2 1. OBJECTIVE The objective of this procedure is to provide a safe working environment by reducing the effects of Environmental Tobacco Smoke (ETS) to all Personnel in Pilbara Ports Authority (PPA) controlled areas. 2. SCOPE All personnel accessing PPA controlled areas and undertaking PPA controlled works are required to comply with this procedure, including employees, contractors, licensees and visitors. 3. DEFINITION TERM Environmental Tobacco Smoke DEFINITION Environmental Tobacco Smoke (ETS) is a complex mix of chemicals and particles and matter that is released into the air from the side stream (burning end) of a cigarette, cigar or pipe. ETS has previously been referred to as second hand or passive smoke. 4. RESPONSIBILITIES ROLE Managers, Superintendents and Supervisors Employees and contractors Licensees Visitors RESPONSIBILITIES Personnel under their control are aware of, understand and comply with the requirements of this procedure. Comply with the requirements of this procedure. Managers and those in supervisory positions must understand and comply with the requirements of this procedure, and seek advice from PPA s Health and Safety Department should they not understand any of the requirements. They also must ensure their personnel comply with the requirements of this procedure. Comply with all reasonable instructions given by your escort. 5. INTRODUCTION Pilbara Ports Authority (PPA) recognises the health effects caused by exposure to ETS as well as the life-threatening diseases linked to the use of all forms of tobacco. A Page 2 of 7
3 6. PROMOTING HEALTHY LIFESTYLES PPA employees who want to stop smoking will be provided with support which may include financial assistance for both an initial medical consultation and a Quit Smoking program. For more information please speak with Human Resources. 7. SMOKING AREAS Smoking within PPA port areas is permitted in designated smoking areas only. Designated smoking areas are identified with specific signage. The areas have been chosen to minimise potential ETS exposure for non-smokers and are: located outdoors; in well ventilated areas with no possibility that the redundant smoke will contaminate indoor areas; located (where possible) away from pedestrian traffic areas and where personnel may be required to work; and provided with cigarette butt bins to control litter and reduce potential fire risk. Any changes to designated smoking areas must meet the above conditions. Smoking is prohibited inside any buildings and in any mobile equipment or vehicles. Smoking is prohibited when undertaking refuelling operations at the fuel facilities. Electronic cigarettes (e-cigarettes) and other personal vaporisers for delivery of nicotine or other substances are only to be used in the designated smoking areas. 8. CIGARETTE BUTT BINS Cigarette butt bins shall be provided at each designated smoking area. Cigarette butts shall be disposed of in cigarette butt bins. Cigarette butt bins at Dampier are emptied regularly under the cleaning services contract. Emptying of cigarette butt bins at Port Hedland is the responsibility of those who use them. Contents shall be wetted with water and placed in a bag to be disposed of in a general waste bin. A Page 3 of 7
