6 Emergency preparedness Horizontal priority on Emergency Preparedness for both the veterinary and phytosanitary sectors. The new legislative framework for animal and plant health reflects the need for improved systems of emergency preparedness across the EU as they aim to respond to the growing challenges of changing climatic conditions and trade trends. The Maltese Presidency will actively support Europe s shift towards greater resilience in the fields of plant and animal health, by promoting the need for a higher level of preparedness and awareness within Europe and in its neighbouring regions. 7 Emergency Preparedness - Rationale In the recent years different crisis due to animal disease incursions into EU. The threat of the occurrence or re-occurrence of transboundary animal diseases remains very high. Proper measures should be implemented to prevent their occurrence and limit their spread and impact when introduced.
8 Emergency Preparedness - Background Contingency plan is an essential tool for immediate rapid response in case of outbreaks. Contingency planning is deeply rooted in EU animal health legislation. Contingency planning is included in the Animal Health Codes of the World Organisation for Animal Health (OIE). EC/FAO/OIE and national initiatives to support capacity building and to assist in establishing programmes for the specific control of certain TADs.
9 Emergency Preparedness Programme/1 The presidency proposed to hold strategic discussions on different aspects of the emergency preparedness for TADs Aim: to improve the emergency preparedness in EU and neighbouring countries. Objectives: to identify proper actions and tools to improve the emergency preparedness capacity in EU Member States and to provide indications on sustainable measures to increase preparedness in the neighbouring countries. 9
10 Emergency Preparedness Programme/2 Activities Discussions at CVO meetings (policies for improvement) Collection of information from Member States (level of preparedness) Participatory exercises with contingency planners (prioritization exercises) Mini-workshop with Member States (comprehensive preparedness plan) Collaboration with EU Commission (inputs) Collaboration with associations at different levels (input by stakeholder) Involvement of third countries (perspective of neighbouring countries) Priority actions to improve the EU s preparedness 10 Discuss the preparedness policy at EU level in order to translate into concrete activities the priorities identified
11 Emergency Preparedness Programme/3 Activities are aimed to collect information on the status of emergency preparedness in EU, to recognise best practices and common training needs, to identify opportunities for sharing expertise and tools, and prioritize common actions for improvement. In particular the following aspects are considered: Risk assessment Awareness of stakeholders Disease spread modelling Mutual assistance/public-private partnership Vaccine/Antigen and diagnostic banks Training Networking Self-Assessment and simulation exercises
12 Outcomes of session I Findings of EC audits on contingency plans for animal diseases Improvements identified: Registration of holdings, National disease control centres, Contingency plans and manuals, Resources, Trainings and Exercises Shortcomings identified Definition of a policy and planning for emergency vaccination; Capacity for rapid depopulation and disposal of carcasses (especially in large outbreaks); Animal welfare during depopulation; Risk assessment to support targeted surveillance; Registration of small holdings and traceability of animals through markets/dealers; General preparedness for worst-case scenarios; Level of detail of the contingency plans.
13 CVO discussion Outcomes of session I During the CVO meeting of 27 th January 2017, the following areas were identified for further improvement: - risk assessments at National and International levels - effectiveness of early warning systems; - availability of antigen and vaccine banks; - networking between Member States and laboratories; - assessment of overall emergency preparedness; - development of public-private partnership. Furthermore, the importance of the continuous development of contingency plans and operational manuals was highlighted and diverging opinions were observed in the evaluation of the worst case scenario.

15 Workshop with FESASS 16 th May in Brussels Aim: to contribute to build up relationship and trust between public and private sectors for the prevention and control of highly contagious animal diseases. Expected outcomes: to provide recommendations on possibilities to support the emergency preparedness for TADs and to identify opportunities to create public-private partnership aimed to facilitate the implementation of control measures and reduce direct and indirect effects of transboundary animal diseases. Items to be covered at the event (preliminary proposals): Upcoming events - Early detection for an early response (awareness, early warning systems, notification) - Contingency plans and operational procedures (biosecurity, zoning, surveillance) - Consequences of disease occurrence (impact assessment, compensation policies) - Improving the preparedness (assessment of contingency plans and simulation exercises)
