2 General Information on Afghanistan - Afghanistan, is a mountainous land-locked country located in Central Asia - The exact population of Afghanistan is unknown, however, it is estimated to be somewhere close to 32 million. - Total of 5,529 km border with countries - Total land area is 652,000 sq. km - Located, Southern Asia, north and west of Pakistan, east of Iran, south of Tajikistan, Uzbekistan and Turkmenistan and west of China. - Total of 5,529 km border with countries that is with China- 76 km, Iran- 936 km, Pakistan- 2,430 km, Tajikistan- 1,206 km, Turkmenistan- 744 km and Uzbekistan- 137 km Da Afghanistan Brishna Sherkat (DABS) 2
3 Current Energy Policy and measures Afghanistan Energy Infrastructure, generation, transmission and distribution were almost destroyed over the past three decades due to the war and conflict. Four ministries have direct contacts with the energy 1.Ministry of Energy and Water (electricity generation (hydro, imports),transmission, distribution) 2.Ministry of Mines (oil, gas, coal) 3.Ministry of Rural Rehabilitation and Development (rural electrification) 4.Ministry of Commerce and Industries (liquid fuels) Da Afghanistan Brishna Sherkat (DABS) 3
4 Current Energy Policy and measures The government of Afghanistan corporatized the National electricity service department Da Afghanistan Breshna Sherkat (DABS) on May 2008 DABS shares are owned by Ministry of Finance 45% Ministry of Energy and Water 35% Ministry of Economy 10% Ministry of Urban Planning and Development 10% Da Afghanistan Brishna Sherkat (DABS) 4

7 Past Energy demand and supply In 1980, the per capita energy consumption of Afghanistan was Fourth in the region, greater than that of Sri Lanka and Bangladesh By 2004, per capita consumption had fallen drastically from slightly less than 2 million BTU per person Da Afghanistan Brishna Sherkat (DABS) 7

9 current Energy demand and supply For instance, in Kabul, around 70% of households are connected; while in 2001, only 6% of Kabul city had access to electricity. metered connections increased nearly three and a half times between 2003 and 2010, from 227,000 to 786,449 connections Moreover, revenue collection of DABS-Kabul has improved by 59%, the technical and commercial losses have decreased by 12% from 50% to 38%. Afghanistan s installed energy capacity has increased by around 139%, from approximately 430MW in 2001 to 1029MW in 2009 overall supply of electricity has almost tripled between 2006 and Da Afghanistan Brishna Sherkat (DABS) 9
10 current Energy demand and supply For instance, in 2006 domestically generated hydro and thermal power accounted for nearly 50% and 17% of power production respectively; whereas in 2011 hydro power constituted only 26% and thermal power 1.3% of the annual power production. 15 Meeting the Future Energy Demand Both sources of power, local generation as well as import from neighboring power systems will be required to cover the expected demand growth 1- Local Generation - Hydropower resources: 12 potential hydro power options are available. Gas and Coal resources: Renewable energy : Sheberghan gas and Bamyan coal Solar 2- Import from neighboring systems - Turkmenistan Ongoing project TKM-AFG interconnector 300 MW northwest Afghanistan Possible increase of supply on the new interconnector up to 1000 MW - Uzbekistan Present supply is limited to 300 MW due to constraints of transmission capacity - Tajikistan - Iran Continue of seasonal Import in spring and summer up to 300 MW Continue of in feed to bordering regions Nimruz and Herat Da Afghanistan Brishna Sherkat (DABS) 15
16 Generation and Transmission Required Domestic generation as well as import from neighboring power systems will be required to cover the expected demand growth in Afghanistan. - In short term Increase import from Turkmenistan, Uzbekistan Utilization of Sheberghan gas, Balance of energy mix HPP/TPP - In mid term Construction of further hydro power plants Development of coal resources for thermal power plants, required imports will be decreased to 33% from total energy consumption, 16

18 Recent Outcomes Supplies are Production and Imports which belong to Routing (Transmission Lines) The availability of power in Afghanistan has improved significantly over the last two years 105MW thermal power plant at Tarakhil was commissioned in 2009 North Eastern Power System improved power imports from Uzbekistan was commissioned in 2010 and added an extra 550MW capacity to the regional grid Rehabilitation of Hydro Stations serving Kabul i.e Naghlu, Sarobi, Mahipar Da Afghanistan Brishna Sherkat (DABS) 18
