5 Public/Private Partnerships A public/private partnership is best described as one that pulls resources from some public entity, such as a local government, and combines it with resources, usually financial, from private philanthropy. The reason behind these types of projects is simple: Local, state, and federal governments simply don t have the means to address the plethora of needs in our communities. Private philanthropy, even with all of our combined resources, can t do this on its own either. 9 Getting Started Identify your gaps Where are you, what s missing, where do you want to be? What will it take to get there? Seek out the assistance of the organizations you already collaborate with for advice, introductions, possible collaborations Find your champions Make a plan and form a team Highlight your work to get community buy-in Identify foundations (or individuals) interested in the areas you address based on their current giving Decide who will represent you, make initial contact, work on proposals, handle stewardship, etc. Who will be the fiscal agent?

16 Homeless Outreach Team GOAL: To bridge the gaps that exist between the police, the homeless, government agencies, and community providers. METHODS: Build personal relationships with those living on the streets. Find out why those living on the streets are not taking advantage of the available help. Network and build relationships with service providers in order to find out what help is available. Match the person with the best provider and then assist that person though the process to the best of our ability.

18 Homeless Outreach Team: Meeting Clients Where They Are Homeless Outreach Team members travel the streets of Houston to help facilitate basic services for homeless clients, many of whom have behavioral health needs, by providing linkage to various resources. Help clients obtain: Social Security Cards Passport Information Birth Certificates Homeless Letters Shelter Referrals Texas Identification Police Department Identification Letters Team maintains a working relationship with many local non-profits and social service providers.

23 Success Through Collaboration The Harris Center for Mental Health & IDD* Largest behavioral and developmental disability care center in Texas. Serves more than 45,000 people each year by offering a full range of community based programs. Partners with hundreds of community advocacy organizations, hospitals, foundations, governmental entities, non-profit groups and others to connect its consumers with the best available care. *Formerly MHMRA of Harris County Houston Police Department Largest police department in Texas. Over 5,300 Classified Employees Over 1,800 Civilian Employees In 2014, HPD responded to 32,544 calls for service coded as mental health related Less than 1% resulted in an arrest On average, HPD officers detain a person in a mental health crisis and file an emergency detention order every 2.5 hours HPD Mental Health Division is the only one of its kind in the nation

25 Joint Programs Crisis Intervention Response Teams Program partners a CIT officer or deputy with a licensed mental health clinician 20 teams, 24/7, city/county-wide Only program in Texas One of three programs nationally OBJECTIVES: Respond to calls involving the most serious mentally ill individuals Conduct proactive and follow-up investigations on chronic mentally ill individuals Respond to SWAT and Hostage Negotiation Team calls as a resource for the scene commander Prisoner assessments at the city jails Transportation of individuals in crisis from local MHMRA clinics to emergency psychiatric facilities Crisis Consumer Stabilization Initiative Designed to identify, engage, and provide services to individuals who have been diagnosed with serious and persistent mental illness and who have had frequent encounters with the Houston Police Department First time City of Houston has funded this kind of program OBJECTIVES: Reduce the number of interactions for clients with serious mental illness with the Houston Police Department Identify unmet needs and barriers in the community Link and coordinate clients with needed mental health treatment and psychosocial services Reduce the number of crisis admissions to local hospitals and ERs

26 Joint Programs 911 Crisis Call Diversion Pilot Project Calls to 911 coded as mental health related but non-imminent risk may be diverted to HelpLine Counselors from The Harris Center co-located on the floor of the Houston Emergency Center Only program of its kind in the nation Two-year pilot began September 2015 OBJECTIVES: The caller to 911 will get immediate triage to determine if there is any immediate risk. If appropriate, the caller will be connected live with a HelpLine Counselor located onsite at the Houston Emergency Center for a complete telephonic assessment. Appropriate referrals will be made as needed, including to The Harris Center s Mobile Crisis Outreach Team, The Harris Center s Crisis Counseling Unit, and/or the NeuroPsychiatric Center. Calls needing immediate emergency services will be connected to a CIRT or back to 911 with a specific dispatch request. HOUSTON ENDOWMENT
