3 Introduction Why a Community Veterinary Emergency Team (CVET)? - Serious epizootics in the past highlighted the importance of having wellprepared, highly-trained personnel available to efficiently manage animal disease outbreaks. - In the Union, an extensive experience with eradicating animal diseases has been gained over recent years. - Experience has shown that in times of crisis, animal disease experts can usefully support the authorities of the Member States or third countries that were affected by a disease for the first time. The expertise present in Member States was however not always directly available to the Commission.
4 Introduction Which is the legal context of the CVET?
5 Introduction What is the CVET? - It is a team composed of experts for veterinary technical assistance on control measures relating to the diseases subject to notification - They are experts in the field of: veterinary epidemiology, virology, wildlife, management of eradication programmes, laboratory diagnostics, organisation of veterinary services and regulatory framework, risk communication, risk management and any other relevant field for animal disease control
6 Introduction Who is part of the CVET? - The members of the team shall be appointed by the Commission from experts proposed by the Member States. - Member States shall submit to the Commission the list of experts they propose for designation as members of the team for the following calendar year.
7 Introduction Which is the job of the CVET? 1- The team shall assist the Commission in technical veterinary matters such as: scientific, technical and managerial on-the-spot assistance as regards the surveillance, monitoring, control and eradication of the diseases, specific scientific advice on the suitable diagnostic methods and epidemiological investigations 2- in close cooperation and collaboration with the competent authorities of the Member State or third country concerned 3- in coordination with the concerned Community Reference Laboratory
8 Outcome What did the CVET do since 2007? 16 missions: - To Georgia, Armenia, Cyprus (2), Croatia (2), Slovakia, the Netherlands, Lithuania (2), Ukraine, Bulgaria (2), South Africa, Latvia (2) - On ASF (3), FMD (4), CSF (7), Bluetongue (1), HPAI (1)

10 Outcome What do the CVET produce/recommend? Example recommendations Latvia December 2012: data collection to be finalized as soon as possible in order to define the final size of the infected area. surveillance/control programme should be prepared surveillance programme has to be implemented in the area at risk (at least 40 km from the BY borders) oral vaccination of wild boar in the infected area appropriate to control the disease. census of backyard pigs to be performed as soon as possible categorization of backyards based on biosecurity level to be performed In case of new outbreak a proper epidemiological investigation and data collection has to be performed (including tracing back and forth). the epidemiological work should be based on possible hypothesis on the origin/spread of the infection. accurate estimation of the wild boar density and distribution is needed Diagnostic protocols to be adapted and reviewed in accordance with the epidemiological situation. Most sensitive laboratory tests should be used in this phase of the epidemic. A crisis centre should be established at central and local level An epidemiological team should be established dealing particularly with the CSF epidemic.
11 Lessons learnt The CVET is a very valuable tool to support disease control activities Member States and third countries that have received the CVET report satisfactory and successful experience The Commission and the Member States get highly valuable suitable information and recommendations CVET provides excellent value for money
