4 Rules of metrological testing for net quantity of wheat flour products in prepackages with fixed content Due to the characteristics of wheat flour products in prepackages with fixed content (hereinafter referred to as wheat flour products ), the moisture is extremely susceptible to season, storage environment, storage time and other factors, resulting in changes in moisture, thereby causing changes in net quantity. Therefore, the rules of metrological testing for net quantity of wheat flour products in prepackages with fixed content (hereinafter referred to as these Rules ) are formulated to protect the interests of consumers, producers and sellers, in accordance with the requirements of AQSIQ Decree No. 75 Administrative Measures for Metrological Supervision over Products in Prepackages with Fixed Content. These Rules are a supplement of JJF Rules of metrological testing for net quantity of products in prepackages with fixed content. 1 Scope These Rules specify the metrological requirements, metrological testing, result evaluation and report, methods for sampling and sample reduction, methods for determination of moisture content, methods for tare removal, original testing records and testing report format of the wheat flour products. These Rules are applicable to the metrological supervision and inspection, arbitration and verification for net quantity of wheat flour products in the fields of production and circulation. The entrusted testing may be carried out with reference to these Rules. The units for the production and sales of wheat flour products may also be tested with reference to these Rules. The wheat flour products to be tested shall be the products passing the producer self-testing, or the wheat flour products imported and distributed by the sellers. These Rules are applicable to the wheat flour products using paper, non-woven fabrics, woven bags and other breathable materials as packaging. 2 Normative references JJF Rules of metrological testing for net quantity of products in prepackages with fixed content Page 5 of 33

5 5.3 Testing equipment and appliances Scale or balance: It has been verified to be qualified. The accuracy level and division value shall conform to the requirements of Subclause 5.1 in these Rules Sampling tools Powder grain sampler USE a powder grain sampler to sample the test pieces for the determination of moisture in wheat flour products. The total length is about 55cm. The opening is about 35cm long and 0.6cm to 0.7cm wide, and the maximum external diameter of its sharp end is about 1cm Vessels containing the moisture samples to be determined a) The vessels shall be clean and have a good airtight performance, with no insects, leakage or contamination. b) Sample bags: small pockets made of polyethylene and other plastics, with a bearing capacity of not less than 100g. Sample bottles: ground-glass stoppered flasks in general, with a bearing capacity of not less than 100g Equipment and appliances for moisture determination Electro-thermal constant temperature incubator (hereinafter referred to as constant temperature incubator ); Balance: d = 0.1mg; Dryer with allochroic silica gel (allochroic silica gel can no longer be used once it turns red, and thus it shall be used when totally becoming blue after being dried at 130 C to 140 C); Aluminum case: with an inner diameter of 4.5cm or a diameter of 5.5cm, a height of 2.0cm. 2 aluminum cases shall be prepared at least. 5.4 Testing implementation Determination of inspection lot The inspection lot of wheat flour products shall be the products passing the manufacturer self-inspection, or the wheat flour products in the sales field. The samples taken shall be the wheat flour products of the same batch, the same production date, the same specifications and the same packaging materials. Page 10 of 33

7 requirement Assessment criteria for net quantity Assessment basis If the allowable shortage for net quantity of wheat flour products is specified in the mandatory national standards or mandatory industry standards for wheat flour products, the assessment shall be performed as specified; if not specified, the assessment shall be implemented in accordance with the assessment criteria in Subclause of these Rules Assessment criteria Under one of the following circumstances, the inspection lot of the wheat flour products on the production site or in the circulation field will be assessed as nonconforming: a) The mean actual quantity of sample (or mean actual quantity of sample after moisture correction) is less than labeled net quantity minus correction of the mean actual quantity of sample λ s (or correction of the mean actual quantity of sample after moisture correction); b) The number of single wheat flour products whose shortage of the actual quantity (or actual quantity after moisture correction) is greater than the allowable shortage, less than or equal to twice the allowable shortage exceeds the quantity specified in Column 4 of Table 4; and c) There are one or more wheat flour products whose shortage of the actual quantity (or actual quantity after moisture correction) is greater than twice the specified allowable shortage. 6.2 Testing report The testing report shall be accurate and complete. The conclusions shall be drawn according to the provisions of Subclause 6.1 Assessment criteria. The descriptions shall be documented. The general conclusion in the testing report shall be drawn based on the testing results and in accordance with the following circumstances: a) If the label and net quantity of the inspection lot are conforming, the general conclusion will be as follows: the net quantity label and net quantity of this inspection lot are conforming; b) If the label of the inspection lot is conforming while the net quantity is nonconforming, the general conclusion will be as follows: the net quantity label of this inspection lot is conforming while the net quantity is nonconforming; c) If the label of the inspection lot is nonconforming while the net quantity is conforming, the general conclusion will be as follows: the net quantity of Page 14 of 33

8 Annex B Methods for determination of moisture content B.1 Determination of actual moisture in wheat flour by drying to the constant weight at 105 C B.1.1 Constant temperature The temperature in the constant temperature incubator shall be adjusted to 105 C ± 2 C. B.1.2 Drying the aluminum case to the constant weight PLACE a clean and empty aluminum case in a constant temperature incubator. TAKE it out after drying for 30min to 60min. PLACE it in a dryer to cool down to room temperature. TAKE it out for weighing. DRY it for another 30min. WEIGH after cooling (same as above), until the difference between the two weighing values before and after is less than 0.005g. The constant weight is then obtained. B.1.3 Weighing the test pieces WEIGH about 3g of test pieces in the aluminum case of constant weight. Accurate to 0.001g. PLACE the test pieces evenly in the aluminum case. B.1.4 Drying the test pieces to the constant weight PLACE the aluminum case cover on the bottom of the case. PLACE it in an electric blast drying oven. DRY for 3h at 105 C. TAKE the aluminum case out. COVER the lid. PLACE it in a dryer to cool down to room temperature. TAKE it out for weighing. DRY it for another 30min. WEIGH after cooling (same as above), until the difference between the two weighing values before and after is less than 0.005g. If the last weight is higher than the previous one, the previous weight (W2) shall be taken for calculation. B.1.5 Calculation of actual moisture content The actual moisture in wheat flour products shall be calculated in accordance with the Formula (B.1): Where: Page 17 of 33

9 Annex C Methods for tare removal C.1 General C.1.1 Selection of methods Two methods for tare removal are listed in these Rules. Method 1 is mainly applicable to the tare removal during the metrological testing for net quantity of products in prepackages with fixed content when the number of inspection lots is greater than 100. Method 2 is mainly applicable to the tare removal during the metrological testing for net quantity of products in prepackages with fixed content when the number of inspection lots is less than 100. C.1.2 Selection of packages Both the packages that have been applied to the products in prepackages with fixed content and the packages that have not been applied to the products in prepackages with fixed content can be used during the tare determination. If using the packages that have been applied to the products in prepackages with fixed content, common methods shall be used for separating the packages from the product contents. In addition, CLEAN up the remains on the packages and DRY the packages. C.1.3 Measurement of uncertainty The uncertainty of the tare measurement results shall meet the requirements of Subclause 5.1 in these Rules. C.2 Method 1 C.2.1 Scheme determination for tare removal For the testing of inspection lot samples, tare removal can be performed according to the provisions in Table C.1, based on the needs of testing methods and the proportion of tare and labeled net quantity.
