1 REGULATION OF THE MINISTER OF HEALTH OF THE REPUBLIC OF INDONESIA NUMBER 13 OF 2014 ON THE CHANGE IN NARCOTICS CATEGORIZATION BY THE BLESSINGS OF THE ALMIGHTY GOD THE MINISTER OF HEALTH OF THE REPUBLIC OF INDONESIA, Considering : a. that due to an increase in the abuse of several new substances extremely high potential result in addiction that may not be included in Narcotics Categorization as regulated in Attachment I of Law Number 35 of 2009 on Narcotics; b. that based on the consideration as referred to in point a and to implement the provision of Article 6 section (3) of Law Number 35 of 2009 on Narcotics, it is necessary to establish the Regulation of Minister of Health on the Change in Narcotics Categorization; Observing : 1. Law Number 35 of 2009 on Narcotics (State Gazette of the Republic of Indonesia of 2009 Number 143, Supplement to the State Gazette of the Republic of Indonesia Number 5062); 2. Law Number 36 of 2009 on Health (State Gazette of the
2 -2- Republic of Indonesia of 2009 Number 144, Supplement to the State Gazette of the Republic of Indonesia Number 5063); 3. Government Regulation Number 40 of 2013 on the Implementation of Law Number 35 of 2009 on Narcotics (State Gazette of the Republic of Indonesia of 2013 Number 96, Supplement to State the Gazette of the Republic of Indonesia Number 5419); HAS DECIDED: To Enact : REGULATION OF THE MINISTER OF HEALTH ON THE CHANGE IN NARCOTICS CATEGORIZATION. Article 1 Change the List of Category I Narcotics in the Attachment I of Law Number 35 of 2009 on Narcotics by adding the types of Category I Narcotics as set out in the Attachment as an integral part of this Minister Regulation. Article 2 This Minister Regulation comes into force on the date of its promulgation.

4 -4- ATTACHMENT REGULATION OF THE MINISTER OF HEALTH NUMBER 13 OF 2014 ON THE CHANGE IN NARCOTICS CATEGORIZATION LIST OF CATEGORY I NARCOTICS 1. Papaver Somniferum L plant and all of its parts including its fruits and straws, except for its seeds. 2. Raw opium, namely self-freezing resin which is obtained from plant fruit of Papaver Somniferum L with or without having simply processing for packaging and transporting without considering its morphine content. 3. Processed opium consisting of: a. opium, the result obtained from raw opium through the sequence of processing, specifically with dissolving, heating and fermentation with or without adding other substances with a purpose to change it into an extract suitable for compaction. b. Jicing as the ashes of opium after being sucked without considering whether such opium is mixed with leaf or other substances. c. Jicingko as the result obtained from jicing processing. 4. Coca plant, the plant from all Erythroxylon genus from Erythroxylaceae family, including its fruit and seeds. 5. Coca leaf, the leaf not yet or had been dried or in the form of powder from all plant of Erythroxylon genus from Erythroxylaceae family producing cocaines directly or through chemical changes. 6. Raw cocaines, all results obtained from coca leaf that can be processed directly to get cocaine. 7. Cocaine, metil ester-1-bensoil ekgonina. 8. Cannabis plant, all plants of cannabis genus and all parts of the plant including seeds, fruits, straws and the processing result of cannabis plant or parts of cannabis plant, including cannabis resin and hashis. 9. Tetrahydrocannabinol, and all isomers as well as all forms of its chemical stereos.
5 Delta 9 tetrahydrocannabinol, and all forms of its chemical stereos. 11. Acetorfine: 3-0-Acethyltetrahydro-7α-(1-hydroxy-1-methylbutyl)-6, 14- endoeteno-oripavine. 12. Acethyl alfa methyl fentanyl: N-[1-(α-Methylfenetyl)-4-piperidil] acetanilide. 13. Alfa-methylfentanyl: N-[1 (α-methylfenetil)-4-piperidil] propionanilide 14. Alfa-methyltiofentanyl: N-[1-] 1-Methyl-2-(2-tienyl) etyl]-4-piperidil] priopionanilide 15. Beta-hydroxyfentanyl: N-[1-(beta-Hydroxifenetyl)-4-piperidil] propionanilide 16. Beta-hydroxy-3-methyl-fentanyl: N-[1-(beta-Hydroxyfenetyl)-3-methyl-4 piperidil] propionanilide. 17. Desmorphy ne: Dihydrodeoxymorphine 18. Etorfine: Tetrahydro-7α-(1-hydroxy-1-methylbutyl)-6,14-endoetenooripavine 19. Heroine: Diacetilmorfina 20. Ketobemidone:4-Meta-hydroxyfenyl-1-methyl-4-propionilpiperidine Methylfentanyl: N-(3-Metyl-1-fenetyl-4-piperidil) propionanilide Methyltiofentanyl:N-[3-Methyl-1-[2-(2-tienyl) etyl]-4-piperidil] propionanilide 23.
