Pechey, United Kingdom) Report of QH/16 meeting Executive Summary Q.H/16 agreed an amendment to V.18, removing an ambiguity from Annex A which deals with the operation of textphones built in accordance with ANSI TIA/EIA-825 (2000). The ambiguity had caused implementation problems. It was agreed to start studies on using textphones over IP networks in a way analogous to V.moip (V.150.1), initially defining requirements for other Questions and, later, studying other aspects of text communication over IP. 2 - 2 - Opening Remarks Mr. Pechey (UK) informed the meeting that Mr. Hellström was unable to attend the meeting and had asked him to deputise for this meeting. The Acting pointed out th at the opening meeting of SG16 had give Q.H/16 the task of preparing a document about the proposed workshop on Accessibility matters. Agreement of Agenda The agenda, contained in TD2(WP1), was agreed. Incoming Liaison Statements TD5(Gen) from SG17 was not presented because Mr. Ohno was not present and no -one else was sufficiently confident to present it. The document was noted. TD8(Gen) is from SG17 and announces the completion of their work on User Requirements Notation (URN) in Z.150 and gives details on where to find the draft. The Acting encouraged the delegates to read the draft because Z.150 may well be useful in our future work. It was agreed that no reply was necessary from Q.H/16 and the document was noted. Text over IP D240 was presented by Mr. Lucas (USA). The document explains how the work on V.moip (now called V.150.1) has tried to take into account the requirements associated with transporting textphone signals but there are some technical matters that need to be overcome before a com plete service can be provided. D240 proposes that Q.H/16 starts work on a definition of requirements for Text over IP (ToIP) so that Q11/16 can add the functionality to V or draft a separate Recommendation. It was agreed to undertake this work and pr epare a suitable Terms -of-reference document. The document was created and the text is appended to this report. It was agreed to use the Q.H/16 reflector to develop the requirements so that they could be passed to Q11/16 as soon as possible. Amendments to V.18 Document D241, presented by Mr. Lucas, highlights a problem with the existing text of V.18 where at least one manufacturer had taken a recommended improvement to the Baudot mode of operation as a definition of normal operation of Baudot modems. This had caused incompatibility with existing modems until the error was corrected. The document proposes new test for the relevant sections of V.18 and includes a reference to ANSI/TIA/EIA -825 where the definition of the operation of Baudot modems is to b e found. The proposed text was agreed in principle but Mr. Kisrawi (Syria) pointed out that the sentence, The introduction of this preamble should not create any incompatibilities with equipment conforming to ANSI TIA/EIA-825. was somewhat misleading and, even though it was in a note, should be either deleted or re -phrased to say that there would not be incompatibility. The Acting had been involved with the original discussions that led to this proposed text and agreed to contact the others to seek their views. It was hoped that the results of this consultation would be available before the end of the meeting. Responses to an request

3 - 3 - were subsequently received and the meeting decided to delete the sentence. The resulting amendment to V.18 in included in TDyy. Proposed ITU-T Workshop on Telecommunications for Disabled Persons After some discussion a proposed title for the workshop was agreed. It is Accessibility to Telecommunications Facilities and its use by Disabled People. It was sugges ted by Ms. Saks that there be a subtitle, she proposed Communication, Co -operation, Compatibility. The Acting agreed to begin constructing the document giving the group s thoughts on the workshop that is required for the closing Plenary. This document is available as TDxx. Mr. Kisrawi said that disability issues have only recently been raised in the D sector but are likely to become an important part of the work. He reported that 7% of the population are disabled in some way in the developing world. He suggested that we should collaborate with the D sector in the work related to the workshop and the best way was via the TSB-BDT route. Ms. Saks suggested that the workshop should not be a separate event but should take place as part of some other meeting where interested parties would already be attending. She suggested that the conference held by the USA organisation TDI (Telecommunications for the Deaf, Inc) would be a suitable host. The next one is to be held in Las Vegas, probably in July Mr. Kisrawi made an alternative suggestion of making the workshop part of the forums associated with Telecom 03 (now called Telecom World 2003). There is already a session for disability issues in the Development forum. This event takes place in Geneva du ring October There was some discussion about which event would be a better host but it soon became clear that it would be feasible to have a workshop at both places. The attendees at the TDI event would be mainly users of technology whereas those at the Geneva event would be policy makers, manufacturers, analysts etc. The two events seemed complementary and the opportunity should be taken to multiply the effect of the effort in organising the workshop. The discussion then turned to the aims and object ives of the workshop. A non-exhaustive list was agreed as follows: a. To inform the audience of the work of ITU -T and, in particular, SG16, in the accessibility area. b. To exchange information on the products and facilities available in various countries. c. To gather information from these groups of users on their requirements in this domain and how to meet such requirements. d. To encourage countries to use ITU -T Recommendations in this area. e. To provide advice on setting up telecommunications facilities for disabled people around the world. [The ITU, in general, and the D sector in particular, may, perhaps, provide a continuing service in this area.] It was agreed that a small exhibition should be associated with the workshop to allow manufacturers and the ITU to show their products and information. Mr. Maniewicz, from the BDT, attended the final part of the meeting and was able to give some useful information about the possibilities associated with Telecom World 2003; one was to have a workshop in parallel with the forum activities and the other was to have a half-day session as part of the Telecommunications Development Symposium (TDS). The latter option was preferable because

4 - 4 - of the guaranteed attendance from the government and regulatory authorities of the developi ng countries. He suggested the format of two keynote presentations followed by a panel discussion with brief presentations from the panel members. The committee which decides on the content of the TDS has not yet had its first meeting so we are in good time. Mr. Kisrawi pointed out that there is to be a global regulators symposium in December 2002 and it might be a useful place to make some publicity for the workshop. Ms. Saks pointed out that the conference of the World Federation for the Deaf, in July 20 03, could be an alternative venue to the TDI conference. Unfortunately, there was insufficient time to make further investigations. Outgoing Liaison Statements No outgoing liaison statements were considered necessary. Any Other Business It was agreed to ask for one interim meeting, possibly at the same location as the Q11/16 meeting. The meeting was then closed. Terms of Reference Document Introduction In Document D240, the USA proposed that Q.H/16 undertakes the definition of a set of requirements for the development of a new or revised Recommendation leading to the transport of textphone signals over systems similar to those in V (V.moip). This suggestion was agreed by the Q.H/16 group. In addition, the group agreed that work shoul d start on other methods of transporting text over IP networks. Contributions on this topic are encouraged. Terms of Reference The basic requirement of all the work described below is to provide character -by-character real time text communication systems u sing IP networks as the transport mechanism. These systems should be intended for use by all conversational service users, including are intended for use by deaf, deafblind, speech-impaired etc. persons. The mechanisms should allow text only transmission a s well as combinations with other media such as video and voice. The following list describes the activities necessary: 1. To define the types of textphone connection call cases that should be supported by Text over IP (ToIP). This would include the use of voi ce modes such as alternating voice and text, simultaneous voice and text, voice carry over (VCO) as well as interoperability in PSTN with the modulation modes supported by V.18. This information would become the requirements for the work of other Questions such as Q2/16, Q3/16 and Q11/16. Co-existence of MoIP and ToIP

5 - 5 - should be studied. Liaison will be required with TIA TR30.1. This work is considered to be high priority. 2. To monitor and co -ordinate work in other Questions as a result of these requirements. 3. To create a document, probably a Recommendation, which would make use of existing mechanisms for transmission of text over IP networks. Some ITU examples are H.248.2, H.323, H.323 Annex G, T.120, T.134, T.140 etc. Some non -ITU examples of these mechanisms are RFC 2793, SIPIRC, Instant Messaging (IM), Telnet etc. Liaison may be necessary with IETF and SIPPING. 4. To study the solutions developed forpossible application of the above techniques to the mobile environment, and ensure interoperability when appropria te, this will involve liaison with SSG and the 3GPPs. 5. To create a guideline document for the use of the Total Conversation concept. This document would appoint defaults among reduce the options available to ensure compatibility. 6. To create appropriate service definitions in collaboration with Q.C/16.
