4 What is the Indigenous Research Initiative at the OHTN? The Indigenous Research Initiative relies on the advice and guidance of the Indigenous Research Steering Committee to work with and within Indigenous communities in a good way to address HIV prevention, Treatment and Care for indigenous People Living with HIV or impacted by HIV in Ontario

6 State of the HIV Epidemic among Indigenous Peoples in Ontario, 2014 Key Findings: 1.7x at greater risk to acquire HIV than non-indigenous peoples For Indigenous women: Heterosexual contact (59%) Injection drug use (35%) For Indigenous men: Injection drug use (32%) Sexual contact with men (28%) IDU and sexual contact with men (20%) Heterosexual contact (16%)
7 Summary of Epi data In , 2% of all new HIV diagnoses were among Indigenous people. A higher percent of female diagnoses were Indigenous (7%) compared to male diagnoses (2%) The percent of diagnoses was highest in the Northern Health Region (28%) in Overall, 28% of Indigenous diagnoses were GBMSM, 49% were PWID and 35% were among at-risk women ( ). Recall: new diagnosis is not the same thing as a new infection, missing data on ethnicity for 35% of new diagnoses.

10 Indigenous Frameworks An Indigenous research framework involves rewriting and rerighting the Indigenous position in history and society (Smith, 1999) Core values, beliefs, and healing practices of the Indigenous community are incorporated throughout the research process in a holistic manner
11 2 Eyed Seeing ( Albert Marshall, 2004) learning to see from one eye with the strengths of Indigenous knowledges and ways of knowing, and from the other eye with the strengths of Western knowledges and ways of knowing... and learning to use both these eyes together, for the benefit of all. 11

13 Research principles and program development The Indigenous principles and values that inform research also underpin the development of programs and services designed for prevention, treatment and care of Indigenous people living with or impacted by HIV in Toronto and Ontario
14 Examples of Indigenous research principles Indigenous ways value all forms of knowledge and recognizes the plurality of knowledge that exists (OFIFC USAI Framework) Generated knowledge should be useful and relevant to communities and build capacity (OFIFC USAI Framework) Research should take place in communities, be driven by communities and self determining to construct knowledge in accordance to self determined definitions of what is real and what is valuable (Brandt-Castellano, 2004). As Indigenous People we have always done research, always searched for understanding,ways of being and knowing the world around us in order to survive,we just didn t call it research (Former Chief Norman Bone,Keeseekoowenin First Nation). Indigenous knowledge and privileging Indigenous ways of knowing and doing can be transformed into action through program development
15 Indigenous Research Indicators Indigenous Research differs from community based research Ownership, Access, Possession and Control Principles (OCAP) when working with First Nations Metis and Inuit specific ethical research guidelines Community ethical guidelines and protocols Ontario Federation of Indigenous Friendship Centres (OFIFC) Research framework The Tri- Council Policy on Ethical Conduct for Research Involving Humans TCPS, Chapter 9 ( First Nation, Inuit, Metis) Applications should reference at least one of these but ultimately the focus is on the importance of trust and relationship with the community.
16 Indigenous research/ program considerations Elders and Knowledge Keepers Honararia for client or research participants Childcare, tokens ( lowers barriers to access) Providing financial support for craft activities ( can provide a skill or teachings through traditional activities) Culture is linked to wellbeing and health Food ( sharing a meal is sacred and there are numerous teachings behind the importance of feasting together) Dissemination of the results ( sharing the information with the community is extremely important and funds need to be available to do this in a respectful way. This often includes a community event).
17 Some Method Examples Sharing Circles : Oral method, trust and interconnectedness Traditional activities: Stigma is still a major issue so often an activity is held where HIV is not the sole focus but begins a dialogue Tea : Often with the Elders in a community to develop trust and share knowledge Cultural Programming: Linked to overall well being and wellness
18 Review Considerations Does the application mention any specific frameworks like Two- Eyed Seeing? Does the applicant/team demonstrate an understanding of what an Indigenous approach entails? How will this project impact HIV prevention, treatment and care in Indigenous communities? Is there an opportunity to sustain the program/ project? Is the criteria for the Indigenous stream different from the main funding pool? If so is the criteria developed to privilege Indigenous methods, ways of knowing and doing? Will support be available to applications that may fall slightly short of the required criteria?
