By MTR mission, the project had completed the procurement of Facilitating Partners (FPs) for implementing the roll-out to 14,990 new communities and 11,844 Repeater Block Grant (RBG) communities. In addition, NSP III had completed the roll-out to 3,844 communities, which were carried over from NSP I & II. This brought the total number of communities contracted to FPs to 30,678, which was about 11 percent above the original target of 27,720 communities. The project disbursements were reasonably high, with IDA grant of US$40 million being fully disbursed. By MTR, out of US$790 million (IDA=US40 million and ARTF=US$750 million), US$499.8 million had been disbursed. Page 1 of 9
2 By MTR, NSP III had 15,300 elected CDCs, of which 10,557 (about 69 percent) had received first block grants, while another 4,743 (about 31 percent) received the RBGs. About 4,538 new roll-out sub-projects had been completed (about 20 percent). None of the RBG sub-projects had been completed, primarily because the procurement of FPs was delayed. By MTR mission, at total of US$280 million and US$104 million had been disbursed to finance roll-out and RBG communities sub-projects respectively, bring the total sub-projects financing to US$384 million. Thus, assuming the original average block grant per community of US$33,500, approximately US$1.0 billion would be required to finance sub-projects in all 30,678 communities. A total of 57 and 37 FPs contracts for the roll-out and RBG worth about US$156 million and US$135 million respectively, were signed by MTR mission. This brought the cumulative number of communities mobilized by NSP since its inception to 38,561; sub-projects financed to 71,966; communities that have received the first block grant to 30,363, out of the 40,700 communities estimated to exist in Afghanistan. The cumulative committed block grants amounted to US$1,269 million. Out of this, NSP had disbursed about US$1,216 million to communities. Going forward, additional 16,500 CDCs are expected to be formed and receive their block grants to finance about 23,700 new sub-projects. Overall, it is estimated that over 35,700 sub-projects would be completed by end of NSP III. The Japanese Social Development Fund (JSDF) funded Cluster Community Development Councils (CCDCs) pilot had also progressed reasonably well. By MTR mission, all 67 CCDCs in six districts of Balkh, Bamyan and Nangarhar provinces had been mobilized. Elections were held and Cluster Community Development Plans (CCDPs) were prepared. Of the 105 approved sub-projects, 51 had been completed. Out of the pilot's total budget of US$9.25 million, about US$6.1 million had been disbursed as block grants to finance CCDC sub-projects. Significant progress had also been made in addressing transition and sustainability issues facing the program. MRRD/NSP management in collaboration with the Independent Directorate of Local Governance (IDLG) and other line ministries and government agencies took the transition and sustainability agenda forward. Building on the findings and recommendation of the Transition of CDCs into interim Village Councils (VCs), the Operations and Maintenance (O&M) implications of NSP funded rural infrastructure, and Independent Impact Evaluation of NSP II reports, a draft Government Policy for Improving Governance and Development in Districts and Villages (May 2013) was prepared. The draft Policy Paper would be presented for the Cabinet consideration in Fall In view of the above impressive achievements, and the fact that most of the actions agreed during the last Implementation Support Mission (ISM) have been satisfactorily implemented, the MTR mission rated both the project implementati on and progress towards achieving the project development objective (PDO) as Satisfactory. The main challenges against achieving the NSP III objective remain: (a) securing donor funding up to the closing date of September 2015; (b) ensuring timely payments of block grants to communities to enable Community Development Councils (CDCs) to complete their sup-projects before the closing date; and (c) expediting FPs' payments, so that they effectively facilitate subprojects implementation at CDCs level. Despite these challenges, the Bank still believes that this implementation momentum would be sustained to the end of NSP III. 8 Project Ln/Cr/Tf Status Currency Original Revised Cancelled Disbursed Undisbursed % Disbursed P IDA-H6030 Effective USD P TF Effective USD Disbursement Graph Key Decisions Regarding Implementation To maintain the satisfactory project implementation performance, MRRD/NSP management need pay attention to the following most critical agreed actions: (a) Simplification of Financial Management arrangements to enhance the flow of funds and expedite payments of block grants to CDCs and FPs invoices: (i) Simplifying MoF s allotment processes by: relaxing the requirement to provide provincial breakdown in Form B3; and reverting to bulk allotments for block grants and operations funds, rather than individual allotments; (ii) Paying FP invoices from the Operations Fund (OF) Float Account (FA) to expedite and synchronize block grants and FP payments in order to expedite project implementation; (iii) Converting the FAs from Segregated to Pooled Accounts to allow making payments of bilateral donors funded activities, provided that funds are received into FAs in advance; and (iv) Increasing the ceiling of the ARTF Block Grant (BG) and OF FAs to US$16.5 million to allow for FP payments to be made from OF FA, NSP III to repay a loan to the BG FA, NSP III to top up advance to be acquitted under IDA s BG and OF FAs, and cater for a general increased due to expanded project activities. (b) Simplification of procurement procedures for CDCs to allow for procurements under US$2,500 equivalent to be done using Direct Contracting (DC) and between US$2,500 and US$60,000 equivalent to be procured using the Shopping procedures. (c) Raising the prior review thresholds for procurement of Works to US$10 million, Goods to US$1million, Consulting Firms to US$500,000, and Individual Consultants to US $200,000, to reflect capacity and risk profile and expedite procurement. (d) Adding to the Results Framework the core sector indicators for the rural roads, rural water supply and sanitation, irrigation, micro-hydro Power (MHP), and education subprojects. Page 8 of 9
9 (e) Ensuring quality of the rural roads/transport and Rural Water Supply and Sanitation (WATSAN) sub-projects by operationalizing the Water Quality Laboratory, clearing future proposals for all large roads/bridges sub-projects with the National Rural Access Project (NRAP), using Geo-physical facilities of the Rural Water Supply and Irrigation Project (RuWASIP) for all deep wells sub-projects; and joint monitoring by NRAP and NSP engineers for all large roads/bridges projects.
