10 Text-to Overview May 15, 2014 the 4 major carriers GA Text-to Availability: All subscribers with a text-capable phone and appropriate service plan Not limited to deaf and hearing impaired community PSAP have an option to Opt-In : PSAP must explicitly Opt In for one of three delivery options mandated by the FCC PSAPs are not obligated to obtain Text-to capability In areas where there is no PSAP text coverage, the texter receives the default message: Please make a voice call to. There is no text service to available at this time. Aug. 8, 2014: FCC new rule expands text-to to apply to all wireless carriers and to interconnected text messaging providers to offer text-to capabilities by the end of 2014

12 Standards NENA i3: Text-to is SMS based i3 supports multimedia messaging emergency service (MMES) MSRP with location PIDF-LO included in the SIP invite message ATIS: J-STD-110 defines the text flow from the point of origination through the TCC Defines TCC gateway to NG9-1-1 i3 protocol Defines the three text delivery methods: Direct IP, Web Interface, TTY What the ATIS Standard does not provide: MMS support Multi-targeted SMS text communication, Prioritization or Roaming Logging Until NG9-1-1 both ATIS and NENA i3 together are needed to ensure delivery of text from the originating point to the PSAP

13 TCC Text Control Center There are two TCC providers: Intrado and TCS Major carriers work with one TCC provider: Verizon Wireless - TCS T-Mobile - TCS AT&T - Intrado Sprint Intrado Both Intrado and TCS aggregate texts in their TCC and support carrier interoperability Other vendors have Terminating TCC (T-TCC) functionality and will receive text routed through Intrado or TCS

15 Direct IP / Integrated Handling Elegant way to process text at the call taking position Future proof: i3 based solution CAD integrated CPE Voice capacity not impacted - texts travel across separate networks Requires private IP (ESInet) connection to TCC Requires upgrade to CPE capability of receiving IP messages on standard i3 interface

16 Web Interface PSAP must have public internet connectivity into workstations PSAP workstations must have web browser capability (IE 8, Chrome or Firefox) Additional screen adds to desktop real-estate Voice capacity not impacted - texts travel across separate networks

17 TTY Text Telephone SMS converted to TTY before it is sent to network TTY messages sent to PSAP s Selective Router for delivery to the PSAP TTY call station PSAP should bid ALI with ESRK/p-ANI for coarse (e.g. cell site) location of the subscriber Use of existing voice circuits Half-duplex technology no simultaneous text messaging Limited character set - potential for garbling (TTY is based on Baudot tones)
