20 FAMILY PLANNING 2020 In the two years since the 2012 London Summit on Family Planning, the FP2020 initiative has made important strides. 32 countries have made commitments to FP2020, including three new commitments in One half of all FP2020 commitment countries have formal, detailed plans to guide national family planning strategies All nine Ouagadougou Partnership countries have costed implementation plans One dozen FP2020 commitment countries hosted meetings or conferences on family planning in 2013 alone including countries that have never done so before
21 A CLOSER LOOK: BURKINA FASO Burkina Faso, through the leadership and advocacy of the first lady, pledges to take action in terms of policy, funding and programming. Implementing a strategic plan to secure reproductive health supplies ( ) with the support of the UNFPA s Global Programme to Enhance Reproductive Health Commodity Security (GPRHCS). The government has also increased its budget allocation for family planning, from US$0.9 million in 2008 to US$3 million in Source: UNFPA FP2020 : PARTNERSHIP IN PROGRESS
22 A CLOSER LOOK: DR CONGO DR Congo is committed to revitalizing family planning services by implementing and financially supporting the national strategic plan for family planning, reforming laws that pose barriers to planned births, and empowering women. In the 12 months since DR Congo s November 2013 announcement that it would triple the number of women with access to modern contraception, allocate millions of dollars to family planning and develop programs and policies to empower women and protect girls, the government has moved briskly on its commitments with the launch of the National Strategic Plan for Family Planning, unveiled in February The plan lays out the roadmap for the next six years, with detailed objectives, timetables and clear guidelines for budget allocations and policy provisions. 23 DONORS Disbursements of family planning funds have increased substantially over the past year and action is being accelerated towards the realization of FP2020 commitments. FP2020 : PARTNERSHIP IN PROGRESS
24 DONOR SPOTLIGHT BILL & MELINDA GATES FOUNDATION BLOOMBERG PHILANTHROPIES In 2013, the Bill & Melinda Gates Foundation invested US$133.6 million in family planning and is on track to provide US$148.9 million in support for The Foundation s annual budget is projected to be US$140 million per year from The Foundation recently completed a new family planning strategy in support of the global FP2020 goal and the long-term vision of accelerating universal access to modern contraceptives. It will focus its investments in: India, Nigeria, Indonesia, Pakistan, Ethiopia, and the DR Congo, as well as two Ouagadougou Partnership countries, Senegal and Niger. In March 2014, Bloomberg Philanthropies announced the full allocation of its US$50M commitment made at the London Summit and has since finalized and rolled out a three-pronged investment strategy. In addition to augmenting its support in Tanzania, Bloomberg Philanthropies is preparing to make investments in four more FP2020 focus countries, including Burkina Faso, Nicaragua, Senegal and Uganda. 25 CIVIL SOCIETY ORGANIZATIONS Civil society organizations have a substantial capacity to accelerate change in the family planning community. They are key players in advocacy and service provision and provide an invaluable voice in holding governments to account. FP2020 : PARTNERSHIP IN PROGRESS
26 ADVOCACY PHILIPPINES A 15-year campaign by civil society advocates and political leaders has finally paid off. The Responsible Parenthood and Reproductive Health Act was signed into law in December 2012, guaranteeing universal access to contraception, sex education and maternal care. UGANDA The long-awaited National Population Council bill was signed into law in June Advocates in Uganda have been working toward this result for more than a decade. INDONESIA Advocates worked with Advance Family Planning to develop an evidence-based approach to five district mayors. SIERRA LEONE Marie Stopes Sierra Leone (MSSL) led a successful effort to streamline the process for securing duty waivers on the import of contraceptive commodities. FP2020 : PARTNERSHIP IN PROGRESS
27 RAISING AWARENESS INDIA Population Foundation of India (PFI) has developed a multimedia edutainment serial called Main Kuch Bhi Kar Sakti Hoon (I, a woman, can achieve anything). BURKINA FASO Journalists are being enlisted to help raise awareness of family planning. The Press Caravan initiative is a joint project between UNFPA, the government and the media. NIGER The Hewlett Foundation is using commercial marketing techniques to raise awareness and create demand for family planning. FP2020 : PARTNERSHIP IN PROGRESS
28 REACHING OUT TO YOUTH AND INVESTING IN INNOVATION PAKISTAN The Rahnuma-Family Planning Association of Pakistan (Rahnuma- FPAP) has begun hosting tea parties where girls can talk about reproductive health with their peers, often for the first time. KENYA Deutsche Stiftung Weltbevoelkerung (DSW) is partnering with Bayer Health to bring information about reproductive health and rights to young adolescents aged 10 to 14 years. MOZAMBIQUE Pathfinder s mcenas! project uses text messages to educate young people (15 to 24 years old) about contraception. ZAMBIA The Hewlett Foundation is funding a human-centered design project to increase youth engagement with reproductive health services. Sayana Press is labeled for delivery by trained community health workers and is being rolled out for pilot projects in Burkina Faso, Niger, Senegal, and Uganda. FP2020 : PARTNERSHIP IN PROGRESS

31 Introduction & Background While financial resources from all sectors are needed to help fulfill family planning needs, donor governments provide a significant share of global funding for family planning services Kaiser Family Foundation initiated a family planning resource tracking project last year, adapting the methodology it has long used to monitor donor government spending on HIV Data for the project were first provided for 2012, establishing a baseline for monitoring commitments towards FP2020 This year s report is based on 2013 funding data, the most recent period available
32 Methodology Data represent 2013 disbursements 26 members of the OECD DAC that reported ODA in 2013 Direct data collection from ten donors: Australia, Canada, Denmark, France, Germany, Netherlands, Norway, Sweden, U.K., U.S. Data for all other OECD DAC member governments from: OECD CRS database (collectively, these donors account for less than 2% donor government bilateral assistance for FP) Bilateral Funding: Any earmarked (FP-designated) amount Data validated by ten donors from whom data was directly collected Multilateral Funding: Donor core contributions to the United Nations Population Fund (UNFPA) Not possible to identify a family planning specific amount
33 Findings - Bilateral Assistance Donor governments disbursed US$1,307.8 million for family planning activities in 2013, an increse of US$211.4 million (19%) above 2012 levels (US$1.1 billion) Seven donors (Canada, Denmark, Netherlands, Norway, Sweden, U.S., and U.K.) increased bilateral funding in 2013 (after exchange rate fluctuations are taken into account) while one (Australia) essentially remained flat. Two donor governments (France and Germany) decreased funding for family planning in 2013
34 Findings- Bilateral Assistance Most of the bilateral increase was driven by the U.S., followed by the U.K. and the Netherlands U.S. largest bilateral donor, accounting for almost half (45%) of total bilateral funding in 2013 U.K. second largest bilateral donor (23%), followed by the Netherlands (12%), Sweden (4%), and Canada (3%)

36 Findings- Multilateral Assistance Donor governments provided US$454 million in core contributions to the United Nations Population Fund (UNFPA), a US$22 million (5%) increase over 2012 (US$432.2 million) Among donors profiled, Norway provided the largest core contribution to UNFPA in 2013 (US$70.6 million), and drove most of the increase Sweden was the second largest donor (14%) followed by the Netherlands (12%), Denmark (9%), the U.K. (7%), and the U.S. (6%)
