Background Law on Gender Equality was officially in effect since 2007, with Article 8th "implementation of statistics, information and reporting on gender equality National Strategy on Gender Equality , with 7 Areas, Signed by the Prime Minister in Dec 2010 with the objectives and specific targets Amended Statistical Law passed by Congress in November 2015 Recently National Plan of Action for Gender Equality has been approved by the Government Jan 2016 There are demands for gender statistics during development of national reports: CEDAW, Beijing, reviewing or even to lobby for the national policies/ programs/ (case of VAW study in 2010) 3 1. Background (cont.) The Set of National Statistics Indicators on Gender Development (SNSIGD) signed by the Prime Minister (2011), specifically assigned relevant agencies to collect and publish data The 52 core UN gender indicators (2013) The set of regional gender indicators (2015), SDGs, with specific Goals, targets, indicators, have been set at the global level (2015), (very ambitious and broad) Period : Vietnam was highly appreciated in implementing the National study on VAW (2010) and develop the SNSIGD-105 indicators in 2011 A demand for harmonization the national indicators with regional and international level (2011, 2013, 2015 and SDG if possible) 4 2

Objectives and desired impact NAP development NAP 1st version was drafted at the ESCAP workshop on Sep 2015 Follow up work in Vietnam: Introduce the content of ESCAP workshop in BK to GSO colleagues/ leaders Improve NAP documents Sharing with related ministries/ agencies, UN in Vietnam and other Donors Working with related ministries/agencies/donors for support Comments/ Feedbacks/ Concerns from MOLISA, MPI, MOF, UNWOMEN, UNFPA, WB, DFAT, ADB Working more detail on activities with related stake holders Prepare for the approval from Minister 6 3
4 2.2. National and international Linkages The Set of National Statistical Indicator on Gender Development (SNSIGD) signed by the Prime Minister (2011), clearly assigned relevant agencies to collect and disseminate data, UN indicators, regional indicators. In practice, data from many mentioned indicators in SNSIGD can not be collected, no regular publications/ database on gender statistics in Vietnam since 2011 The gap in these sets of indicators (national, regional and UN), the challenges in producing data for the SNSIGD Data produced at national level need to be harmonized with international standardization Recommendations from CEDAW committee 8 Recommendation No 19 (g): Systematically collect statistical data on all forms of violence against women disaggregated by forms of violence, age, disability, ethnicity, and relationship between victims and perpetrators, and on the number of complaints, prosecutions, convictions and sentences imposed on perpetrators, as well as on reparations provided to victims. Recommendation No 42. The Committee notes that the State party had developed the National Gender Development Statistical Indicators. However, it is concerned at the general lack of disaggregated data which are necessary for an accurate assessment of the situation of women and identification of discrimination, for informed and targeted policymaking, and for the systematic monitoring and evaluation of progress achieved towards the realization by women of substantive equality. Recommendation No 43. The Committee recommends that the State party enhance the collection, analysis and dissemination of comprehensive data, disaggregated by sex, age, disability, ethnicity, location and socioeconomic status, and the use of measurable indicators to assess trends in the situation of women and progress towards the realization by women of substantive equality in all areas covered by the Convention. 4
5 2.4 Rationale for NAP Decision No. 178 / QD-TTg dated 28/01/2016 of the Prime Minister, request GSO to review SNSIGD, this work also was mentioned in the National Action Plan on Gender Equality Sets of regional indicators, UN indicators, SDGs, the remaining gaps, facing challenges Commitments from VN government in Beijing Platform for Actions, National report for Beijing 20+: data gap and recommendation Recommendation from CEDAW committee to Vietnam report on July Overall Goal of the NAP By 2020, Gender Statistics in Vietnam to meet the information needs of the Communist Party and the State managing agencies and policy makers related to gender equality in the new period, the produced data serves for actions, national reports in Vietnam, ensure regional and international comparisons 10 5
6 2.5 Specific Goals of the NAP Political commitments and specific assignments of State agencies on the implementation of regional core set, gender indicators in SDGs, and National Gender National capacity building on gender statistics data collection, analysis, process and dissemination, Data gaps will be filled by researches and improvements and ready for data collections and dissemination Data collected for national gender statistics indicators system (including stipulated indicators in national, regional and international gender statistics indicators system and gender statistics in SDGs), Data warehouse on gender statistics developed in 2017 Closely cooperation in national reports implementation between GSO and related agencies (BJPA 25+, SDGs, CEDAW, NSGE...) Experience implementing the activity Slightly rename for NAP document to Action Plan and related procedures in GSO, and related ministries/ agencies Executing agency, implementing partners and actors/stakeholders involved (UNFPA-MOLISA working program.. 2 nd study on VAW/GBV, roadmap for national reports) Processes involved: we need the commitment from all related stake holders, inside and outside GSO (between depts. in GSO, related ministries, agencies), and national and international level (Gov. UN and donors) 2016 is the ending year of the UN program in VN(UN program ) (advantages and disadvantages for our plan) Timeframe: we need more time 3-5 years for the implementation 12 6
7 3. Experience implementing the activity (cont.) Total cost?? Regular budget for gender stats is important, it shows the Gov. commitments with gender stats. But we need to mobilize both from Gov and outsite Approved set of indicators Completed work or just starting point?? Coordinating, sharing and connecting all related stake holder (ADB Vietnam, DFAT (Australia).. share this NAP documents, related Gov, UN, donors) Outcomes and results achieved Shared the set of regional indicators and facing challenge (seminar,. 1 orientation workshop) Improved the NAP, now AP on gender statistics which more address on the national needs Further discussion with be made upon each Ministry/ UN/ Donor Once again: the important of coordinating and sharing, all related stake holder (ADB Vietnam, DFAT (Australia).. share this NAP documents to there head quarters in Manila and Australia (DFAT were informed by UNWOMEN..) related Gov, UN, donors were informed about NAP. 14 7

Future plans and sustainability Future plans Working on revising SNSIGD, harmornizing with other international set of indicators (propose the help from ESCAP in this activities) Specific and urgent request the support from ESCAP: Technical supports for review Set of National Statistical Indicators on Gender Development (SNSIGD) in (expert to work with national team? Related Training/workshop?) Act 1.3: Review Report on National gender statistics system, regional core set, related SDGs indicators with specific recommendation for data gap Act 1.4 Study, propose and finalize revised National Gender Statistics System integrated regional, international gender indicators, SDGs indicators 16 8

Sustainability Promote the use of data as evidence base at national level (base on what Gov already commit at international level BJPA, SDG, CEDAW ), National programs, strategies At international level, there should be urges for standardization / harmonization and also coordination in the use of indicators in the national reports on international commitments. The lesson of the development of BK 20+ report (52 indicators), the upcoming reports SDG to ensure the consistency of data when comparing countries It is important to localized international set of indicators and transform it to national needs on data 17 9
