2 Purpose To provide an overview of the Cook County Department of Public Health s (CCDPH) role and your municipality s role in planning and responding to a public health emergency To provide an overview on how you can get involved in the response 2

4 The Role of CCDPH: Mission To optimize health and promote health equity for all people and communities of Cook County through leadership and appropriate collaborations between County, local, state and federal officials, as well as private health promoting institutions, focusing on health promotion and disease prevention, while advocating for the environmental and social conditions necessary to advance physical, mental and social well-being. 4
5 Cook County Jurisdiction Over 700 square miles 125 municipalities 2.3 million residents 5
6 Cook County Jurisdiction There are independent certified municipal health departments within suburban Cook County: Evanston Oak Park Skokie Stickney 700+ schools 667 daycare facilities 21 acute care hospitals 18,000 licensed physicians 100,000 first responders and their families 6
7 The Role of CCDPH CCDPH, in collaboration with: The CDC (Centers for Disease Control and Prevention) The Illinois Department of Public Health (IDPH) Local State-Certified Health Departments Is the lead agency with the authority to detect, control, respond and help eliminate disease in suburban Cook County 7

9 Public Health s Role in an Emergency: What Has Changed? Agents/Situation New situations: Manmade and naturallyoccurring diseases Ability to travel worldwide: Global economy Use of rare / unusual organisms: Genetically manipulated organisms Antibiotic-resistant organisms Response Agents have short windows for effective intervention Potential for mass casualties Requirement to respond quickly New response requires different agency coordination, integration, and cooperation (NIMS compliance) 9
10 Examples of Public Health Emergencies Food Borne Illness Contaminated spinach outbreak Water-related Tainted water supply Communicable Disease Outbreak H1N1 pandemic Bioterrorism Anthrax in D.C 10
11 Pharmaceutical Assets: Strategic National Stockpile (SNS) If a public health emergency occurs that requires dispensing medication or vaccine to the public, CCDPH, under guidance of CDC and IDPH, may activate the Strategic National Stockpile (SNS) The SNS is a federal stockpile of medication and medical equipment managed by the CDC 11
12 Mass Dispensing and Vaccination: Point of Dispensing (POD) If mass dispensing/mass vaccination is required, a Point of Dispensing (POD) site(s) will be set up A POD is the specific location where prophylactic medications or vaccinations can be quickly dispensed to a large group of people in the event of a public health emergency The public will be instructed to go to a POD 50+ PODs established throughout suburban Cook County POD locations are confidential and strategically placed throughout suburban Cook County. We are partnering with law enforcement, fire, EMA, and other agencies for operating these PODs. 12
13 Planning Limitations Responding to a public health emergency is a large-scale operation Requires coordination between Federal, State and local partners Response will require volunteers over several days Scope of operations requires more than just first responders 13
14 POD Stations and Clinic Flow Triage* Screens patients for symptoms based on agent Reception Welcomes clients to the POD or vaccination site Provides Health Screening Form Registration Ensure form is filled out completely Screening* Medical professional review Health Screening Form for client s medical history Dispensing* Based on decision from Screening Station, individuals fill out order per client Medical Consult* Must be staffed by physician or pharmacist Runners/Ushers Monitors client flow Directs traffic Assists clients Mental Health *Requires Medical Professional 14
15 We Need Your Help! Depending on the size of the event, help from outside sources will be extremely limited Volunteering at the dispensing site will help your community respond more effectively to the public health event 15
