5 The main issue in Libya right now that; There are non-reported (underestimated outbreaks) of highly pathogenic avian influenza. The preparedness of veterinary services is not sufficient The continuous of free movements between infected and non infected areas The delicate capability of veterinary services

6 An estimated population of poultry (commercial and backyard poultry) have been affected in the area. Since the beginning of 2015 the accelerated geographical spread of A(H5N1) among birds has heightened concerns. As of March 2014, more than 109 suspected outbreaks of poultry infection with A(H5N1) in 10 zones have been reported to the National Centre for Animal health of Libya (NCAH).

7 The re-occurrence of highly pathogenic avian influenza subtype H5 N1 has associated with the occurrence of other diseases like Newcastle disease and infectious bronchitis in commercial poultry farms (broiler). This resulted in a high mortality rate among poultry in the affected region along the eastern border area of Libya.

8 Informal importation (smuggling) of poultry from Egypt is the main reason of introduction of HPAI into Libya. No relation with migratory birds till now. The informal importation from infected area still posing risks.

13 There are human cases diagnosed as H1 N1 H1 N1 and H5 1N in the same area pose high risk. No strategy or plan

19 Collecting samples: - Samples collected from the affected farm - Not all suspected farm reached

20 Sending samples to lab: - Difficulty in sending samples abroad to carry out further investigations

21 All birds (live & dead) disposal : - We disposed from infected birds when possible - Disinfecting the affected farm - Disinfecting all farm tools & machines - Disinfection method; spraying

22 Screening of area - Affected areas screened in a circle of 4 km diameter (8 km) - Focus centre based screening - All around farms were disinfected

23 Making a working team: 0n : Duties of this team: - Receiving any notifications from poultry breeders or other birds owners - To visiting suspected farms for screening - To collecting spare samples - To disinfect suspected farms - To establish awareness campaign, to enhance the knowledge of customers and farmers..etc.

26 Screening suspected source of infection: - Visiting domestic auctions and markets which sell domestic & exotic birds - Visiting bird migration lines to take samples (from both dead & live birds found), on a regular basis when possible - Pet shops are NOT easy to deal with, although they illegal sell birds - Samples from wild birds (such as falcon) are taken when possible - Collecting spare samples

27 Daily report: We do; - issue a daily report on what we have done - send copies to NCAH by on a daily basis - send copies to Tobruk Local Council on a weekly basis

28 Avian Influenza Rapid Test; Rapid Tests expired; samples sent to local and/or international labs

29 Samples result: - H5 N1 confirmed by NCAH lab. In Tripoli - Tests: antigen (Ag) detection ELISA (09/03/2014) - H5 N1 confirmed by NCAH lab. In Tripoli - Tests: real-time PCR (10/03/2014) - H5 N1 confirmed by NCCD lab. In Tripoli - Tests: real-time PCR (11/03/2014) - H5 N1 confirmed by lab. In Italy - Tests: multi tests (20/03/2014) - NCCD: National Center of Disease Control Laboratory (National laboratory)

30 Around sampling screening results: - All samples taken randomly or precisely from certain farms subsequent to the event were negative to avian influenza (250 samples were negative). - All samples taken randomly from immigrant birds, bird markets or live poultry auctions subsequent to the event were also negative to the virus.

32 We warned every responsible authority about these illegal practices; - Letting poultry sellers sell their live chickens to public - letting supermarkets offer exotic table eggs - letting prohibited broiler chicks enter Libya cross border (no veterinary inspection carried out) - letting borders with weak monitoring system represented in inactive customs, other security bodies and police.
