CRPs are persons, who came out of poverty, vulnerability and act as role models for individuals, SHGs to practice best practices. CRPs can communicate effectively by presenting their own experiences and experiments, which helps in enabling other individuals to form into SHGs, trust worthy. CRPs services are economical, their outreach is large in a short span of time and they take forward the task of Communitization. Presently, CRPs are providing excellent services in formation of SHGs, imparting training to group members. The CRPs are actively involved in social inclusion agenda, helps in facilitation, formation of women SHGs, People-with Disabilities (PwD) SHGs and Elderly Self Help Groups (ESHGs) across the country. CRPs are persons, who came out of poverty, vulnerability and act as role models for individuals, SHGs to practice best practices. CRPs can communicate effectively by presenting their own experiences and experiments, which helps in enabling other individuals to form into SHGs, trust worthy. CRPs services are economical, their outreach is large in a short span of time and they take forward the task of Communitization. Presently, CRPs are providing excellent services in formation of SHGs, imparting training to group members. The CRPs are actively involved in social inclusion agenda, helps in facilitation, formation of women SHGs, People-with Disabilities (PwD) SHGs and Elderly Self Help Groups (ESHGs) across the country. Across the country women SHGs, PwD SHGs and Elderly ESHGs formation has been taken forward by CRPs along with imparting training of trainers and providing facilitation support. CRPs are not only involved in SHGs formation but also in providing services across various fields such as book keeping, financial inclusion, Village Organizations (VO) formation and registration, organic farming, marketing, health and nutrition, gender, Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Food Nutrition Health Sanitation Water (FNHSW) and audit etc. The evolution of CRPs dates back to decades of experience gain through SHG management. The CRP strategy proved as more effective method in scaling up at is and communitization of processes. The rationale for CRP strategy is: To build self-managed and self-reliant SHGs and its federations where group members take decisions collectively and implement them to come-out of poverty and vulnerability To create large number of trained persons in groups formation and management. To build capacities of self help group members by cost effective manner by experimental learning approach through community to community by cross learning way To build awareness of members to solve problems of the members and access rights and entitlements through SHGs and its federations To effectively reach out to poor in depth across the country CRPs selection is key task in social inclusion agenda. CRPs should have come out of poverty, communication skills, subject knowledge, understanding about SHG concept and management, willingness to move to distant places and staying for longer duration in the villages and having a good track record of practicing best practices of SHGs etc. Given are the following criteria for identification and selection of CRPs: Must belong to poor or vulnerable household. Should be part of one of the A grade self help group. Should have basic articulation and communication skills to work with individuals and in teams. Have experience of conducting and participating in close to 90% of group meetings in a year. How to Nurture Community Resource Persons ( 2 )
3 Should have inter-lending and regular loan repayment experience. Should not be a loan defaulter. Should be volunteering to provide their services for development of poor elders. Should have received basic self help group training. Should practice best practices of SHG (Pancha Sutra) Should be willing to travel and stay away from family for extended period of time and they should able to adopt any conditions. Should have acquired knowledge and experience in self help group management norms, Micro Credit Plan (MCP), Sub-committee work, village organization process etc. Should have knowledge and skills in presenting case studies, stories and singing songs and also minimum reading and writing skills The above mentioned criteria are for CRPs, who are involved in SHGs formation, imparting training, and other CRPs are selected, based on their experience and knowledge in respective themes. Each CRP team consists of three members, who have skills in the area of communication, knowledge and commendable experience in SHG management as members and leaders and one book keeper, who can impart training on book keeping and auditing. CRPs have specific procedure, with regard to dos and don ts as given below: Do s for CRPs Overnight stay in the village. Seek information on socio-economic-political scenario about the village. Collect information and know about poor women / people with different abilities/ elders problems in the village. Have knowledge about various Government Schemes for poor women / persons with different abilities / elders. Behave with concern towards vulnerable people Familiarize with the region language (dialect). Work with service motto. Should be a team player and successful individual. Respect poor women / persons with different abilities / elders. Keep up on correct attitude and positive behaviour. Dont s for CRPs Not to make any kind of promises. Do not display authority. Not to work only for financial benefits Not to reflect, as if we know everything. Not to use members for personal needs. No to politics and political biases. Not to talk ill or bad about team members. Not to have bad habits i.e., drinking alcohol, smoking, playing cards, abusive language. Not to leave village during protocol period. Not to demand for preparation of food. How to Nurture Community Resource Persons ( 3 )
4 Activities of CRPs: CRPs have to do the following key activities... Identification of women / Differently Abled Persons (DAPS)/ elders in the village. Mobilization of them in the village. Formation of SHGs / PwD SHGs/ ESHGs Imparting training to members of SHGs / PwD SHGs/ ESHGs. Role of CRPs: Pre, During and Post CRP Round The CRP strategy is implemented in three key phases i.e Pre, during and post CRP rounds Pre CRP round: Prepare CRP teams. Each CRP team comprises of four members, including one Book Keeper. Impart one month training to CRP team members. CRPs to be ready with SHG books and tool kit (module, case studies, stories, songs, flip charts etc.) To ensure, dispatch of books to respective villages Plan for CRPs accommodation in the village. Discuss with village panchayat personnel for CRPs stay and food arrangement. Collect secondary data about village from Block Development Office (BDO) or Madal Parishat Development Office (MPDO) CRPs to be provided with: Mobile stoves, rugs (in cold climate/ region), flip charts, song, token advance, ID card, brief note about the village, pensioners list, women / people with different abilities and elders list and action plan for one month. Master CRPs have to impart training to internal CRPs as for the following schedules. Impart training to CRPs in 10 Days to two months period on following topics Poverty and vulnerability Problems of women, persons with different abilities and elders Need of self help groups Self help group management Pancha Sutra + Two (Regular meetings, savings, internal lending, repayment and book keeping + solidarity and collective enterprises Norms & leaders and members responsibilities Self help groups grading, auditing and Micro Credit Plan (MCP) Need self help groups federation and management Convergence Participatory Training Method (PTM) CRP Rounds: CRPs Roles and Responsibilities, CRPs works at various stages such as pre, during post CRP, CRPs Kit, CRP 30 Days Protocol in a village, 50 Days Training Plan for CRPs Language skills (Particularly to CRPs those who go to other states for CRP work) How to Nurture Community Resource Persons ( 4 )

Introduce yourself to the village head. Do transect walk in the village. Meet/visit Organizations/Institutions/Important and potential persons/leaders, old SHGs members (If SHGs are already existing in the village) and other key person in the village. Initiate the process of identification of proactive women / persons with disabilities / elders in the village with the help in CRP work Invite/Request and call all the active people to come common place next day i.e. day 2. * Team should plan to form self help groups in 10 to 15 days. Villages where more groups can be formed must be given more number of days or the task shall we given to the trained and proactive women, differently abled persons (DAP) and elders in that village to complete the task. **Team should have a CRP kit with them. *** People to be Met- Anganwadi Worker, ASHA worker, Local Retired Teacher, Post Master, PDS Dealer, MGNREGS field assistant (FA), representative of women federation, Sakshara Bharat Activist, Youth Organizations Leaders, CBO Leaders if any etc. Attach a project person (grassroots worker) during the entire duration of CRP protocol. Visit block / mandal level staff in a span of four days. How to Nurture Community Resource Persons ( 5 )
6 Time Line CRP Protocol Activities Day 2 Introduce the purpose of CRP team reaching to the village Discuss with the existing SHGs members and proactive women / persons with different abilities / elders on vulnerable persons issues and involve them in vulnerable persons identification. Discuss the next eight to 13 days plan Refine the plan for next eight to 13 days with SHG leaders and proactive persons Request SHG leaders and proactive persons to help the CRP team and be with the team for next eight days Demonstrate through videos, songs, Kalajatha, stories or any other suitable medium Identify proactive women / differently abled persons / elders in the village Understand the village and list down the poor, vulnerable households Day 3 to 5 Day 6 to 9 Day 10 to 12 Based on the need divide the team into two and each team should visit streets/wards Visit every house in the streets to identify the women / persons with different abilities / elders and invite them to a common place in the street. Have a discussion on their problems such as nature and extent of poverty, credit accessibility, children education, child labour, health, nutrition food and other social problems and motivate on the need of self help groups for vulnerable people Visit the same houses again to prepare individual profile Inform all the identified and profiled persons to gather at one common place in the same street and mention an appropriate time, place Prepare report on existing SHGs problems Mobilize women / differently abled persons/ elders at early to the venue decided. Facilitate the SHG formation, name the group, identify leaders, and passing of group s resolution. Identify defunct groups and conduct meetings with the group members and note the gaps in their governance Training Train all the members, leaders and book keepers of newly formed SHGs Divide four members CRP team into two teams (Three general CRPs and one book keeping CRP) Book keeper CRP shall train all the book keepers per period of 4 days on primary books of records Other two members CRP team will train rest of the members and leaders of self help groups Book keeper also will be also trained on basic group concept and norms Training to group members & leaders on self help group concept & Panchasutra + Two group members & leaders on roles and responsibilities & norms Concept: What and why Pancha Sutra + Two: Meetings, savings, internal lending, repayment, book-keeping, solidarity and collective enterprises On group norms, SHGs services, participation and cooperation, decision making, problems solving, leaders roles and responsibilities Note:** during training use songs and jokes, games, stories and videos to keep the interest of elders at the same time activities and items of entertainment must pass knowledge and vital information about women / persons with different abilities / elders issues, need of self help groups *Trainings will happen from morning to evening *Home work must be given every day s session and share learning of the day Book keepers training for four days Concept and need for book keeping, roles and responsibilities of Book keepers, do s and dnot s of book keepers and introduction of primary books of records through exercises How to Nurture Community Resource Persons ( 6 )
7 CRP Protocol Time Line Activities Day 13 to 14 Impart training to old SHGs on different topics as follows... Concept: What and why Pancha Sutra + Two: Meetings, savings, internal lending, repayment, book-keeping, solidarity and collective enterprises On group norms, SHG services, participation and cooperation, decision making, problems solving, leaders roles and responsibilities Facilitate old SHGs to withdraw their idle savings from bank and initiate international lending Day 15 CRP must invite all members of newly formed SHGs, old SHGs, and core active persons at a suitable common place. Discuss with members on the need for formation of higher level federation Inform the village head or Pradhan and update him / her about the development done by CRP team and seek his/her support in up liftment of vulnerable people Handover the information,data to the group leaders. Ensure that the details or given file folders Identify two to three active persons from the pool of pro active members who shall in future act as communit/ mobilizer/activist/volunteer Request active and proactive members of groups to join the four members CRP team to help them in nearby villages, incase of elderly SHGs pass on the information to the family members of elders or their representative Wish them all the best and make them feel good about this new development from now Note: CRP Protocols for women SHGs / Persons with Different Abilities / Elders are many similarities except few difference in terms number of days, topics etc. Post CRP Initiate planning with all staff, including grassroot staff Ensure that the identified active persons are trained Impart refresher training to the SHGs Saturation of the village by forming SHGs of left out poor /vulnerable Briefing of activities after one month, with concerned staff at the district level. De-briefing after second and third month of activities. CRPs Kit: Brief note about the village, secondary data Details of BPL/APL households, other card holders, pensioners (Include elderly persons and people with different abilities list (Get from village / block office) Women / people with different abilities / elders list (From Socio Economic cast census of the village) Members profile format Resolution pro-forma Flip charts Songs book How to Nurture Community Resource Persons ( 7 )

Meeting method Note: Post CRP Round, CRPs should submit the following documents Name of the CRP: Number of days worked: Number of self help groups formed: SHGs details (category wise ): Though CRPs are crucial in SHGs & federations formation and management, but they require regular inputs on groups & federation concepts, improved tools like PTM methods, communication skills and language in order to effectively reach out the community and its institutions. The Project staff have to closely, continuously monitor and evaluate CRPs work and give need based handholding support to CRPs.
