2 Forum: World Health Organization Committee (Special Committee) Issue: Preventing the Harmful Effects of the IN6 Virus Student Officers: Ediz Çeri, Simay Çoban Introduction Dear Delegates, It is our pleasure to welcome you to Oguzkaan Schools Junior Model United Nations Conference WHO Special Committee. WHO Special Committee is one of the most exciting and challenging committees Oguzkaan Schools JMUN 2018 has offered. Representing a new addition to the conference, this committee is different from any other committees, as it is solely fictional. What is new about this committee is that, unlike the regular MUN Committees, delegates are expected to behave according to the fiction that is addressed in this study guide, think innovatively under critical circumstances and come up with a joint resolution. During the committee, debates will be heated, will constantly evolve and open new doors to other subjects and new critical situations may occur. Therefore, delegates are also expected to have as much knowledge as they can get throughout their studying periods so they can come up with creative and logical solutions. Furthermore, delegates must be prepared to adapt to any changing situations. The WHO Special Committee stuff will also provide you with news flashes and constant updates during debates. We also want to congratulate your courageous decisions to attend this committee as it will be a first of its kind and your participation will enhance its success throughout years. This chair report is written to help you delegates to understand the topic that is under discussion, what this new type of committee will consist of and how it works. However, this chair report should only be your guide as delegates are expected to study their countries foreign policies about the topic under discussion. Keep in mind that WHO Committee is a more dynamic committee than the others. Therefore a detailed study is a must. 3 WHO Special Committee Chairpersons, Oguzkaan Schools JMUN About WHO Special Committee WHO Special Committee is gathered to find a solution to an antibiotic resistant bacteria IN6, discovered in In this committee, delegates are expected to think futuristically about the situation they are facing with since the gathering will be held in 2021, a year after the bacteria was found. Our initial aim is to find the best way to prevent this critical bacteria that causes millions of people to suffer. (More detailed information will be given about the disease on pages 4 and 5) Key Definitions Vaccines: Dead pathogens that enter the body to strengthen the immune system Noninfectious diseases: Diseases that can't spread from one person to another Infectious diseases: Diseases that are caused by a pathogen; they can be spread from one person to another Epidemic: A widespread outbreak of an infectious disease Pandemic: An epidemic that is geographically widespread Endemic: Relating to a disease (or anything resembling a disease) constantly present to greater or lesser extent in a particular locality Terminal: Leading gradually to death Immunity: The quality of being unaffected by something Diagnosis: The recognition of a disease or injury by symptoms; a critical analysis of the nature of something Symptom: Any sensation or change in bodily function that is experienced by a patient and is associated with a particular disease Sign: Any objective evidence of the presence of a disorder or disease Syndrome: A pattern of symptoms indicative of some disease! 3

4 Therapy: The act of caring for someone (as by medication or remedial training etc. Overview of the Disease Being one of the world s most polluted countries, India has become an open door for the most critical diseases. One of those diseases is the antibiotic resistant bacteria IN6. This bacteria has been discovered lately after a diseased Indian citizen who was getting a check up due to his unstable conditions and wasn t taken care of professionally. At the end, many people got the disease. Besides that, not only the Indian citizens but the citizens from different countries also face with the same disease. What IN6 is and how and why it suddenly evoked is still not certain but after some research held by the scientists under WHO, it was found that IN6 spreads easily through polluted areas. Although the pollution is the main requirement for it to spread, IN6 could also be situated inside any creatures due to the fact that it resides in intestines. IN6 feeds on pollution then evolves to a certain point that neither any known antibiotics nor the treatments can eliminate. When IN6 evolves, it transfers its drug resistance to other bacteria, causing more problems. So far scientist could only manage to prevent it for a certain amount of time but, IN6 could not be vanished. In 2021, after a year of its discovery, WHO decided to hold a second meeting to take further precautions about the bacteria. Disease Timeline We put a detailed background of the current situation in a timeline for you to understand even more. 17 October 2020: In India, New Delhi, a man was diagnosed with an unidentified illness and was put into quarantine. 19 October 2020: It was discovered that the bacteria that caused the unidentified illness was also unknown. So the Indian scientists began different types of researches as to figure out the type of the bacteria. 21 November 2020: Inexperienced Indian scientists couldn t understand how important the situation was and they acted without caution. Therefore, they had the same disease.! 4

5 27 December 2020: Indian citizens were hospitalized because of this disease. In addition to that number of citizens, the same disease was diagnosed in the countries given below: - Indonesia: 2 - United Kingdom: 4 - Pakistan: 1 - Bangladesh: 7 - United States: 2 10 April 2021: It was reported that total of 3,500,000 people were diagnosed with the disease. 12 April 2021: WHO held its first conference regarding this situation. It was concluded that experienced scientists were to do researches under the name of WHO. 17 April 2021:A new terrorist group named TOV which used the virus as a gun was formed within the borders of Iran. 20 April 2021: TOV performed 3 consecutive attacks in Madrid, Tehran and London, which caused a large number of people to get the disease. 15 May 2021: Scientists published a report which stated: The name of the bacteria: IN6 The symptoms of the bacteria: Cough, Eye discomfort and redness, Dizziness, Vomiting, Shortness of breath, Chest pain, Vision problems, Fever and Headache. The possible results of the bacteria: Death. The category of the bacteria: 1 (Critical) Ways the bacteria spreads: Bacteria can enter the body through the mouth, eyes, skin, in contact with a diseased person. So it may spread via any kind of pollution, food and various type of objects. 16 May 2021: WHO decided to hold another meeting Current Policies of the Countries USA: - There are only few diseased citizens. - Diseased citizens are currently put in quarantine. - The government is concerned about the risk of the bacteria being spread to their country. - USA and PRC (People in Republic of China) are under bad circumstances due to the policy in PRC. - USA and Russian Federation are under bad circumstances. - Operation to destroy TOV has been started. PEOPLE S REPUBLIC OF CHINA:! 5

6 - Almost the entire west side of the country is diseased and put in quarantine. - There are camps for diseased people on the west side of the country. The east side of the country along with the world is protesting this system because of the violence and the wrong policy towards diseased people who were put in quarantine in PRC. - PRC denies everything and stands for its policy saying that it is just a misunderstanding. - Russian Federation and PRC is under good circumstances. RUSSIAN FEDERATION: - Russian Federation supports PRC s camp policy for diseased people. Therefore, they are under bad circumstances with USA. - The east side of PRC is allowed to enter Russian Federation. - The number of diseased people are less than any other countries in the world. - It is believed by many people that Russian Federation found the cure for this disease but doesn t reveal it. Therefore, there are protests against Russian Federation. - Terrorists related to TOV have been found and defused before causing any mass destruction. INDIA: - Being one of the countries that has the worst conditions, India suffers a lot from IN6. - No country in the world allows access to Indian citizens to their countries except for diplomats and those who have business passports. Nonetheless, Indian citizens who have access to other countries must take required tests to confirm that they are not diseased. UK: - Having the most terror attack among the other countries, UK declared State of Emergency. - Due to their sufficient treatment towards diseased people, IN6 does not spread a lot. - Terrorists that have been caught are killed. - UK is allied with USA. - UK collaborates with USA against TOV. FRANCE: - France declared State of Emergency. - They are in favour of NATO. - People are put in quarantine. GERMANY: - Germany is on the verge of quitting NATO and EU. - Germany has a strong economy and army. - Lately they have been in good terms with Russian Federation. - It is thought that Russian Federation sells cures of this disease to Germany. JAPAN: - Diseased people have been put into quarantine and they get the right treatment - Despite having a small amount of diseased population, Japanese doctors are working hard to find a cure! 6

7 SOUTH KOREA: - They have been currently in a scientific collaboration with Japan - The number of diseased people is less than the world average IRAN: - The terrorist groups have been widespread inside the borders of Iran and used the virus of IN6 as a weapon and that increases the amount of diseased people. - It is fighting with TOV at the moment. SWEDEN: - The effects of disease have been minimized and the number of diseased people is below average. - The government is neutral towards TOV. SPAIN: - The impacts of the attack in Madrid still affect the medical situation of Spanish people.. - Also It is in collaboration with USA against TOV. Possible Solutions Destroying TOV by making a joint military operation. Using the International Court of Justice to prevent the misunderstanding happened between countries. Creating a joint development programme to find a vaccine for IN6. Providing a sufficient and proper treatment to quarantined people across the world. Purifying the water sources. Informing the public about virus and the ways to get protected. Distributing masks free to the public in order to prevent the contagiousness of the virus via air.
