2 Rabies eradication program Annual program Year 2011 first year - implementation of the 75% financed UE program Oral Vaccination programme Before start of the first vaccination campaigne (May to June 2011): - Information and warning of the population (SEE NEXT PAGE); - Dissemination of materials with the official veterinarians; - Public announcement of the campaign through media channels, including NSVFSA site: - training involved structures Oral vaccination of foxes in 16 counties of 42 existing counties: West and center of Romania: territory bounded by the Carpathian Mountains. The baits distribution included Hungarian, Serbian and part of Ukrainian border. This activity included the air distribution of baits (approx. 20 baits/km2) also the manual distribution around localities and areas difficult to reach by plane (approximately 25 bites/km2). Two seasonal campaigns spring (May-June) autumn (November-December)

4 Aerial distribution Distribution: fixed-wing planes (2-3/per day) Automatic bait dropping system. Distance between dropping lines: 1000m. Altitude form ground m. Distribution of vaccine baits stopped:in area of buildings, roads,water (lakes, rivers, deep swamps). GPS system for tracking. Additional written reports concerning each flight. daily temperature report on storage of baits. daily inspections to stores of vaccine baits; monitoring of the existing stock.

8 OV programme in years 2011 Manual distribution Distribution: - in inaccessible places and areas, in the aircraft with significant populations of foxes near towns, national roads, areas considered at risk. - was done by the managers of the hunting areas with the official vets. NB: after the FVO mission: reduce the risk of introducing rabies in cities: vaccination cord around large cities. Question: can we increase the number of baits for manual distribution program for 2012?

11 Evaluation of vaccination campaigns efficacy Surveillance and monitoring Rabies prevalence - continuous passive surveillance - active surveillance - Methods in use : FAT Bait consumption: tetracycline marks in canines Immunisation: titration of rabies antibodies by ELISA Genotyping of SOME positive cases : NB: FVO experts: genotyping ALL the positives cases. After each vaccination campaign at min.45 days: started thevaccination evaluation program: Foxes shot - brought to the laboratory by hunting managers. The laboratory s worked on flow chart, each fox was controlled by IFD test (for rabies diagnosis); then, tests negative was sent to the NRL, the only approved laboratory for examining sera fox rabies antibodies in this direction and the achievement test detection marker "tetracycline" in mandibles.

14 Evaluation of 2011 rabies eradication program Monitoring of efficiency of vaccination campaign 1. Bait up-take - determination of bio-marker - following the spring vaccination campaign: 982 foxes were tested 269 samples with positive results for tetracycline (29,42%); - following the autumn vaccination campaign (2011): 1808 foxes were tested samples with positive results for tetracycline (37,66%): IN PROGRSS. 2. Detection of antibodies (ELISA) - following the spring vaccination campaign: 770 foxes were tested- 102 positive for rabies antibodies (13,24%) - following the autumn vaccination campaign (2012): 1363 foxes were tested positive for rabies antibodies (20,39%).
