3 Key Principles: 1. Deaf children and young people have the same rights and requirements to education as their hearing peers but have distinctive needs. 2. All deaf and hearing impaired young people have access to an education which meets their individual needs and will promote their being independent children and young people, and self determining members of society. 3. An equitable, cohesive, nationally coordinated service for all deaf and hearing impaired young people is provided in a timely manner from birth to the completion of their school years. and 15 more Principles

5 A summary of re- definitions of roles and responsibilities. AoDC to have an Early Years focus and increasingly work with babies and children from birth to Year 3 at school. Deployment shift of responsibility for Year 4 plus students at school non ORS to the Deaf Education Centres DECs continue to take a leadership role in the provision of specialist teaching services to students ORS verified due to hearing loss.
6 A summary of re- definitions of roles and responsibilities continued... MoE responsible for all new referrals from birth to Year 3. DECs responsible for all new referrals for Students Year 4 to Year 13. Note All referrals sent to MoE -no change. MoE responsible for assistive technology and equipment for students from birth to Year 3 at school DECs responsible for assistive technology and equipment for students Year 4 to Year 13 at school.
