Chemical Food contaminants Dr. Ziva Hamama Food Control Service Environment and Health in Israel Workshop January, 207
Food Contaminants Substances that are unintentionally added to food and may be present in certain foodstuffs due to environmental contamination, cultivation practices or production processes and can pose a threat to human health. Some contaminants are formed naturally (mycotoxins, etc), carried over to food from water, air or soil (heavy metals, dioxins, PCBs, radionuclides, etc), or created as a by-product of the food production process itself (acrylamide). Exposure to these contaminants is linked to a wide range of negative health effects as impact on cognitive development, cancer, damage to the reproductive system, etc.
Relevant Policy and Regulations Responsible ministries: Ministry of Health food including food of animal origins that is on the market. Ministry of Agriculture feed, meat, poultry and egg products premarketed. EU: EFSA - Risk Assessment EU Commission setting regulations EU member states control and enforcement on the market and at EU borders. USA: FDA Food including milk and diary products USDA - Meat, Poultry and Egg products
Recent Policy and Regulatory Developments The new food law (public health protection law (food), 205) prohibits the production, import or sales of food containing toxic contaminants at levels exceeding the permitted maximum levels specified in regulations or guidelines. Updated guidelines for maximum levels of heavy metals. Includes expansion to a wide range of food categories and reducing the MRLs were previously. Updated requirements regarding levels of Polycyclic Aromatic Hydrocarbons (PAHs). Updated melamine levels in food for infants and all other foods. Directive for maximum levels of dioxins, furans, DL-PCBs NDL-PCBs. A significant update of the Mycotoxins regulations (in progress)
Data Annual monitoring of mycotoxins and pesticides in foodstuffs that are on the market across Israel, according to a sampling plan. Periodic surveys based on risk assessment and prioritization (mercury in fish, arsenic in rice and rice products, dioxins furans and DL-PCBs in food of animal origin, PAHs in smoked food, etc). The Veterinary Services at MoAg conduct annual surveys of food of animal origins according to the decisions of a steering committee coordinated jointly by the MoH and MoAg.
Data Reports that includes data and analysis of the data from monitoring programs and surveys are published on the Food Control Service website. Exposure assessments marketing diet based on marketing data, old MABAT surveys when data were available. MABAT surveys - designed to collect information on the nutritional habits of Israelis, focusing on food quantities and types, food groups and composition of meals, also health-related behaviors (smoking, alcohol consumption, physical activity) and anthropometric characteristics of the population (weight, height, BMI ect.)

publications Guidelines for maximum levels of heavy metals and tin in foodstuffs. The Food Control Service published recommendations on arsenic in rice and rice products including the recommendation that infants and pregnant women should consume variety of cereals and not rice as main cereal. Guidelines for maximum levels of dioxins and PCBs in foodstuffs. Report of the survey for the detection and quantification of Polycyclic Aromatic Hydrocarbons (PAHs) in food in Israel. Updated guideline for maximum levels of PAHs in foodstuffs. Updated guideline for maximum levels of melamine in infant food and other foodstuffs. Monitoring report of mycotoxins in food in Israel 204 (205 to be published in the next few months).
Progress on Goals Cited in 204 Report Survey on aluminum The survey was conducted, analysis of the results is in progress. Survey on PAHs the survey included 32 samples of smoked meat and fish products, cocoa, infant formulas, vegetable oils and commercial smoking extracts. sample exceeded the MRL. Calculated MOE>0,000 also for high consumers and infants at 97 th percentile of weight. Evaluate levels of heavy metals and radionuclides in crops treated with coal ash - Still under review, a preliminary indication points to the absence of hazardous.
Conclusions and Challenges With the entry into force of the new food law directives and guidelines were legally reinforced. Due to limited reassures we use targeted sampling plans for the different surveys and the monitoring of mycotoxins and pesticides. Creating database of food consumption based on MABAT surveys will enable a more precise and accurate exposure assessment for the general population and for different subgroups (children, pregnant women, vegetarians, etc.)
