7 CONTEMPORARY ISSUES Substance Abuse : American Indians or Alaska Natives have The highest rate of substance dependence or abuse (among ages 12+) at 16.0%. The highest rate of current illicit drug use at 12.5%/ 12.1% respectively. Methamphetamine 2 nd most frequently mentioned drug among drugrelated treatment admissions.

8 CONTEMPORARY ISSUES Prescription Drug Abuse Diverted pharmaceuticals are a greater problem than methamphetamine in many communities. Complexity of Abuse Lack of Prescription Drug Monitoring Systems Federal Health Services: VA & IHS Use Lack of effective pain management practices Diversion occurs in/around clinics

9 OPIOID ADDICTION TRANSITION Prescription Opioids Oxycontin Hydrocodone Vicodin Methadone Suboxone Heroin (Opioid) Increasing availability and use in many Tribal communities. Factors: price, availability, PDMP & pain management practices.

11 CONTEMPORARY ISSUES Drug Trafficking in Indian Country Drugs are principally trafficked into Tribal communities. Mexican drug trafficking organizations target Tribal communities: Distribution hubs Jurisdiction and authority Issues Lack of resources Law enforcement Treatment Methamphetamine Incidents of Shake & Bake manufacturing.

12 CRIME RATE Substance abuse is increasing the crime rate. Crime is 2 ½ times the national crime rate in Indian Country. Law enforcement is staffed at 44% nationwide. 90% of law enforcement indicated they need drug enforcement or investigation training.

13 CHILD PROTECTION Child Protection Teams and Multi-Disciplinary Teams Established to collaborate with social services, prosecution, and law enforcement. Typically involved POST INCIDENTS involving child abuse or investigations. Rely on Teams approach and Champions Collaboration is inclusive to service providers.

15 DRUG ENDANGERED CHILDREN National DEC defines drug endangered children as children who are at risk of suffering physical or emotional harm as a result of illegal drug use, possession, manufacturing, cultivation, or distribution. They may also be children whose caretaker s substance misuse interferes with the caretaker s ability to parent and provide a safe and nurturing environment.

16 INDIAN COUNTRY DEC An Indian Country DEC definition could be defined as Children who are at risk of suffering physical or emotional harm as a result of any substance abuse, illegal or legal drug possession, manufacturing, cultivation, or distribution. They may also be children whose caretaker s substance misuse interferes with the caretaker s ability to parent and provide a safe and nurturing environment.
