1 CALL FOR EXPRESSION INTEREST FOR THE CONSULTANT TO CONDUCT PROJECT EVALUATION OF SIGN LANGUAGE TRAINING AND DEVELOPMENT OF DEAF EDUCETION IN TANZANIA PROJECT FUNDED BY DEAF CHILD WORLDWIDE AND IMPLEMENTED BY TANZANIA ASSOCIATION OF THE DEAF CHAVITA IN DAR ES SALAAM, TANZANIA 1. Background of the assignment The Tanzania Association of the Deaf (CHAVITA), in collaboration with the Department of Foreign Languages and Linguistics, University of Dar es Salaam is implementing a three years project titled Sign Language Training and development of Deaf Education in Tanzania funded by the Deaf Child Worldwide (DCW). The project aims to enhance the learning environment for 200 deaf children and young people in deaf units within 3 mainstream day schools based in Twiga, Msasani and Mugabe (Dar es Salaam) so that they are better able to participate meaningfully in their primary education. The project also aims to improve the communications skills between parents/carers and their deaf children and young people so that they are better able to support their children with their learning at home. The overall objective of project is to contribute to the improvement of academic performance of deaf children through enhancement of communication among deaf children, and between deaf children and their immediate service providers. Project Outcomes Increased number of competent TSL Interpreters by 30% Improved TSL Skills of 40 SNE teachers in 3 pilot schools in Twiga, Msasani and Mugabe in Dar es Salaam Region. Enhanced use of appropriate medium of instruction in 3 pilot schools for deaf children. Enhanced teaching methodology for 200 DCYP in 3 pilot schools. Increased ability of 200 Parents/Carers of the children in the 3 pilot school to better able to support their DCYP with their learning at home. 1. Purpose/objectives of the evaluation The overall objective this evaluation is to provide the project partners with sufficient information about the project performance in the 3 years (its relevancy, efficiency, 1

2 effectiveness, impacts and sustainability), document lessons learned and provide practical recommendations for future improvements. Therefore, the practical recommendations emerging from this final evaluation will: Inform and guide the design of future funded projects; Generate information on the level of achievement of the intervention objectives The Specific final Evaluation objectives are built on key issues of: relevance, efficiency, effectives, impact and sustainability as described below: 1. Assess the relevance of the project design (its activities and objectives) in addressing the key issues in the target groups; 2. Assess to what extent the available resources have been used in delivering the project outputs/results, in terms of quantity, quality and timeliness (efficiency). 3. Assess the major achievements of the project to date in relation to its stated objectives and intended results. 4. Asses to what extent the project is contributing to a long-term positive effect on the entire deaf community 5. Assess whether the positive outcomes of the project at purpose level are likely to continue after the project (sustainability). 2. ToR OF THE Evaluation Issues to be Studied and Key Questions 2.1. Relevance of Project Design Assess the appropriateness and relevance of the project design and activities towards expected goal, purpose and outputs; and assess what adjustments have been made if any. To what extent does the project respond to priority issues (does the project address the needs of the target groups?) To what extent was the project strategy and activities implemented relevant in responding to the needs of deaf children? Do stakeholders care about the project and believe it is necessary? Are there any major risks that were not being taken into account? 2.2. Efficiency of Planning and Implementation Assess to what extent the available resources have been used economically in delivering the project outputs/results, in terms of quantity, quality and timeliness (efficiency). How efficiently and timely has this project been implemented and managed in accordance with the Project Proposal? What % of activities in the workplan has been delivered? Have resources been used in line with plan? Has monitoring data being collected as planned, stored and used to inform future plans To what extent has learning processes been demonstrated? 2

3 2.3. Effectiveness Assess the major achievements of the project to date in relation to its stated objectives and intended results/outputs. To what extent has the project contributed in making the target parents of deaf children and education stakeholders functional and engaged in sustainable Tanzania Sign Language training? (Focus on key quantitative and qualitative evidences possible); To what extent has the project contributed to increased sign language literacy and minimise communication barriers for the target groups? To what extent has the project generated positive (or negative) changes in lives of deaf children? What are the internal and external factors contributed to achievement and or failure of intended project goal, outcome and outputs? 2.4. Impact Assess the extent to which the benefits received by the target beneficiaries had a wider overall effect on larger numbers of deaf people or the community. To what extent is the project contributing to a long-term positive effect on deaf society and the entire community? How has CHAVITA helped to make a difference in the lives and education of deaf children? 2.5. Sustainability and replication Assess whether the positive outcomes of the project at purpose level are likely to continue after the project (sustainability). To what extent have the key stakeholders accepted and owned the project objectives and achievements? Will the project contribute to lasting benefits? Which organisations/stakeholders could/ will ensure continuity of project activities in the project area? What practical recommendations can be made for the sustainability and replication of the project? 3. Methodology The evaluator will use the following key data collection methods: a. Document Review: The evaluator will review: the baseline report; project proposals (budget and activity plans); project reports (narrative and financial) and any other documents deemed critically important for the evaluation; b. Interviews: Freely structured interviews will be conducted with key informants (project staff, parents, teachers, Special Needs Education Officers and service providers); c. Focus Group Discussions with members of parent clubs and teachers in schools of deaf children. 3

4 4. Timeline The entire evaluation will take no more than 20 days. The schedule below is a guide for the evaluator in planning his/her activities over the period. Requirements and qualifications The consultant should have: Master s degree in Language Studies, Social Studies or any related background; Excellent knowledge and experience in disability development context Demonstrated knowledge of project evaluations and possess strong analytical skills. Thorough Knowledge and experience working in the East African region with bias in Tanzania; Strong interpersonal and communication skills; Excellent spoken and written English and Swahili; Call for Expression of Interest (EoI) 4
