2 Where we have come from... NHS Ayrshire & Arran s five year strategy came to an end in During this time there were a number of important developments. These included: Putting in place the Fresh Airshire smoking cessation and prevention service which offers smoking cessation one to one support, group support or telephone support (call free on ). Developing a Smoke-free homes and cars programme to assist in counteracting the effects of second hand smoke. Working with businesses in developing workplace tobacco policies. Developing school-based smoking prevention programmes. NHS Ayrshire & Arran is now looking at developing a new Tobacco Strategy with our partners and the public. We want to take a comprehensive approach to tackling tobacco and tobacco-related issues in Ayrshire and Arran. The strategy will have a ten-year life span, but will be flexible enough to allow us to alter our action plan should there be new national policy, strategy or legislation. Tobacco remains a key public health priority area both nationally and locally. This continues to be the case, as smoking is the number one cause of preventable death in Scotland.

3 Where we have got to so far... We carried out an engagement exercise in the autumn of We considered the comments received and amended the draft strategy accordingly. It was presented to the NHS Board on the 1 February The areas where we agreed we needed to take some action are: Prevention Developing school and youth-based education and prevention programmes. Changing attitudes towards smoking throughout Ayrshire and Arran so that smoking is no longer seen as acceptable. Targeting specific groups of young people and adults most likely to smoke for example, from deprived areas and looked after and accommodated children and young people. Influencing legislation and policies to further restrict tobacco promotion to young people and young adults. Training in tobacco prevention work and activities. Protection Ensuring shops adhere to age restriction and legislation. Developing non-smoking champions. Developing partnerships with money advice services. Developing a campaign calendar relating to tobacco. Engaging with Community Planning Partners about supporting our tobacco campaigns. Adopting a multi-agency approach to enforcement. Restricting supply of illicit tobacco. Developing an awareness programme about the risks/ harm of illicit tobacco. 3

4 Cessation Targeting smoking cessation support to specific groups for example, pregnant women, children and young people, those living in deprived areas. Increasing numbers of those intending to or thinking about quitting. Increasing referrals from third party sources. Improving prescribing according to need. Developing protocols and policies to support/promote smoking cessation. Building capacity to ensure we can support smoking cessation activity. The NHS Board endorsed the draft strategy for a period of formal consultation with Community Planning Partners and the public. Where we want to be... This booklet forms part of the formal consultation and we would be grateful if you would take the time to contribute your views and comments. This will ensure we implement a strategy and action plan which meets the needs of the population of Ayrshire and Arran. 4

5 How you can help us to get there We have already listened to the views and comments which we received as part of the engagement which took place in the autumn of Almost 90 per cent of those who responded agreed with the vision of Moving towards a smoke free Ayrshire and Arran, and that the key areas we listed for action were appropriate to focus on. We are now seeking further views and comments on the strategy and action plan and we would welcome your views based on the information contained in this document. Over the past 10 years the number of people in Ayrshire and Arran who smoke has reduced from over 30 per cent to 24 per cent. If this action plan is taken forward within the next 10 years do you think it is realistic that we can further reduce the number of smokers to 20 per cent of the population of Ayrshire and Arran?
