2 1 Department of Commerce I nfra-i Section ***** Minutes of the meeting of the Inter Ministerial Committee (IMC) for consideration of proposals for setting up of ICDs/CFSs held under the Chairmanship of Shri Madhusudan Prasad, Additional Secretary (Infrastructure), Department of Commerce on Inter Ministerial Committee (IMC) met on in Udyog Bhavan, New Delhi with Shri Madhusudan Prasad, Additional Secretary, Department of Commerce in Chair, for consideration of proposals for setting up of Inland Container Depots(ICDs)/Container Freight Stations(CFSs) in India. Rama Pratap, Section Officer, Infra-I Section. I. RATIFICATION OF MINUTES OF THE IMC MEETING HELD ON 13.03,2014 IMC ratified the minutes of IMC Meeting held on II. DEFERRED PROPOSALS OF THE LAST IMC MEETING HELD ON 27,02,2014 1, Setting up of a rail-linked ICD at Sahnewal, District Ludhiana, Punjab by Innovative B2B Logistics Solutions Ltd, (F, No. 16/21/2013-lnfra 1) IMC approved the proposal. Formal LOI to be issued. 2, Setting up a CFS at Village Koproli, Uran Taluka, Dist. Raigad, Maharashtra by Nhava Sheva Logistics Pvt, Ltd, (F, No, 16/24/2013-lnfra 1). Deferred. IMC suggested that Ministry of Shipping may arrange for a meeting between the Chairman JNPT and representatives of the company, wherein the issues related to traffic congestion at JNPT, over capacity of CFS at JNPT etc could be discussed. 3, Problems at JNPT while commissioning new CFS projects in and around JNPT (F.No.16/B/2013-lnfra-l) The issues were discussed.

3 2 4. Setting up a rail-linked ICD at Village Jattipur, near Samalkha, Panipat by MIs. Continental Warehousing Corporation (Nhava Seva) Ltd. (F.No.16/30/2013-lnfra 1) CBEC submitted that the necessa ry clearances from their field formation had been received and we ~e under process. IMC approved the proposal subject to CBEC's concurrence. Lol will be issued upon receipt of CBEC recommendation. 5. Setting up a Container Freight Stations (CFS) at Mumbai Goa, Highway, Panvel by Take Care Logistics Park (India) Pvt. Ltd. (F.No.16/33/2013:lnfra 1) Deferred. IMC suggested that Ministry of Shipping may arrange for a meeting between the Chairman JNPT and representatives of the company, wherein the issues related to traffic congestion at JNPT, over capacity of CFS at JNPT etc could be discussed. 6. Setting up a Container Freight Stations (CFS) at Sadayankuppam, Village No. 44, Madhavaram Taluk, Tiruvottiyur Municipality, Thiruvallur District by KCP Limited (CFS Division), Chennai) (F.No. 16/34/2013-lnfra-l) Deferred. Ministry of Shipping to expedite their comments. III. EXTENTION OF LOI CASES 7. Extension of LOI (1 st ) for setting up of ICD at Village Ibrahimpur, Khurja, dist. Bulandhshar (U P) by MIs Arshiya Industrial & Distribution Hub Ltd, Chennai (16/11/2012-lnfra-I). IMC approved the extension of Lol upto CBEC to issue notification under Section 7 in one month's time. B. Extension of LOI (1 st ) for setting up of an ICD at Attible, Anekal Taluk, Banglore by MIs Parlecha Infrastructure and Developers (16/04/2011-lnfra I). IMC approved the extension of Lol upto Extension of LOI (2 nd ) for setting up of CFS at Visakhapatnam by MIs Sravan Shipping Services Pvt. Ltd (16/32/2011-lnfra-I). IMC approved the extension of Lol upto

4 10. Extension of LOI (5 th ) for setting up of CFS at Dighode Village, Near IN Port Navi Mumbai, distt. Raigad, Maharashtra by SKIL Infrastructure Ltd. (F.No.16/06/2007-Infra-I). 3 IMC approved the extension of Lol upto The proposal for change of name from Mis Fastlane Distriparks and Logistics Ltd to MIs SKIL has also been approved. 11. Extension of Lol (Jrd) of Mis Pearl Ports & Warehousing Pvt. Ltd. for setting up an ICD at Hosur in Krishnagiri District, Tamil Nadu (F.No.16/05/2011 Infra-I) IMC approved the extension of Lol upto CBEC to issue notification under Section 7 (aa) in one month's time. 12. Extension of Lol - Mis KRIBHCO Infrastructure Limited for setting up of ICD at Hindaun City (Rajasthan) (F.No.16/12/2012-lnfra-l) CBEC to issue notification under Section 7 (aa) and to apprise the action taken in the SpeciallMC meeting to be held on IV. NEW PROPOSALS 13. Setting up of CFS at Bhingar Village, Panvel Tk, Dist. Raigad, Navi Mumbai by Mis Saastha Warehousing Limited (No.16/28/2013-lnfra-l) Deferred. Ministry of Shipping to expedite their comments. V. PENDING NOTIFICATIONS CASES DISCUSSED IN THE IMC MEETING HELD ON TO BE TAKEN UP WITH CBEC. 14. Pending notification under Section 45 of Customs Act, 1962, in respect of project of Mis Sanjvik Terminals Pvt. Ltd. for setting up of ICD at G.C. Bawal, District Rewari, Haryana (F.No.16/21/2008-lnfra-1 ) CBEC has stated that the notification under Section 45 has been issued. A copy of the notification is to be endorsed to Department of Commerce. 15. Pending notifications under section 8 and 45 of Custom Act 1962, in respect of project of Central Warehousing Corporation (CWC) LOI for setting up of ICD at Kannur, Kerala (F.No.16/10/2010-lnfra-l) CBEC to seek the requisite report from the Jurisdictional Commissioner at the earliest for issue of notification under Sections 8 and 45 and to apprise the action taken in the SpeciallMC meeting to be held on

5 4 16. Pending notification under section 45 of Custom Act 1962 and extension of LOI (2nd) for setting up of CFSat Vaikadu Village, Chennai (F.No. 16/01/2011-lnfra-I). IMC approved the extension of Lol upto CBEC to expedite the issue of notification under Section 45 and to apprise the action taken in the Special IMC meeting to be held on Pending notification under section 45 of Customs Act 1962 in respect of project of MIs. Boxtrans Logistics (India) Pvt. Ltd. for setting up the Rail linked ICD at Village Panchi Gujaran, adjoining to Bodhwal Majri Railway Station, District Sonepat, Haryana (F. No. 16/40/2011-lnfra 1) CBEC to expedite the issue of notification under Section 45 and to apprise the action taken in the SpeciallMC meeting to be held on Pending notification under Section 45 of Customs Act 1962 and extension of LOI (8 th ) of MIs. Calyx Container Terminal Pvt. Ltd. for setting up a CFS at Puzhal Village, Thiruvallur, Chennai (F. No. 16/12/2009-lnfra-I). IMC approved the extension of Lol upto Pending notification under Section 7 (aa) of Customs Act 1962 and extension of LOI (1st) of MIs KRIBHCO Infrastructure Limited for setting up of ICD at Modinagar (U.P.) (F. No. 16/18/2010-lnfra-l) IMC approved the extension of Lol upto Notification under 7 (aa) pending. The case to be taken up in the Special IMC meeting to be held on VI. OTHER PROPOSALS 20. Letter No. 090/Rep/2014, dated received from Nag-Vidharbha Chamber of Commerce addressed to Shri Anand Sharma, Hon'ble Minister of Commerce, Industry and Textiles (F.,No. 3/19/2014-lnfra-I). The matter was discussed. Proposal, if any, submitted in this regard can be taken up for consideration by the IMC. VII. SUPPLEMENTARY AGENDA ITEM 21. Extension of LOI (1st) of MIs. Periyar Chemicals Ltd. Kalamassery, Kochi (F. No. 16/26/2011-lnfra 1) for setting up a CFS at IMC approved the extension of Lol for 9 months upto

Setting up a Container Freight Station/CY at Kakinada near Kakinada Deep Water Port, East Godavari District, Andhra Pradesh by Innovative Container Services Pvt Ltd (F.No.16/5/2014-lnfra-l) Deferred. Comments awaited from CBEC, Ministry of Shipping and Ministry of Railways. 2. Chairman of the IMC has decided that the following 05 (five) cases against which notifications under Sections 8, 7 (aa) and 45 are pending by CBEC would be taken up for discussion in the SpeciallMC meeting to be held on : a. Central Warehousing Corporation (CWC) for setting up of ICD at Kannur, Kerala - Notification pending against Sections 8 & 45 b. MIs KRIBHCO Infrastructure Limited for setting up of ICD at Hindaun City (Rajasthan) - Notification pending under Section 7(aa) c. MIs KRIBHCO Infrastructure Limited for setting up of ICD at Modinagar (U.P.) Notification pending under Section 7 (aa) d. MIs. Boxtrans Logistics (India) Pvt.
