4 Our Policy As of January 1, 2014, Smoking is prohibited on all Campus Property at the University of Illinois at Urbana Champaign, both indoors and outdoors, in university-owned vehicles, and in privately-owned vehicles parked on Campus Property.

5 Why we are smoke-free Create a healthy living, learning and work environment for students, faculty and staff. Protect the entire campus community from involuntary exposure to secondhand smoke Secondhand smoke is a Class A carcinogen No safe level of exposure

6 I am happy to announce that as a result of last year s Illinois Student Senate resolution asking that smoking no longer be allowed on campus, the Urbana campus will become smoke-free late next year. We want to ensure a healthy environment for our entire campus community. There is incontrovertible evidence that smoking is a dangerous addiction and that secondhand smoke affects everyone. -Chancellor Phillis Wise October 17, 2012

8 Additional smoke-free benefits Offer a supportive setting for those trying to reduce or quit tobacco use. Create a cleaner, more beautiful campus. Protect the environment from tobacco related litter. Prevent young people becoming addicted

9 Intriguing info: students Almost 1500 colleges and universities have gone smoke or tobacco-free increasing trend. 99% of people begin smoking by age 26 Shift from occasional to regular use: ages 18 and 26. About 1/3 of youth who continue smoking into adulthood will die prematurely from tobacco-related disease. 87% of Illinois students believe secondhand smoke is hazardous. 71% said they were exposed to secondhand smoke on campus (2012).

10 Intriguing info: worksite : Smoking-attributable health care costs & productivity losses totaled 193 billion per year. Smokers are absent from work seven to 10 more days per year than non-smokers Working in a smoke-free workplace is more strongly associated with quitting than physician advice or NRT. Smokers who work in a smoke-free workplace smoke about 50 packs less per year than the average smoker, quit at increased rates and consider quitting more often. Providing cessation benefits is one of the most costeffective benefits an employer can provide Cleaning costs associated with smoking in the workplace total about $4 billion per year

11 How did we get here? Student initiative (October November 2011) Students initiated dialogue with the Vice Chancellor for Student Affairs office 70% voted in 2011 referendum - explore going smoke-free Ad Hoc Committee (January 2012 August 2012) Diverse group of faculty, staff, students researched and recommended going smoke-free We Choose Health grant (August 2012) Chancellor s announcement (October 2012) Communicating with campus (October 2012 present) Four subcommittees (January 2103 May 2013) Made final policy recommendations, created initial action plans Implementation committee (August 2013 present) Readied campus for policy roll out

13 Our Policy Statement As of January 1, 2014, Smoking is prohibited on all Campus Property at the University of Illinois at Urbana Champaign, both indoors and outdoors, in university-owned vehicles, and in privately-owned vehicles parked on Campus Property.

14 Our policy: What is smoking? Lighting or burning any type of matter or substance that contains tobacco Including but not limited to cigarettes, cigars, cigarillos, pipes, beedies, kreteks, water pipes, bongs, and hookahs Lighting or burning of non-tobacco plants or marijuana Using electronic cigarettes

15 Our Policy: What is campus property? Any property owned, leased, occupied, operated or otherwise controlled by the University of Illinois, including, but not limited to, academic and hallways shuttle buses auxiliary lobbies & & stops buildings other common universityowned parking classrooms areas laboratories hotel rooms garages & lots residences and driveways residence halls conference loading docks facilities elevators universityowned streets, athletic stairwells complexes & sidewalks and restrooms facilities walkways roofs exterior open meeting rooms spaces Smoking in cars parked on campus property is prohibited
