1 REGIONAL COUNTERDRUG TRAINING ACADEMY Meridian Naval Air Station, Meridian, MS Co-sponsored by Atlanta-Carolinas HIDTA Free Training Synthetic Opioid/Fentanyl Processing A Certification in the Safe Seizure and Transport of Fentanyl and Other Dangerous Drugs When: September 26, :00-5:00 Where: GTCC Cameron Campus located at 7908 Leabourne Road Colfax, NC Register at Synthetic Opioid/Fentanyl Processing A Certification in the Safe Seizure and Transport of Fentanyl and Other Dangerous Drugs A note from the RCTA Director of Training: During the history of drug enforcement, there has never been such a dangerous threat potential for officers handling suspected drugs than there is in Tablets, liquids, capsules and powders may contain synthetic opioids such as fentanyl which are extremely deadly to officers. This course will teach the officer what to look for when encountering these substances and how to process them; from recognition of a potential

2 threat to delivery at the crime lab. Current protocols such as traditional evidence packaging and field testing can no longer be followed. This course will show officers new methods of evidence handling which make the job much safer. Successful completion of this course will certify the officer to safely handling these dangerous substances. COURSE MANAGEMENT PLAN FOR Synthetic Opioid/Fentanyl Processing A Certification in the Safe Seizure and Transport of Fentanyl and Other Dangerous Drugs TRAINING LOCATION: RCTA AND SELECTED EXPORT LOCATIONS Course Length: 1 Day (10 Hours) Number of Students: 60 maximum, NO OVERBOOK Designed For: This course is designed for the department/division designated officers/agents who will seize, process, and transport to a laboratory synthetic opioid such as fentanyl. Prerequisites: None Certification: Description: This course is POST certified in the states of Mississippi, Georgia, Tennessee, Texas, Missouri and accepted for certification in other states. This course is designed to combat the emerging synthetic opioid threat while focusing on the hazards associated with contact of these dangerous substances. This course will certify the student in the safe processing and transportation of synthetic opioids such as Fentanyl.

3 Objectives Covered: To Identify and Recognize: 1. Identify the most updated list of Synthetic Opioids, to include fentanyl and fentanyl analogs and their dangers; 2. Recognize opioid users and why they overdose on these dangerous drugs; 3. Recognize fentanyl tablets, capsules, powders and other forms of synthetic opioids. 4. Recognize synthetic opioid labs, including all paraphernalia; and, safely process all suspected drugs as evidence and safely dismantle all equipment. 5. Employ proper safety equipment and protocols needed to search, seize and properly submit for evidence of all synthetic opioids, while avoiding exposure to potential life threatening substances. 6. Recognize and safely confront subjects using synthetic opioid; 7. Recognize and respond to any law enforcement accidental or other exposure to synthetic opioids and properly deploy naloxone on another officer. 5 NIOSH Workplace Safety & Health Topics Fentanyl Fentanyl: Preventing Occupational Exposure to Emergency Responders Protecting Workers at Risk Emergency Responders and Law Enforcement Fentanyl and its analogs pose a potential hazard to law enforcement, public health workers, and first responders who could unknowingly come into contact with these drugs in their different forms. Police working dogs are also at risk of exposure. Possible exposure routes vary based on the source of the fentanyl. While dermal absorption of fentanyl commonly occurs through prescribed use of the drug, inhalation of powder is the most likely exposure route for illicitly-manufactured fentanyl. Inhalation exposure can quickly result in respiratory depression. Law enforcement personnel may come into contact with these drugs on the street during the course of law enforcement activities. The DEA recommends that officers do not field test drugs if fentanyl is suspected. The substance should be collected and sent to a laboratory for analysis. Exposure via inhalation or skin absorption can be deadly. First responders may also encounter violent behavior from the user when naloxone is used to reverse respiratory depression as it may put the user into withdrawal. NIOSH has conducted Health Hazard Evaluations (HHEs) involving law enforcement and emergency responder exposure to hazardous substances at crime scenes. Respiratory Protection While handling and processing fentanyl and its analogs, first responders, such as law enforcement personnel, emergency medical services (EMS), and fire fighters should wear either a NIOSHapproved: 1) half-mask filtering face piece respirator rated P100; 2) elastomeric half-mask airpurifying respirator with multi-purpose P100 cartridges; 3) elastomeric full face piece air-purifying respirator with multi-purpose P100 cartridges; or 4) a powered air-purifying respirator (PAPR) with high-efficiency particulate air (HEPA) filters. Both the filtering face piece respirator and the halfmask elastomeric air-purifying respirator should be worn with appropriate eye and face protection. Gloves

6 NIOSH recommends wearing nitrile gloves when handling fentanyl-related compounds. While the permeation rate of fentanyl through nitrile is unknown, nitrile generally shows low permeability to other hazardous drug compounds. While latex gloves may provide similar protection, NIOSH does not recommend the use of latex due to the potential for allergic reactions. Nitrile gloves should be purchased with a minimum thickness of 5 mil (0.127 mm). Although thicker gloves may offer better protection, thickness does not always indicate the level of protection and may interfere with dexterity. Powder-free nitrile gloves are recommended; powder particulates from the glove may absorb the narcotic compounds which may increase the potential for dermal contact/absorption during doffing and spread contaminants to unintended surfaces. Eye Protection If an elastomeric half mask respirator is used instead of a respirator with a full face piece, safety goggles/glasses should also be worn for ocular protection. 6

Mick Mollica is a 30 year veteran in law enforcement, serving 9 years as a police officer and 21 years as a Special Agent /Supervisor for the California Department of Justice, Bureau of Narcotics Enforcement. As a Special Agent/Supervisor, He worked numerous assignments and received awards for his work and investigations in heroin, cocaine and other drug undercover operations, marijuana eradication, asset forfeiture, clandestine labs, drug influence training and others. He has an Associate degree in Criminal Justice, Basic, Intermediate, Advanced and Supervisory certificates from California Peace Officers Standards and Training. Mr. Mollica is president and CEO of LEARN Associates Inc., a company that specializes in drug law enforcement training. He has a highly developed expertise in law enforcement training, having provided training and expertise to over 45,000 students throughout the United States, Central America, Soviet Union and Europe. He has testified as an expert in Federal and State courts in numerous jurisdictions including other states. He is a consultant and contractor for the Department of Defense, California Peace Officers Standards and Training, Bureau of Justice Assistance, Crime Prevention, COPS program and the National Criminal Justice Training Center- IASAP/Fox Valley Technical College, WI. He had been an adjunct professor and on staff for over 15 years at Sierra College, Ca. where he received, Professor of the year in He is a life time member and has sat on executive board of the California Narcotics Officers Association. He is considered to be and is utilized as an expert in narcotic investigations and substance abuse training. He is a U.S. Marine Corp. veteran, 7
