3 The Big Picture: Public Safety and Public Health Drug related overdose death is increasing in the US. In 2016: 64,000 people in the US, 497 in NM, 45 in Santa Fe County, 27 in Las Cruces died of a drug overdose. Mass Incarceration: on any given day, this many people are incarcerated.. US: 2.3 million NM: 16,000 Santa Fe: (Sept 2017) 466 DOJ reports that 50% of people in Federal and state prisons are there for a drug related offense. Source: Prison Policy Initiative; NIH; NMDOH.

4 Background: Why LEAD? In Santa Fe, in : Property crimes were high, investigation revealed high association with drug use Drug related OD death and emergency department visits were high, Incarceration did not treat the problematic drug use; revolving door for many

8 LEAD: A Harm Reduction Approach to Service Engagement Changing behavior takes a long time, and is often a process This may mean relapse and returning to old behavior However, a harm reduction approach helps build trust between individuals & service providers through empathy & support

9 Operations and oversight of LEAD relies on the commitment from law enforcement agencies, public agencies, elected officials and community organizations to work together to implement this new approach to address problematic drug use and public safety. 10 What LEAD aims to do: Decriminalize and de-stigmatize opioid use disorder: divert those with an opioid use disorder to treatment and services instead of arrest & incarceration. Decrease opioid overdose ED visits and death: individuals with an opioid use disorder have assistance in navigating support services and treatment. Improve public safety: individuals with an opioid use disorder have supports that eliminates the need to commit crime in order to support their drug use.

11 What is the Impact? Seattle Criminal Recidivism: statistically significant reductions in arrests and felony charges for LEAD participants compared to control participants indicated positive effects of the LEAD program on recidivism. 58% less likely to be arrested after enrollment 39% lower odds of being charged with a felony Participants reported the program had helped them meet their basic needs, improve their lives, and rectify their relationships with and perceptions of law enforcement. Participants were significantly more likely to obtain housing, employment and legitimate income in any given month subsequent to their LEAD referral compared to the month prior to their referral.

12 Promising findings in Santa Fe YTD: 98 enrolled clients: 60% are female; mean age is 27 years old; 83% are Hispanic, 13% White, 3% Native American 64% have at least one child; 64% were homeless upon referral; 66% have a HS diploma. 98% are diagnosed with Substance Use Disorder + Mental Health Disorder 84% stated they have life goals Psycho-social Impact (Dec 2017): 98 enrolled clients 16 clients are maintaining permanent supportive housing 27 clients are on MAT (Suboxone or Methadone) 74 are engaged in other services including counseling/therapy 30 are employed; 1 is a student at SFCC Criminal Recidivism: (study 18 months into implementation) Engaged clients saw a 34% decrease in bookings in the 6 months after enrollment in LEAD compared to the 6 months prior to enrollment Cost Savings: Cost as usual vs. cost of LEAD: $14,000/individual/year vs. $3800/client/year (~1/3 of the cost) LEAD Program System as Usual Cost / Year for 100 People $380,000 $1,400,000

14 Updates on Planning LEAD Implementation in Las Cruces and Albuquerque Albuquerque Community meeting on November 15: residents, business owners, law enforcement, DA Planning partnership with McCune Foundation and local downtown business Next Steps Las Cruces: Drug related arrest data for one year: N=656 arrests (not including marijuana) 72% were related to methamphetamine, 27% were related to heroin, 9% were related to cocaine Community meeting on 12/15: Established a LEAD Steering Committee: LCPD, DA, LOPD, treatment providers, County HHSD Feb. invite housing and harm reduction professionals, CBOs and people with lived experience. Aims: Create an implementation and evaluation plan by April 2018 Funding Prospects: PWF; local foundations; local government
