Weston & Sampson 2 nd Quarter Safety Meeting Asbestos & CPR, First Aid, & AED Presented by: David Wright, CSHO

Asbestos Training 2 Hour Awareness Training Goals How does Asbestos affects the human body? 3. What measures can I take to minimize my exposure? 4. Where can Asbestos in facilities can be found? 5. What s in the O&M Manual? 6. What are the differences between a Major & Minor Fiber Release? 7. Quiz 2 3 2

Naturally occurring silicate minerals: long (roughly 1:20) aspect ratio, thin fibrous crystals. Mined in Canada, South Africa, & Russia 4 Asbestos Properties: Over 3,000 products contain Asbestos 5 6 3

10 11 What is the most important use of Asbestos? A. Insulation B. Noise Reduction C. Fireproofing D. Friction Products 12 5

The Types are: Serpentine Chrysotile* Amphibole Amosite* Crocidolite* * Most Common Types of Asbestos 13 Chrysolite (White Asbestos): Is in 95% of the Asbestos containing products in U.S. Best for Fire Resistant Materials 14 Amosite (Brown Asbestos) Not as common as Chrysotile Use primarily in insulation and pipe insulation 15 6

Crocidolite Least common of the three types Used primarily in Laboratory Counters 16 Regulatory Asbestos Types Friable: Asbestos that can be reduced to powder by normal hand pressure. Non-Friable: Can become Friable if damaged. 17 Why is Asbestos dangerous to people? 18 7

Dangers of Asbestos Can stay suspended for long periods of time Air current can move them from place to place 19 Dangers of Asbestos Size of the Fibers Cannot be seen by the human eye 200,000 put side by side is about 1 Many times smaller than a human hair Can easily get past the body s defense system 20 Dangers of Asbestos 21 8

Dangers of Asbestos 22 What are the body s defense? Mucus Grab larger particles 23 What are the body s defense? Cilia Sweep mucus back into the mouth to be expelled Cigarette smoke paralyzes the cilia 24 9

What are the body s defense? White Blood Cells Destroy disease-causing organisms Eat foreign particles such as dust & pollen 25 Asbestos Causing Diseases Asbestosis - body s ability to get oxygen is defeated. Healthy Lungs 26 Asbestos Causing Diseases Mesothelioma Is always FATAL Not well understood Spreads rapidly Is cancer of the chest cavity Latency of years 27 10

Asbestos Causing Diseases Mesothelioma Cancer caused by Asbestos: Mesothelioma Esophagus Stomach Colon/Rectum Pancreas 28 Asbestos Causing Diseases Lung Disease: Pleural Plaques Pleural Plaques: Scaring of the chest wall Pleural Thickening: more generalized condition of above. Pleural Effusion: liquid in the lungs 29 Dangers of Asbestos Majority of workers that develop Asbestos related diseases: Exposed to high levels of asbestos NO Personal Protective Equipment (PPE) As a Custodian or O/M Worker, you will NOT be exposed to high levels of Asbestos: Know your safe work practices, and PPE that will protect you

Asbestos Regulations National Emission Standard of Hazardous Air Pollutants (NESHAP) Asbestos Hazard Emergency Response Act (AHERA) Schools must inspect (Friable or Non-friable) State of the art guidelines Asbestos School Hazard Abatement Reauthorization (ASHARA) Amendment to AHERA Must be accredited (11/28/1992) OSHA Construction ( ) General Industry ( ) Shipyard ( ) DOT Hazardous Material Placarded Asbestos in Facilities Identify Asbestos in facility Marked on plans Condition of ACBM 32 Asbestos in Facilities ACBM Categories Undamaged 33 12

Asbestos in Facilities ACBM Categories Undamaged Damaged - <25% or 10% of area 34 Asbestos in Facilities ACBM Categories Undamaged Damaged - <25% or 10% of area Significantly Damaged - >25% or 10% of area (corrected immediately) 35 Asbestos in Facilities ACBM Categories Undamaged Damaged - <25% or 10% of area Significantly Damaged - >25% or 10% of area (corrected immediately) 36 13

Asbestos in Facilities Potentials of Disturbance: Vibration Air Erosion - can cause fibers to become dislodged Accessibility - can be reached by people or equipment 37 Emergency Response Plan Must be written for each type Friable or Non SOP for Major & Minor releases Protect the H&S of occupants Contain Emergency Contact list 38 O&M Program Operations & Maintenance Program Objectives: Clean & minimize fiber release Provide a written plan Defer permanent action 39 14

O&M Program The Management Plan Survey Docs Site Drawings Available for all employees Remain in effect until all ACBM are removed. Sampling Results Recommendations 40 O&M Program Elements O&M Program Elements: Notification Written notice Awareness Seminars Warning Labels 41 O&M Program Elements Surveillance: Periodic Inspections due every 6 months Recommended to be the same person conducting each inspection 42 15

O&M Program Elements Control Methods: Removal Engineering Controls: mini containment, wet method, permit system Repair: spackling compound or fiberglass wrapping - NOT duct tape Enclosure: drywall, must be air tight (tape/caulk), must be marked Encapsulation: bonding sealant, impact & fire resistant 43 O&M Program Elements Work Practices: Ensure proper work is completed Maintained in good condition Prevent release of fibers 44 O&M Program Elements Record Keeping: All work done including quantities Must be kept for 30 years Air sampling Medical Records Training Records States may have their own record keeping requirements 45 16

O&M Program Elements Worker Protection: PPE should always be worn Respirator Protective Clothing 46 O&M Program Elements Training: Awareness (2 Hours) O&M Categories (16 Hours) Asbestos Worker (3-5 Days) 47 O&M Program Elements 48 17

O&M Program Elements Re-Inspection: Must be done at least once every 3 years Good communication & cooperation is essential to keep everyone safe 49 Fiber Release Episode Major: Greater than 3 linear or square feet of ACM Of GREAT concern Only handled by accredited contractors Inform APM, shut down a/c, put up signs 50 Fiber Release Episode Minor: Less than 3 feet 16 hours of training needed to hand this type Wear PPE Get equipment Containerize all waste 51 18

Fiber Release Episode Minor: Less than 3 feet 16 hours of training needed to hand this type Wear PPE Get equipment Containerize all waste 52 5 EPA Facts 1. Asbestos is hazardous, but risk depends on exposure & concentration 2. Avg. Level of asbestos is very low 3. Removal is not always the best option 4. Removal is only required if exposure during demolition or remodeling 5. Proactive programs are required if asbestos is present 53 ` Communication (is key) and stay: S tay Alert A lways wear your PPE F amiliarize yourself with the plans E veryone needs to be protected (a/c, barriers, wet) 54 19
