1 Puget Sound Energy Transmission Available Transfer Capability Implementation Document Version Posted: February 14, 2014 Version Effective: February 14, 2014 Revision No.: 0.4 Section 1 Purpose: This Available Transfer Capability Implementation Document (ATCID) contains the required information as specified in NERC MOD-001-1a, R3. Section 2 NERC-defined terms: ATC F is the firm Available Transfer Capability for the ATC Path for that period. ATC NF is the non-firm Available Transfer Capability for the ATC Path for that period. CBM is the Capacity Benefit Margin for the ATC Path during that period. CBM s is the Capacity Benefit Margin for the ATC Path that has been scheduled during that period. counterflows F are adjustments to firm Available Transfer Capability as determined by the Transmission Service Provider and specified in their ATCID. counterflows NF are adjustments to non-firm Available Transfer Capability as determined by the Transmission Service Provider and specified in its ATCID. ETC F is the sum of existing firm commitments for the ATC Path during that period. ETC NF is the sum of existing non-firm commitments for the ATC Path during that period. GF NF is the non-firm capacity set aside for grandfathered Transmission Service and contracts for energy and/or Transmission Service, where executed prior to the effective date of a Transmission Service Provider s Open Access Transmission Tariff or safe harbor tariff. NITS NF is the non-firm capacity set aside for Network Integration Transmission Service serving Load (i.e., secondary service), to include losses, and load growth not otherwise included in Transmission Reliability Margin or Capacity Benefit Margin. NITS F is the firm capacity reserved for Network Integration Transmission Service serving Load, to include losses, and Load growth, not otherwise included in Transmission Reliability Margin or Capacity Benefit Margin. NL F is the firm capacity set aside to serve peak Native Load forecast commitments for the time period being calculated, to include losses, and Native Load growth, not otherwise included in Transmission Reliability Margin or Capacity Benefit Margin. 2 OS F is the firm capacity reserved for any other service(s), contract(s), or agreement(s) not specified above using Firm Transmission Service as specified in the ATCID. OS NF is the non-firm capacity reserved for any other service(s), contract(s), or agreement(s) not specified above using non-firm transmission service as specified in the ATCID. Postbacks F are changes to firm Available Transfer Capability due to a change in the use of Transmission Service for that period, as defined in Business Practices. Postbacks NF are changes to non-firm Available Transfer Capability due to a change in the use of Transmission Service for that period, as defined in Business Practices. PTP F is the firm capacity reserved for confirmed Point-to-Point Transmission Service. PTP NF is non-firm capacity reserved for confirmed Point-to-Point Transmission Service. ROR F is the firm capacity reserved for Roll-over rights for contracts granting Transmission Customers the right of first refusal to take or continue to take Transmission Service when the Transmission Customer s Transmission Service contract expires or is eligible for renewal. TRM is the Transmission Reliability Margin for the ATC Path during that period. TRM U is the Transmission Reliability Margin for the ATC Path that has not been released for sale (unreleased) as non-firm capacity by the Transmission Service Provider during that period. TTC is the Total Transfer Capability of the ATC Path for that period. Page 2 of 13
3 Section 3 PSE Application of defined terms: CBM value is currently zero. It is PSE s practice to not maintain CBM. See the PSE OASIS for a posted CBMID. CBM s will not be a value of anything other than zero (see above). counterflows F are not used in the PSE ATC process. No firm counterflows are included from any tag using either firm or non-firm TSRs (MOD-001-1a, R3.2). counterflows NF are equal to counter schedules based on Confirmed or Implemented e-tags (MOD-001-1a, R3.2). OS F value is currently zero. PSE provides no other firm services which are not defined in the ATCID. OS NF value is currently zero. PSE provides no other non-firm services which are not defined in the ATCID. Postback is equivalent to a recall, performed by PSE Transmission. A recall will show up as capacity posted back to Available Transfer Capability for the period it has been recalled. Postbacks include: Annulment of the reservation Redirect of transmission service on a firm basis Recall of transmission capacity Releasing of unscheduled firm as non-firm ATC A posted document of the PSE Postback Methodology is available on the OASIS. TRM value is currently zero. PSE does not set aside TRM capacity for any paths. See the PSE OASIS for a posted TRMID. TRM U value is currently zero. PSE does not set aside TRM capacity for any paths. 8 Section 6 - Specific Information by Path (MOD-001-1a, R3.1) All modeling data used for those paths studied as part of MOD-029, R2 is collected from the posted WECC base cases. The WECC base case process includes input from all northwest entities, including PSE as well as those utilities connected to the PSE system (e.g. BPA, SCL, TPWR, SnoPUD, and those at the Mid-Columbia). A full analysis of applicable cases, including the allocation amounts, is in the TTC studies posted on the PSE OASIS site ( PSE TTC Algorithms ) and is available upon request (MOD-001-1a, R3.3, R3.4, R3.5) For accurate transmission information, including Hourly and Daily availability, please check the transmission offerings on the PSE OASIS. Part External Paths MIDC to PSEI.SYS: This is an import path between the Mid-Columbia trading hub and the Puget Sound Energy Balancing Authority, and is a component of Path 4, West of Cascades North, in the WECC Path Rating Catalog. PSE s allocated TTC in the east to west direction has been recognized by the path owner/operator BPA. PSE limits firm sales on the path to the allocated rights of 450 MW. PSEI.SYS to MIDC: This is an export path between the Puget Sound Energy Balancing Authority and the Mid- Columbia trading hub, and is a component of Path 4, West of Cascades North, in the WECC Path Rating Catalog. PSE s allocated TTC in the east to west direction has been defined by the path owner/operator BPA. Because of the inability to develop a reliability-limited flow in a direction counter to prevailing flows, this rating has not been established and is deemed to be the equal to the import rating per MOD-029, R2.2. PSE limits firm sales on the path to 450 MW, matching the import level. PSEI.SYSTEM to BC.US.BORDER This is an export path between the Puget Sound Energy Balancing Authority and British Columbia, and is a associated with Path 3, Northwest to British Columbia, in the WECC Path Rating Catalog. PSE s allocated TTC in the south to north direction is defined by PSE s contract with the path owner/operator BPA. PSE s TTC can vary hour by hour depending on the path operator s studies. BC.US.BORDER to PSEI.SYSTEM This is an import path between British Columbia and the Puget Sound Energy Balancing Authority, and is a associated with Path 3, Northwest to British Columbia, in the WECC Path Rating Catalog. PSE s allocated TTC in the north to south direction is defined by PSE s contract with the path owner/operator BPA. PSE s TTC can vary hour by hour depending on the path operator s studies. COLSTRIP to BROADVIEW This is a jointly owned path associated with the Colstrip Transmission project, and is a component of Path 10, West of Colstrip, in the WECC Path Rating Catalog. Path 10 TTC in the east to west direction, and PSE s allocated rights, have been defined in the WECC Path Rating Catalog and by the Colstrip Project Transmission Agreement. PSE limits sales on the path to the allocated rights of 746 MW. Page 8 of 13
9 BROADVIEW to TOWNSEND This is a jointly owned path associated with the Colstrip Transmission project, and is a component of Path 9, West of Broadview, in the WECC Path Rating Catalog. Path 9 TTC in the east to west direction, and PSE s allocated rights, have been defined in the WECC Path Rating Catalog and by the Colstrip Project Transmission Agreement. PSE limits sales on the path to the allocated rights of 758 MW. BPAT.PSEI to PSEI.SYSTEM This is a system import path between the BPA Balancing Authority and PSE. For this path, TTC has been defined by system performance studies in accordance with NERC/WECC planning criteria (MOD-029, R2.1) and performed by PSE. A TTC study is available upon request ( PSE TTC Algorithms ). PSEI.SYSTEM to BPAT.PSEI This is a system export path between PSE and the BPA Balancing Authority. Because of the inability to develop a reliability-limited flow in a direction counter to prevailing flows, this rating has not been established and is deemed to be the equal to the import rating per MOD-029, R2.2. The import TTC has been defined by system performance studies in accordance with NERC/WECC planning criteria (MOD-029, R2.1) and performed by PSE. A TTC study is available upon request ( PSE TTC Algorithms ). CENTRALIA to PSEI.SYSTEM This is a system import path between the Centralia power plant and PSE. For this path, TTC has been defined by system performance studies in accordance with NERC/WECC planning criteria (MOD-029, R2.1) and performed by PSE. A TTC study is available upon request ( PSE TTC Algorithms ). Use of Tono phase shifter for this path discussed in that document. SCL.SYSTEM to PSEI.SYSTEM This is a system import path between the SCL ( Seattle City Light ) Balancing Authority and PSE. For this path, TTC has been defined by system performance studies in accordance with NERC/WECC planning criteria (MOD-029, R2.1) and performed by PSE. A TTC study is available upon request ( PSE TTC Algorithms ). PSEI.SYSTEM to SCL.SYSTEM This is a system export path between PSE and the SCL Balancing Authority. Because of the inability to develop a reliability-limited flow in a direction counter to prevailing flows, this rating has not been established and is deemed to be the equal to the import rating per MOD-029, R2.2. The import TTC has been defined by system performance studies in accordance with NERC/WECC planning criteria (MOD-029, R2.1) and performed by PSE. A TTC study is available upon request ( PSE TTC Algorithms ). SNOH.PUD to PSEI.SYSTEM This is a system import path between Snohomish PUD and PSE. For this path, TTC has been defined by system performance studies in accordance with NERC/WECC planning criteria (MOD- 029, R2.1) and performed by PSE. For this path, TTC has been defined by system performance studies in accordance with NERC/WECC planning criteria (MOD-029, R2.1) and performed by PSE. A TTC study is available upon request ( PSE TTC Algorithms ). PSEI.SYSTEM to TPWR.STAR This is a system export path between PSE and the TPWR Balancing Authority. Because of the inability to develop a reliability-limited flow in a direction counter to prevailing flows, this rating has not been established and is deemed to be the equal to the import rating per MOD-029, R2.2. The import TTC has been defined by system performance studies in accordance with NERC/WECC planning criteria (MOD-029, R2.1) and performed by PSE. A TTC study is available upon request ( PSE TTC Algorithms ). WINDRIDGE to MIDC This is an export path between the PSE Wind Ridge substation and the Mid-Columbia trading hub (at Wanapum dam). In accordance with NERC/WECC criteria, the path TTC is limited to contract capacity (MOD-029, R2.3). By arrangement with Grant County PUD, PSE s allocated TTC in the west to east direction is limited to 370 MW. System performance studies performed by PSE show this limit can be achieved without impacting reliability. A TTC study is available upon request ( PSE TTC Algorithms ). JOHNDAY to COB This is an export path to the California-Oregon border from the BPA intertie point at John Day. PSE s allocated TTC in the north to south direction is defined by the path owner/operator BPA. PSE s rights vary by hour depending on curtailment status. COB to JOHNDAY This is an import path to the BPA intertie point at John Day from the California-Oregon border. PSE s allocated TTC in the south to north direction is defined by the path owner/operator BPA. PSE s rights vary by hour depending on curtailment status. Page 10 of 13
11 Part Internal Paths The internal paths posted on the PSE OASIS are for loads and generation not served or managed by the PSE merchant function. The bulk of these postings are radial paths. For those loads and/or generation that are served off of a shared bus or substation equipment (e.g. transformer), the posted TTC is deemed to be a contractual amount per MOD-029, R2.3 In the case of a dedicated transformer, the posted TTC is considered equal to the largest amount of load that may be served at that point (i.e. transformer rating considered equivalent to maximum flow). This is consistent with the temporary approach to MOD-029 R2.1 (per NERC) where thermal ratings are used in flow limited path TTCs. PSEI.SYSTEM to BLAINE Contractual TTC is based on peak projected customer demand. WECC case load at bus # PSEI.SYSTEM to KITTITAS Contractual TTC is based on peak projected customer demand. PSEI.SYSTEM to SEATAC Contractual TTC is based on peak projected customer demand. WECC case loads at bus #s and (Bus is shared between PSEI and customer). PSEI.SYSTEM to SUMAS Contractual TTC is based on peak projected customer demand. WECC case load at bus # PSEI.SYSTEM to TANNER.AL Contractual TTC is based on peak projected customer demand. WECC case load at bus # and limiting facility is PSE-owned portion of tap to Tanner (Ames Lake). PSEI.SYSTEM to TANNER.LB Contractual TTC is based on peak projected customer demand.
