6 CMHL BACKGROUND: HOW WE GOT HERE Understanding that peace officers are often the first responders to a behavioral health crisis. Increasing evidence that providing mental health training and clinical assistance to peace officers results in better outcomes for individuals with behavioral health issues. Recognition that specialty courts can provide more appropriate dispositions for individuals with mental health and substance abuse issues. Seeing the need for a dedicated boundary spanner between the mental health and the criminal justice systems. A Governor who demanded more coordinated and effective services. 6

7 GOVERNOR S NEW INITIATIVE Created in response to recent mental health tragedies including Sandy Hook. To strengthen Missouri s Mental Health System 31 Community Mental Health Liaisons (CMHLs) across Missouri) Funded by DMH and coordinated by Missouri Coalition of Community Mental Health Centers 7

8 GOAL OF THE INITIATIVE 1. To form better community partnerships with crisis systems, law enforcement agencies, and the courts in order to save valuable state and local resources that might otherwise be expended on unnecessary jail, prison, and hospital stays. 2. Improve outcomes for individuals with behavioral health issues who come into contact with the legal system. 8

9 ROLE OF THE CMHL Provide consultation regarding mental health questions. Help navigate access to mental health services. Assist with civil commitment procedures. Answer questions about available CMHC resources & services to address behavioral health issues. Screen potential and existing clients for behavioral health needs and following their cases to monitor treatment. For people with repeat involvement, consulting with case managers to improve coordination of care. 9

10 ROLE OF THE CMHL Assist law enforcement and the courts in locating inpatient psychiatric beds for court-ordered involuntary detentions. Collaborate with local partners in specialty/diversion courts dealing with behavioral health issues. Identify and address structural barriers, miscommunications, and consistent patterns that reduce access to services. Collect data about behavioral health issues that affect law enforcement and the courts. 10

12 SERVICES REFERRED 65% were referred to CMHC outpatient services or connected with their current treatment providers 7% voluntarily entered psychiatric inpatient treatment; 6% were involuntarily committed to psychiatric inpatient treatment; 7% entered inpatient or outpatient substance use treatment (voluntarily or involuntarily); and The remaining individuals were referred to other services (VA, ERE, primary care physician or medical clinic; etc.) 12

13 PARTNERSHIP BETWEEN CIT AND CMHL S CMHL S MAKING THEMSELVES KNOWN TO OFFICERS CMHL S BREAK THE ICE IN RELATIONSHIPS WITH OFFICERS IN ORDER TO FACILITATE OFFICERS USING THEM AS A RESOURCE PROVIDE OFFICER TRAINING AND ASSISTANCE FOLLOW UPS CAN BE DONE AS A TEAM FOR EXTREME CASES HELP OFFICERS UNDERSTAND THE EVER CHANGING RESOURCE POOL. OFFICERS PROVIDE SECURITY WHEN NEEDED FOR CMHL S TO MAKE CONTACTS IN THE COMMUNITY. CMHL S HELP SOFTEN OFFICER S APPROACH AND BUILD RAPPORT. 13

14 STRENGTHENED LAW ENFORCEMENT AND BEHAVIORAL HEALTH Law Enforcement- access to resources and support Behavioral Health Providers- reaching individuals in crisis through a new avenue 14

15 IMPROVED SERVICES AND COMMUNITY RELATIONSHIPS Reduced hospitalizations by linking individuals with outpatient services Starts with LE recognition and link to CMHL Increased awareness and reduced stigma CIT Council partnerships: Missouri CIT Council purpose: to form a collaborative effort of law enforcement, mental health professionals, consumers and family members from across the state, committed to helping and serving individuals with mental illness and other brain disorders, by implementing a statewide CIT Program based on the Memphis model. 15
