2 1 Purpose The plan includes a three-level response system (Level I - Alert Response Level, Level II - Serious Response Level and Level III -Emergency Response Level). These levels are based on different risk-graded epidemiological scenarios relevant to Hong Kong and China, and each of them prescribes a given set of health actions required. 3 3. Preparedness Plan Level I - Alert Response Level Once any external media reports the discovery of influenza (communicable) case, Precaution Level I will be activated: 1. The Hong Kong and Factory Administration Department--- shall recall the members of the Emergency Response Team and convene the meeting to discuss the precautionary policy based on the relevant information communicated. 2. The Publicity Team --- shall collect and post the relevant promotional information on precautionary measures of influenza (communicable disease) so as to let staff know the relevant information such as precautionary measures of influenza (communicable disease) and transmission route as soon as possible. 3. The Personnel Team --- shall keep in touch with local hospitals in order to understand the relevant information and work instructions, and disseminate and collect the relevant promotional information in time. 4. If any employee has symptoms such as common cold, fever, cough and sore throat, the Personnel Team will count and report to the senior management of the company and all functional departments will execute the relevant follow-up work. Also, such employee must wear a surgical mask while the department in which the employee works is required to hang out warm tips cards in order to avoid infection to others. In addition, the Personnel Team is responsible for monitoring and checking at random the implementation of such measures. 5. The Welfare Team Staff accommodation environment: shall call for carrying out the cleansing and sterilization in the whole factory, removing the hostel messes, placing sundries in order, and eliminating the breeding of mosquitoes and cockroaches Hygiene of food and dining environment in canteens: shall reduce the eating of raw poultry meats and cold side dishes made from them, and try to choose processed frozen meats so as to avoid the opportunities of bacteria infection through contact of live poultry shall provide an appropriate amount of carbohydrate food as well as red and green vegetable to staff canteen so as to strengthen body immunity. 6. The Factory Affair Offices of the three factories take charge of the backup support: shall reserve and check the stock of the necessary suppliers for prevention work such as surgical masks, disinfection machines, liquid soap and infrared temperature measurement devices, and make good preparation for arranging warm tips cards. 4 Level II - Serious Response Level Depending on the external information on disease development and after adopting the work instructions of local public health and epidemic prevention departments, we wholly or partially implement the measures of Response Level II. 1. The Hong Kong and Factory Administration Department shall activate the operation of the Emergency Response Team to convene meetings for formulating response instructions, enhance staff s knowledge of influenza (communicable disease) and post the information on knowledge of precaution measures. 2. Visitors are required to have a body temperature check. 3. Depending on the disease development and the infected areas, the Administration Departmentof Hong Kong and Factory shall decide to prohibit our staff to visit the infected areas or hard-hit areas. 4. The Personnel Team shall continue to report the conditions of staff who have caught fever or cold (including the report of staff who have received medical treatment externally), and make follow-up report on the treatment of fevered staff. 5. The patients are compulsorily required to wear surgical masks, and suggested taking sick leaves and complying with our reporting policy. 6. The Personnel Team and Department shall notice the sick-leave condition of staff, get to know the staff s condition and the development of their illness, and report in time to the relevant functional departments to deal with them. 7. It is necessary to use disinfection liquid to clean hostels and canteens, and the Vehicle Affair Team must disinfect vehicles and post warm tips. 8. Canteen workers shall have a body temperature checked conducted by the Personnel Team everyday before their work, and are allowed to work in the canteens only if the body temperature is normal. 9. All canteens are prohibited to use fresh livestock food and shall change to purchase frozen food. Besides, all meats should be thoroughly cooked. 10. All departments shall improve the environment cleanness and hygiene management in public areas, offices, factories, etc. If necessary, they shall use disinfectants, such as disinfectant fluid and alcohol, to clean the office appliances and make warm tips. 11. All departments shall put more effort at the propaganda to raise our staff s awareness in personal hygiene and precaution. The overall practices of environmental hygiene, such as washing hands frequently, no spitting and no discarding sundries improperly, shall be emphasized. 12. The Labor Union Office--- shall pay attention to reduce the staff activities and implement the precautionary measures well. 13. The Factory Affair Offices of the three factories shall check the functions of the relevant precautionary devices and sterilization equipment to ensure that they can operate normally, Page 4 of 6

5 and prepare the warm tips cards for posting at any time. 14. The Security Department shall observe the appearance of visitors to the factories in respect of their health condition and check their body temperature. It shall stop any visitor who has symptoms such as common cold, fever and cough, and request them to wear surgical masks, and then report to the Hong Kong and Factory Administration Department for keeping record. 15. The Human Resource Department shall check the body temperature of job applicants before the interviews. They may enter the recruitment room only if their body temperature is normal. 16. Any employee who has visited the infected area or returns to factory after leave shall also have a body temperature check, and shall be under observation for seven days. Isolation shall be implemented to any employee with fever. Level III -Emergency Response Level Once any external media reports the worsening of epidemic and confirmation of influenza (communicable) case, we wholly implement Alert Response Level III: 1. The operation of the Emergency Response Team shall be activated to closely monitor the development of epidemic situation, and convene a regular meeting everyday to evaluate the situation and make response instructions. 2. The Personnel Team shall continue to report the conditions of staff who have caught cold or fever, and monitor closely whether the epidemic happens in the local area. It shall also notice and support the instructions and implementation of the precautionary measures of the local government, and report to the Emergency Response Team in time. 3. The functions of all sterilization devices shall be activated in order to eradicate the source of virus infection and cut the route of transmission. All staff shall comply with the following measures: 3.1. Keep away from secretions of poultry, avoid touching poultry (such as pigs, chickens and ducks) and birds Pay attention to personal hygiene, wash hands frequently, do not touch your eyes, nose and mouth directly by hands Cook pork and poultry thoroughly before eating, and prohibit eating undercooked chickens, ducks and eggs Keep away from places with high infectious risk, try to visit the crowded public places fewer or stop going there, and wear surgical mask if necessary Enhance the ventilation and hygiene of office areas, hostels and residential flats. 4. It is necessary to monitor the body temperature and insist on wearing surgical masks New staff shall have a body temperature check before entering the factories. If they have such symptoms as common cold, fever and cough, their employment will Page 5 of 6

6 be suspended temporarily The guard of the Security Department shall take charge of measuring the body temperature of visitors who enter the factory and distribute surgical masks for them to wear, and reject any fevered persons entering the factory area All factory staff shall take a daily body temperature check arranged by the Hong Kong and Factory Administration Department. Any fevered employee must be isolated and wear a surgical mask. The isolation may be stopped after the second day following the body temperature returning to normal Before going out to work, the company s staff must register and collect surgical masks at the General Operation Office (The staff of Factory I shall register and collect them at the Factory Affair Office) All staff in Hong Kong office shall wear surgical masks. 5. The Welfare Team shall prohibit purchasing and eating fresh pork/poultry meats and eggs, ensure all utensils sterilized completely, and keep the kitchens clean and sanitary and ditches unblocked. 6. The Vehicle Affair Team shall strictly execute the disinfection work of vehicles for picking up purpose, and post the warm tips of disinfection in the vehicle compartment. 7. The Labor Union Office shall stop all entertainment activities of staff groups. 8. The Personnel Team and Department shall provide a daily list of staff who report on-duty after sick leave to the Emergency Response Team and functional departments, in order to supervise the staff to go to the Personnel Team immediately to check body temperature. They may go to work only if the body temperature is normal; otherwise, isolation is required. 9. It is not allowed to open the air-conditioning in all office areas, departmental workshops and public areas (except for thermostat factories) to ensure good ventilation. 10. The mandatory control over the staff s entry to/exit from the factory shall be executed. It is advised or suggested that the staff should not leave, if unnecessary, but stay at the living area of the factory, and should avoid any room visit among them. If any employee returns to the factory later than 22:30, the security guard will require the employee to clock in at the gate of living area, and the Personnel Team will check such data and report to the Hong Kong and Factory Administration Department for keeping record on the next day. 11. All employees should be advised to do physical training so as to build up body immunity against viruses, and at the same time take adequate rest. 12. The action of isolated accommodation shall be taken for any employees of suspected patients. The office separation measure shall be adopted for any frontline or specified departments. 13. All or most of the distance/network office measures shall be activated. 14. The buffer period of all kinds of production and stock preparation shall be extended appropriately. Page 6 of 6
