is recommended to provide intermediate inpatient services for woman and their children, and outpatient treatment for women. This program provides approximately 70 hours 2004-ATF Recommendations Report 4

5 per week of structured activities geared to meet individual client needs, including 30 hours of scheduled individual, group and family counseling each week. School Prevention Applicants BLUE VALLEY SCHOOL DISTRICT Request: $16,640 Recommendation: $12,500 Funding is recommended to support the district s school and community prevention efforts that target teachers, parents, and students. Programs for parents include preparing for the drug free years, Parenting with Love and Logic, parenting fairs, and Baseline education program that examines attitudes and beliefs about alcohol and drugs. Training for teachers includes the Baseline education program, and Life Skills training. Programs for students include the Life Skills program, and character education program. DE SOTO SCHOOL DISTRICT Request: $17,400 Recommendation: $12,500 Level funding is recommended to support the district s alcohol and drug prevention programs and to support a part time school social work position. Programs include Teens-as-Teachers where high school students prepare and facilitate prevention programs for elementary and middle school students about tobacco, alcohol and drugs. For 2004, they will be adding character education to this program. Additional programs include: Tobacco Free Teens, Red Ribbon Week, community service projects, the great American smoke-out, and Cops On Drug Education for Juveniles (Code J). Prevention programs that encompass the whole family include parent training, and family fun program. GARDNER SCHOOL DISTRICT Request: $15,000 Recommendation: $15,000 Level funding is recommended to support the district s multiple alcohol and drug prevention strategies, including Project Essential, is a character education program which teaches students self-control and good decision making, and Project Graduation for graduating seniors. Funds are also used to support the Drug Free Schools Coordinator position. Other activities include drug prevention speakers and prevention-based curriculum for students. OLATHE SCHOOL DISTRICT Request: $24,954 Recommendation: $22,314 Level funding is recommended to support the district s youth resiliency initiative including student drug assessments, the junior high after school program, and the youth congress. The student drug assessments (new program) will be available to students that are in long-term suspension, or who have been expelled from school. The after school program, an existing program, is designed to help students reduce risk factors while building protective factors within the school and community. The youth congress (new program) is a student governed program 2004-ATF Recommendations Report 5

6 where secondary students discuss important issues pertaining to alcohol, drug and prevention issues and facilitate activities to address them. Funding was requested, but is not recommended for student drug use surveys, as there are other resources available in the community for this purpose. SHAWNEE MISSION SCHOOL DISTRICT Request: $93,000 Recommendation: $58,480 Level funding is recommended to support the district s alcohol and drug prevention programs. ATF funds were requested to support the: Intervention/Student Assistance programs, drug free clubs, and Project Essential. The Intervention/Student Assistance programs are offered at middle and high school levels, where teams of school personnel are trained to provide assistance to students whose problems have reached a point where behaviors are harmful. The drug free clubs are designed for elementary students and emphasize social orientation, intelligence/academics, community role, and bonding with positive pro-social adults and peers. Project Essential is a character education program that teaches students self-control and good decision making in elementary schools. SPRING HILL SCHOOL DISTRICT Request: $15,820 Recommendation: $15,820 Level funding is recommended to support the district s comprehensive alcohol and drug prevention programs offered at the elementary, middle, and high schools. Programs include DARE, Reach Out America (a mobile van that provides elementary and middle school students with alcohol and drug prevention curriculum for 7 th graders), natural helpers (trains students to be natural helpers for those in trouble or having problems), service learning, and individual and group counseling. Community Prevention and Intervention Applicants EL CENTRO, Inc. Request: $20,000 Recommendation: No Funding In 2003, El Centro, Inc. received a $5,000 grant to support the implementation of an after school drug prevention program for middle school youth in Shawnee Mission School District s English as a Second Language (ESL) program. The committee believed that the proposed program had merit and could be beneficial to the population proposed, however the committee did not believe the organization had accomplished sufficient planning to implement the project. Future requests would be considered based on the demonstrated outcomes of a pilot project and additional funding sources ATF Recommendations Report 6

7 HEART OF AMERICA FAMILY SERVICES (HAFS) Request: $15,000 Recommendation: $10,000 Funding is recommended for HAFS parenting, anger management, and mental health counseling programs. These programs serve as a gateway to initial substance abuse identification and intervention. ATF dollars support a sliding fee for individuals. Future funding will be dependent on a specific drug and alcohol component to the program including, outcomes demonstrating intervention with drug and alcohol issues. INTENSIVE FAMILY COUNSELING (IFC) Request: $26,400 Recommendation: $26,400 Funding is recommended for IFC s Functional Family Therapy, which is a nationally recognized short term family treatment model that has been applied successfully to a wide range of programs for youth and their families in various settings. Families participating in this program show significant and long-term reductions in rates of youth crime, drug and alcohol use, violence and diminished delinquent behaviors for youth. JOHNSON COUNTY LIBRARY Request: $5,000 Recommendation: $5,000 Level funding is recommended for the Johnson County Library s Changing Lives Through Literature program. This program is provided through a consortium of organizations including: Johnson County District Court, Johnson County Department of Corrections, Johnson County Community College and Backroads for Books. Changing Lives Through Literature is a series of bi-weekly, two hour literature workshops, each lasting 14 weeks for adults and juveniles convicted of criminal activity who have a history of alcohol or drug abuse. The district judge, as an alternative sentencing program, refers individuals. Participants led by a facilitator discuss literature that contains issues related to alcohol and drug abuse to help them gain an understanding of consequences and to generate alternative solutions to their problems. JOHNSON COUNTY MENTAL HEALTH REGIONAL PREVENTION CENTER (RPC) Request: $68,100 Recommendation: $68,100 Funding is recommended to support the RPC s programs that focus on preventing the incidence and prevalence of substance use/abuse and the correlated environmental factors. The program delivers a broad variety of alcohol, tobacco, and other drug prevention education and skill building services to youth, young adults and adults, at-risk families, and to organizations that provide services to elders. JOHNSON COUNTY TASK FORCE ON DRUG AND ALCOHOL ABUSE Request: $26,000 Recommendation: $18,000 Funding is recommended for this community-based program that provides youth with advocacy, mentoring, and opportunities to be involved in identifying and implementing opportunities for youth. Programs include: Community Service Supervision, Prom Night Promise, Juvenile Detention Center Visitation Team, Parent and Teen Conflict Resolution skills training ATF Recommendations Report 7

8 LIFESKILLS MANAGEMENT Request: $25,000 Recommendation: $17,000 Funding is recommended to support Project SAM (Suspension Alternative Monitoring) that was developed to serve school-suspended youth and their families by providing a communityintegrated program of supervision, drug and alcohol educational programs, schoolwork completion strategies and parenting skill training. Funding for this program was recommended to fill a gap in service in Johnson County as identified in the Juvenile Justice Comprehensive Strategic Plan. NATIONAL COUNCIL ON ALCOHOL AND DRUG DEPENDENCE (NCADD) Request: $4,000 Recommendation: $4,000 Level funding is recommended to expand NCADD s family education programs into Johnson County. NCADD s programs are designed to educate family members or other loved ones of an addicted person. Programs are designed specifically for adults (How to Cope), children ages 7-12 (CARE), and teens (CAN). Over the course of seven weeks, a trained facilitator works with participants to move their focus away from the addicted person and onto themselves while educating them about addiction and recovery. Johnson County families are currently being served by this program at locations outside the county. SAFEHOME Request: $8,000 Recommendation: $8,000 Level funding is recommended to support alcohol and drug assessments and referrals within Safehome s programs. Safehome provides shelter and support services to victims of domestic violence and their minor children. Approximately 95 percent of Safehome s consumers are affected by alcohol and drug abuse in their households. Through the drug and alcohol assessment and referral program, a full-time women s therapist assesses all new shelter residents for substance abuse issues as part of their initial assessment. Appropriate intervention of treatment, including detoxification, inpatient, or outpatient programs is recommended when needed. The therapist also helps women contact and select the program, and provides individual and group counseling. TLC for Children and Families (TLC) Request: $33,245 Recommendation: $22,934 Partial funding is recommended to support TLC s shelter based drug and alcohol program. TLC requested support for a full-time staff person to coordinate alcohol and drug programs for the youth participating in the Olathe School district s Project Hope program, which is a long-term suspension program for the Olathe school district. The staff person would also provide group intervention and education, for youth ages as well as a family education and intervention component and family activity night for parent(s), legal guardians, or other adult care givers. 10 APPENDIX B 2004 ALCOHOL TAX FUNDS FUNDING PRIORITIES Alcohol Tax Funds (ATF) are received from a state tax on liquor by the drink. Part of the revenue generated by the tax is returned to the jurisdiction (city or county) in which it was collected, with the stipulation that a specified portion be used for programs whose principal purpose is alcoholism and drug abuse prevention and education, alcohol and drug detoxification, intervention in alcohol and drug abuse or treatment of persons who are alcoholics or drug abusers or are in danger of becoming alcoholics or drug abusers KSA 79-41a04. The Drug and Alcoholism Council (DAC) allocation process provides a coordinated review and recommendation procedure which allows eligible programs to access ATF from the Board of County Commissioners and seven cities (Gardner, Leawood, Lenexa, Mission, Olathe, Overland Park, and Shawnee). The DAC provides funding recommendations to the participating jurisdictions. The Board of County Commissioners and cities have ultimate authority and responsibility for determining which recommended programs receive funds. Alcohol Tax Funds will be targeted to the following five areas: Programs that provide alcohol/drug prevention by increasing knowledge, changing attitudes, and developing healthy beliefs about substance use and abuse. Programs that provide alcohol/drug intervention by identifying individuals who are at highest risk for current or future substance abuse and, if appropriate, referring them for assessment and/or treatment. Programs that provide alcohol/drug treatment, reintegration or aftercare that are designed to have long-term effects on the individual s decisions about substance use. Programs that provide alcohol/drug detoxification to protect public safety and serve as a gateway to effective treatment. Programs that support the implementation of the Johnson County Juvenile Justice Comprehensive Strategic Plan in the areas of substance abuse prevention, intervention and treatment. Priority will be given to programs that employ the following strategies: 1. Collaborative efforts between agencies, schools or other entities. 2. Proven effectiveness by being built on research-based principles or modeled after a program that research has proven to be effective. 3. Activities, programs or services that take into account not only the individual, but also the individual s family and community. These may include, but are not limited to: Child care services at programs serving women Family treatment modalities 4. Activities that reach hard to serve or underserved populations. These may include, but are not limited to: Services that target various age groups such as youth or elders 2004-ATF Recommendations Report 10

11 Services that target culturally specific populations or communities (not exclusive to language issues) 5. Activities, programs or services are accessible, which may include (but not limited to): Convenient locations for individuals without adequate transportation Hours designed to accommodate working families Programs accessible to those with disabilities Outreach provided for hard to reach individuals 6.
